HomeMy WebLinkAbout1956-03-28 Bozeman, Montana March 28, 1956 The Commission of the City of Bozeman met in regular session in the Commission Hoom, City Hell BuildinE, Wednesday, March 28, 1956 at 1:00 o'clock F. M. Present were Commissioner Lowe and Commissioner Erwin. BeMuse of the absence of the Mayor, the City Manager and the Clerk of the Commission, who were in Helena on official business for the City and who were expected to return later I on this day, this meeting was adjourned until 7:30 P. M. on this same day. This adjourned meeting was resumed at 7:30 P. M. on March 28, 1956 when the following were present; Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City Manager Henderson, Administrative Ass istent Walter Sales, City Attorney Lovelace, and the Clerk, when the following proceedings were had: Minutes of the lest regular session held on March 21, 1956 were read, and it was moved by Commissioner Lowe, seconded by Commissioner Erwin, the.t these minutes be approved as read, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Amendment to Lease -- American Legion Housing An amendment to the Lease between the City of Bozeman and Gallatin Post No. 14 of the American Legion coverinG rental of city-owned lend at North Tracy and Cottonwood Street for the "Legion Housing Project", was presented. The amendment provides for automatic annual renewal of the existing lease end states the conditions under which the le ese may be cancelled. After consideration, it was moved by Commissioner Lowe, seconded by Conunissioner Erwin, that the Amendment to the Lease be arproved and the Mayor and the Clerk of the Commission be authorized to sign it for the City of Bozeman, and the motion was carried by the following Aye and No votel those voting I Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Electrical Contractor's Bond - H. W. Stoudt The Electrical Contractor's Bond of H. Vi. Stoudt was presented. The bond was a:Lproved as to form by the City Attorney. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the bond be approved and accepted, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Conunissioner Erwin, Commissioner Lowe; those votinE No, none. Bids for Fluorine The supply of sodium silicofluoride on hand in the Water Defartment is sufficient for approximately two months only. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the Clerk of the Conunission be authorized to advertise for bids on a carload of this material and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No~ none. Agreement to Cover Bozeman Creek by I. M. Johnson .An agreement between the City of Bozeman and I. M. Johnson, whereby he agrees to cover Bozeman Creek from the bridge on Babcock Street north to the proposed bridge across said creek at the alley in Block C, Original Townsite, in exchange for which the City agrees to deed him that portion of Lot 24, which I the City owns in the same blOCk, was presented. This agreement having been prepared by the City Attorney on instructions from the Commissi on and in accordance with a written proposal from Mr. Johnson which had been considered and given tentative approval by the Commission on March 21, 1956, it was moved by Commissioner Erwin, seconded by Commissioner Lowe, thet the Mayor and the Clerk of the Commiss ion be authori zed to sign the agreement for The City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Request for Tag Day -- White Lillies A request has been received from MrS. R. L. Miller. acting for the AGD Sorority, to have Saturday, 1.2:3 12/1 March 31st, 1956, designated as "White Lily Tag Day", for the benefit of the CripI-led Children's Fund and to sell White Lillies on the streets of Bozeman on this day. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the request be granted, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Engineer Waldorf to Helena A meeting, of the City Engineers' Advisory Committee to the Montana Legislature's F'act Finding Committee on Highway Matters will be held in Helena on April 12th, 1956. City Engineer Waldorf is a member of this Committee. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the City Engineer be authorized to attend this meeting, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Rerort on Meetin6s in Helena City Manager Henderson reported on the meeting of himself and City Engineer Waldorf with MOntana Elghway Engineers in Helena on Monday, March 26, 1956 on matters pertaining to widening W. Main Street, from Fifth to Eighth Avenue, as pa rt of the Montana Highway Department's project for re-locating u. S. Highway No. 191 in Bozeman and extending west therefrom. Information received at that conference was that all details as to the City's part of' the project are in order and the project is expected to be ready for receiving bids in April. The Manager also retorted on the meeting of city officials which Mayor Swanson, City Engineer Waldorf, Director of Finance Shadoan and he attended in Helena this day. Representatives were present from nine of the thirteen ci ties of first and second class in Montana. The only definite action of the meeting was to appoint a committee consisting of one member from each of the thirteen first or second class ci ties to work with the Montana Municipal League and the Feet Finding Committee on High- ways established by the 1955 Legislature to develop legislation to I=resent to the 1957 Legislature to secure more revenue for the Street Fund of cities. Proposal of Kalman & Co., to Act as Fiscal Agent Mr. Stanton Aby, of Kalman & Company, Minneapolis, was l'resent to discuss a proposal of' his company to act as the fiscal agent for the City of Bozeman in a proposed election on a revenue bond issue and, if that election carried, on the sale of bonds to fine.nce the contemplated expansion and improvement program for the City's water system. He presented a proposed contract which he expleined in detail. The matter was discussed at length but action was deferred to a later meeting pending further study. Adjournment There being no further business to come before the Commission at this time, it wa.s moved by Commissioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Corrunissioner Erwin, Commissioner Lowe; those voting No, none.
