M. Present were Mayor Swanson, Commissioner Erwin, Commissioner Lowe, City Manager Henderson. Administrative Assistant Walter Sales, and the Clerk, when the following proceedings were had: I Minutes of the last regular session were read. and it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that these minutes be approved as read, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin. Commissioner Lowe; those voting NOI none. Proposed He-arrangement of Beatty's Sub-division Mr. G. M. Beatty was present and presented a sketch of a proposed re-arrangement of a portion of Beatty's Sub-Division southwest of the City. After examination of the sketch, it was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the Director of Public Service be authorized to sign the re-arrangement plat for the City of Bozeman, if it is presented in accordance with the proposed sketch, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin. Commissioner Lowe; those voting No, none. Complaint on Dogs Mr. F. J. Trunk, 209 South 6th Avenue. appeared before the Commission to protest against dogs being allowed to run at large in the City and to request that the Commission pass an ordinance to require dogs to be kept on the owner's premises or kept on a leash at any time they are off the owner's premises. He was informed that information is being secured from neighboring cities on the dog problem, that I continued study is being given to the matter, but that it was not considered advisable to take any definite action at this time. Use of Airport for Drag Racing G. C. Waite. Howard Nelson and Marten Nelsonl members or the Gallatin Field Board, and Ed Iverson, Assistant Manager of Gallatin "FIeld, met with the Commission to discuss a request from a local "Hot Rod" Association for permission to use one of the taxi strips on Gallatin Field for "Hot Rod" lB.cceleration tests. It was explained that this is not to be racing between cars but is to test acceleration of one car at a time. A local "HotRod" Association carries liability insurance, the racing will be supervised and radio controlled 60 a taxi strip could immediately be cleared for any emergency landing of air- craft and since this is becoming a popular sport among young men, it is considered that it will promote safe dr~ving among young drivers. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that subject to there being no objection by the County Commissioners of Gallatin County and if further investigation by Gallatin Field Board indicates that the acti vi ties should be permitted, granting of permission by Gallaton Field Board to carryon that activity is approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe. those voting No, none. I Chief of Police to Attend Conference in Great Falls The annual Western States Crime Conference will be held in Great Falls on May 14 to 16, 1956. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the Chief of Police be authorized to attend this meeting, end his expenses be paid from the General Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swenson, Commissioner Erwin, Commissioner Lowe; those voting No, none. PeU tion to Prohibit Parking on East Side of North Tracy A petition of owners of property on North Tracy Avenue between Lamme Street to Peach Street was presented requesting that parking be prohibited on the east side of North Tracy from Lamme to Peach 1~l2 Street. It was moved by Commissioner Lowe, seconded by Corrunissioner Erwin, that the City Manager be authorized to include the east side of North Tracy Avenue from Lamme Street to Peach Street on the schedule of streets where parkinE is prohibited or restricted, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those vo ti ng No, none. Resignation of Fireman H. Reeder The wri tten resignation of Howard Reeder as a member of the Fire Department, effective May 1, 1956 was presented and read. Resolution No. 806 -- Calling Special Election on Water Revenue Bonds Proposed improvement and expansion of the City's water system has been under discussion by the City Commission for some time. A report of J4Qrrison-Maierle, Inc., who were engaged by this City as consulting engineers on this proposal, was approved and accepted by the City Commission at their regular meeting on February 8. 1956. That report recommends water works additions and improvements at an estimated cost of $1,500,000.00. To provide funds to carry out that recommendation it will be neces- sary to issue bonds in that amount and to call an election to vote on the question of whether or not such bonds will be issued and sold. Resolution No. 806 was presented, entitled; A RESOLUTION OF' mE CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, RELATllW TO THE CALLING AND CONDUCT 01" A SPEC IAL ELECTION TO VOTE UPON IMPROVING THE CITY'S WATER SYSTEM AND THE ISSUANCE AND SALE OF REVENUE BONDS FOR SUCH PUnGSE. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that this resolution be approved and adopted and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. The Mayor and the Clerk of the City Commission being present, each affixed his signature to the resolution and the Clerk of the City Commission was directed to have it recorded in complete detail in the Book of Resolutions kept as a permanent and official record by the City of Bozeman. Resolution No. 807 -- Intention to Abolish Parking Maintenance District No. 17 Petitions from owners of property in Parking Maintenance District No. 17, (Grand Avenue from Babcock to College Street) requesting that said district be abandoned, were presented. A resolution declaring it to be the intention of the City Commission to abandon said district was presented, enti tled; A RESOLUTION OF' THE CITY COMMISS ION OF THE CITY OF' BOZEMAN, MONTANA, DECLARING IT TO BE THE INTENTION OF SAID COMMISSION TO ABANDON CITY OF BOZEMAN SPECIAL IMPROVEMENT DISTRICT NO. 17 AND TO ABMJDON THE MAINTENANCE OF STREET FARKINGS THEREUNDER, AND DIRECTING THE CLERK OF' THE CITY COMMISSION TO GIVE NOTICE OF SUCH RESOLUTION, ALL PURSUANT TO THE STATUTES IN SUCH CASES MADE AN D PROV IDED. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the resolution be passed and adopted and May 2nd, 1956 be set as the date for the hearing of protests, and the motion was carried by the fbllowing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Repairs to City Hall Roof Inspection of the roof of the City Hall shows that the parafet walls along the sides of the building have deteriorated to a point where a heavy wind could easily blow sections of them down and they are considered as definitely dangerous. Mr. Harry Johnson, brick mason, working with W. D. Howells, local contractor, has examined these walls. On the basis of that examination Mr. W. D. Howells has submitted a proposal to remove the present parapet walls down to roof level to rebuild them with new brick to a height approximately one foot above the roof level and to make any necessary repair to the parapet wall on the front of the building for the sum of $885.00. Where parapet walls are rebuilt, it will be necessary to install new flashing between the new wall and the existing roof. The Bozeman Sheet Meta.l Works quote a price of 75~ per linear foot for installing the necessary flashing and I I I metal counter flashing. It was moved by Commissioner Lowe, seconded by Commissioner Erwin, that the 1 :l:J City Manager be and is hereby authorized to enter into agreements with W. D. Howells and the Bozeman Sheet Metal Works to have these repairs made in accordance with their quoted prices and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Appl ication for Beer & Liquor License I Applications of the Bozeman Country Club for city licenses for sale of beer and liquor were presented. It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that the applications be approved and the licenses issued and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe. those voting No, none. Encroachment Permit Montana Power Company, East Main Street An application by the the Montana Power Company for an Encroachment Permit to install a new gas line in East Main Street from Broadway to McAdow Street was presented. It was moved by Commissioner Lowe, seoonded by Commissioner Erwin, that the application be approved, and the Mayor and the Clerk of the Commission be authorized to sign the permit for The City of Bozeman, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none. Recrea tion Director to Attend Leedership Camp in Idaho Recreation Director A. Glen White has been invited to attend and assist in conducting a 4-H Leadership Camp to be held in Alpine, Idaho May 31, June 1 & 2, 1956. It was moved by Commissioner Erwin, seconded by Commissioner Lowe. that attendance of Mr. White at this camp be authorized providing such attendance is at his expense and without cost to the City of Bozeman, and the motion was carried I by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
