The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday afternoon, February 8# 1956 at 1:00 o'clock P. M. Present were Mayor Swanson#
Commissioner Erwin# Commissioner Lowe, Ci~ Manager Henderson, Administrative Assistant walter Sales,
City Attorney Lovelace# City Engineer Waldorf, and the Clerk, when the following proceedings were had:
Minutes of the last regular session were read, and it was moved by Commissioner Lowe, seconded

by Commissioner Erwin, that these minutes be approved as read, and the motion was oarried by the
following Aye and No vote: those voting Aye being Mayor Swanson# Commissioner Erwin, Commissioner
Lowe; those voting No, none.
City to Co-operate with National Guard Recrui tin/; Program
Howard Nel son, John Evans and Harold Fry-slie of the local National Guard were present to ask that
thei r organization be permitted to park National Guard equipment on the north side of Main Street
between Tracy Avenue and WUlson Avenue on the afternoon of February 22nd, 1956 for display purposes
in connection with a nation-wide program. for recruiting purposes. They also asked permission to
operate a loud speaker from a truck# a proclamation by the Mayor and permission to drop hand bills
from the air# to fUrther advertise this recruiting program. The Commission, after consideration,
decided that the city would co-operate witr, the promotion of this program and the parking of the
vehicles on Main Street be permitted.
Recommendations of Morrison-Maierle, Ino. Re: Water System Expansion
Mr. John Morrison and Harvey Taylor of Morrison-Ma.ierle, Inc., Helena, were present and presented
their written recommendations which were read regarding the expansion of the ci~'s water system.
The report presented three plans fb r this imp rovement:
Plan No. 1 for improvements projected to the year 1980
Plan No. 2 for improvements projected to the year 1970-75
Plan No. 3 for utilizing wells in lieu of EYelite water.

The report stated that after conferences with F'. A. Swenson, District Geologist for the U. S.
Department of Interior, that plan No. 3 had been eliminated because wells were not feasible within or
near the city and because of the original cost and yearly maintenance the wells would not be as
eoonomical and the Board of Fire Underwriters preferred a gravity system to a well system.
They recommended that Plan No. 2 for improvements projected to the years 1970-75, with a bond
issue of $1,500,000.00 be accepted.
The Commission discuBsedwith Mr. Jlqrrison and Mr. Taylor the proposed improvements and they
informed the Commission that Plan No. 2 would be designed so that it would be enlarged to take care
of future needs and the enlarging of the system under this Plan would provide adequate pressure for
all domestic and commercial use and fire fighting purposes throughout the city.
Atter further consideration, it was moved by Commissioner Erwin, seconded by Commissioner Lowe,
that the reconunendations of Morrison-Maierle, Inc., as presented be accepted, and that the City
Manager be instructed to recommend names for a Citizens Committee to be appointed by the Mayor to
the public in time so that an election on the bond issue oan be held in the early part of May, 1956,

assist with informing the public of the proposed improvements, this information to be presented to
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting No# none.
Reports
The following reports fbr the month of January, 1956 were presentedl

and the report of the Cemetery Board for the month of December, 1956.
It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be
accefted and ordered filed and the motion was oarried by the following Aye and No vote; those
voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowel those voting No, none.
Request for Fireman to Attend Fire Sohool
A written request from Fire Chief McCrosson to have a member of the Fire Department attend the
fire school at Oklahoma A & M during April 23rd to 27th, 1956, and to instruct the other members of the

department upon his return, was presented. The Commission asked that the Fire Chief give his
reoommendation of the member of his department who will attend this sohool before action is taken.
Sewer and Water Conneotion Charges
It was reforted that sewer and water connections made in the winter season cost considerable
more during this season beoause of frost in the ground and in the past th is additional oost has been
borne by the City. The Commission stated that conneotions for sewer and water should be adjusted
aocording to the cost for the oonneotion.
Inspeotions to be Made by Assistant Building Inspector
The matter of' employment of an Eleotrioal Inspeotor was considered. After discussion, it
was decided that no change be made in the city's inspeotion set-up at this time.
Public Hearing -- ReI Rezoning
It was announced that the public hearing for rezoning a portion of the city and the zoning of
all unzoned area would be held at 1:30 o'clock P. M. on February 28th, 1956.
Lake and Ditoh Association Meetings
It was announced that the Mystio Lake Ditoh Association and the Bozeman Creek Reservoir Associa-
tion would hold their annual meetings on February 13th, 1956.

Claims for the Month

The Manager stated that he has audited these claims and finds them to be true and lawful claims
against the City of Bozeman and recommends that warrants be issued for their payment. After
examination of the claims in detail and checking against the Claim Register, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the claims be approved and warrants issued
for their payment, and the motion was oarried by the following Aye and No vote: those voting Aye
being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.

Legion Auxiliary Poppy Day
A written request from the American Legion Auxiliary was read, requesting the date of May 26th,
1956 as the date for their annual Poppy Sale. It was moved by Commissioner Lowe, seconded by
Commissioner Erwin, that the date be approved and the motion was carried by the following Aye and
No votel those voting Aye being Mayor Swanson. Commissioner Erwin, Commissioner Lowe; those voting
No, none.
Ordinanoe No. 789 -- Vaoating Portion of Sixth and Lincoln Streets
The City Attorney as instructed has prepared the ordinanoe vacating a portion of South Sixth
Avenue and a portion of Lincoln Road. Ordinanoe No. 789 was presented and read, entitled:

AND SOUTH SIXTH AVENUE IN SAID CITY OF BOZEMAN, MONTANA.
It was moved by Commissioner Erwin. seoonded by Commissioner Lowe. that the ordinanoe be passed
and adopted and the motion was carried by the following Aye and No vote: those voting .k;{e being Mayor
Swanson. Commissioner Erwin, Commissioner Lowe; those voting No. none.
Right-Turns to be Permitted on Red Light after Stop
The matter of making a right-turn on a red light after complete stop was disoussed by the

Commission. This matter having been oonsidered and disoussed previously. the City Manager was
instruoted to purchase signs to be ereoted which would permit right-turns to be made on a red light
at all interseotions where traffio is oontrolled by lights.
Administrative Assistant Sales to Approve Bills
The Manager, having been authorized to be absent on vacation, recommended that Administrative
Assistant Sales be authorized to approve oity bills which would be payable during his absence. The
Commission expressed approval of this recommendation.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe. seconded by Commissioner Erwin, that the meeting adjourn and the motion was
carried by the following Aye and No vote, those voting ~e being Mayor Swanson, Commissioner Erwin.
