The Commission of the City of Bozeman met in regular session in the Co~nission Room, City Hall
Building, Wednesday, April 4, 1956 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner
Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Walter Sales, City Attorney
Lovelace, and the Clerk, when the following proceedings were had;

Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seconded
by Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner
Lowe; those voting No, none.
Bonds -- Bozeman Electric, Shane Electric, F. J. Trunk & Son
Continuation certificates for the Gas Fitters' bond and the Plumbers' bond of Frank J. Trunk & Son,
and Electrical Contractors' Bonds of the Bozeman Eleotric Company and Shane Electric were presented.
The bonds and certificates were approved as to form by the City Attorney. It was moved by Commissioner
Lowe, seconded by Commissioner Erwin, that the bonds and continuation certificates be accepted and
approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Street Intersection Light - Rouse & Olive
Request has been received for a street light to be installed at the intersection of Olive Street
and Rouse Avenue. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the City
Manager be authorized to have the Montana Power Company install a light at this intersection and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner

Recreation Director to Attend Meeting in Great Falls
A meeting of Recreation Directors from all Montana cities will be held in Great Falls on April 21st
and 22nd, 1956. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that A. Glen White,
Recreation Director, be authorized to attend this meeting and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those
voting No, none.
Water Expansion Program Approved by Plan Board
A report from the Municipal Plan Board was read which stated that, at a. meeting of said Board on
Monday, April 2nd, 1956, the engineering report of Morrison-Maierle, Inc., on recommended improvement
and expansion of the City's water system was reviewed in detail and the Board unanimously approved
the projeot as proposed in that report.
Kalman & Company to Act as Fiscal Agent
A proposed agreement between Kalman & Co., Inc., Minneapolis, Minnesota and the City of Bozeman,
under which that Company would act as Fiscal Agent for the City in its proposed expansion and improve-
ment of the City's water system, was presented and explained in detail at the City Commission meetinE

on March 28, 1956 by Mr. Stanton Aby, representing Kalman & Co., Inc. The agreement sets forth the
duties to be perfonned by Kalman & Co., Inc. and fixes a fee to be paid for those services at the rate
of $10.00 per thousand for bonds sold up to $1,000,000.00 and $5.00 per thousand for bonds sold in
excess of $1,000,000.00 for the proposed project. The contract having been approved as to form by
the City Attorney and having been given extended study by the Mayor and Commissioners, it was moved
by Commissioner Lowe, seconded by Commissioner Erwin, that it be accepted and approved and that the
Mayor and the Clerk of the Commission be authorized to sign it for the City of Bozeman and the motion
was carried by the fbllowing Aye and No vote: those voting Aye being Mayor Swanson, Commissi oner
Erwin, Commissioner Lowe; those voting No, none.

The following reports for the month of March, 1956 were presented:

and the report of the Gas & Plumbing Inspector for the month of February, 1956, and the Recreational
Director for the months of December, 1955 through February, 1956.
It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the reports be accepted
and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being
Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Examination of Depository Security Receipts
The Commission proceeded to examine the receipts for depository securities to cover city funds in
the various city banks. The securities being sufficient to cover all deposits in the various banks,
it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the securities be accepted
and approved and set out in full in the minutes, and the motion was carried by the following Aye and No
vote: those voti ng Aye being Mayor Swanson, Commissioner Erwin,Conunissi oner Lowe, those voting No,
none.

This is to certify that we, the Commission of The City of Bozeman in compliance
with the provisions of Section 16-2618 R. C. M. 1947, have this day examined the
receipts of the Federal Reserve Bank of Minneapolis for the Depository Bonds held by
the Director of Finance as security for the deposi t of city funds held by the
several banks of Bozeman and find them to be as above stated, and are hereby accepted
and approved.

Replacement of Basement Floor in Library
The original wood floor in the basement room which is used as the Children's section of the
Library has becone in such condition that it is difficult and expensive to maintain and, because of
its type of construction, it is impractical to repair. It has been recommended that it be replaced
with a concrete floor which would be covered with asphalt or vynol plastic tile. Estimated cost of
this new floor is approximately $800.00. It was moved by Commissioner Lowe, seconded by Commissioner
Erwin, that, subject to approval of the Library Board, the City Manager be authorized to have the
floor replaced and the motion was carried by the following Aye and No votel those voting Aye being

Petition of Northwest Airlines - Service Between Butte & Great Falls
A copy has been received of a petition of Northwest Airlines to the Civil Aeronautics Authority
for reconsideration of their application for a permit to transport passengers between Butte, Helena
and Great Falls. Copy has also been received of a protest filed by Frontier Air Lines against
NOrthwest Airlines I petition. No action by the City of Bozeman was considered necessary in this

matter but the petition and the protest were referred to Gallatin Field Board for their information.
Water Service for Clyde Cox on East Main
Clyde Cox, owner of property at 1207 East Main Street, has requested that the City install a
2-inch water line from the water main on East Main Street to a point on his property approximately
600 feet from the street. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that,
subject to Mr. Cox depositing with the City the estimated cost of this installation and upon his agree-
ment to make final settlement end payment to the Ci~ on the basis of its actual cost and for the
full amount of such cost, the City Manager be and is hereby authorized to have this 2-inch water line
installed by City personnel end with City equipment and material and the motion was carried by the
following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner
Lowe; those voting No, none.

The Manager stated that he has audited these claims and finds them to be true and lawful claims
against The City of Bozeman and recommends that warrants be drawn for their payment. After examination
of the claims in detail, and checking against the Claim Register, it was moved by Commissioner Lowe,
seconded by Commissioner Erwin, that the claims be approved and warrants issued for their payment and
the motion was carried by the following Aye end No votel those voting Aye being Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting No, none.
Joint Meeting of City Commission, Municipal Plan Board and M. S. C. Authorities
A recommendation was presented from the Municipal Plan Board that a joint meeting be arranged at
the earliest practicable date between officials of the City of Bozeman and officials of Montana State
College, the purpose of the meeting to be for exchange of information and to promote co-ordination

in planning expansion of M. S. C. campus with planning of areas of the City which will be affected by
such expansion of the campus. The City Manager was instructed to arrange the recommended meeting.
Adjournment
There being no further business to come before the Commission at this time, it was moved by
Commissioner Lowe, seconded by Commissioner Erwin, that the meeting adjourn and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin,
Commissioner Lowe; those voting No, none.
