The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
BuildinglWednesday, April 251 1956 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner
Erwin, Commissioner Lowe, City Manager Henderson, Administrative Assistant Walter Salesl City
Attorney Lovelace, and the Clerk, when the following proceedings were had:
Minutes of the last regular session were read, and it was moved by Commissioner Lowe, seconded
by Commissioner Erwin, that these minutes be approved as read, and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner
Lowe; those voting No, none.
Request to Use Part of Main Street for" Teen-e.ge Roadeo"
Dave Wetherell and Don Bagnell, representing the JayCees, were present to request that two
block of Main Street be blocked off on Saturday morningl May 26th, for the purpose of conducting
a "Teen-age RoadeoN. They explained that this proposed event, sponsored by their organization, is
actually a con test for teen-age drivers in auto driving skill and is primarily to promote traffic
safety. After consideration by the Commission, it was moved by Commissioner Lowe, seconded by
Commissioner Erwin, that the request be granted, and the motion was carried by the following Aye and
No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting
No, none.
Policy in Re: Removing Trees on North Seventh Avenue
The matter of frequent requests which are received for permission to remove trees from the park-
ing strip on North Seventh Avenue was discussed by the Commission with George Barrett, Montana
Highway Division Maintenance Engineer. Mr. Barrett explained that the Highway Department no longer
maintains the parkings on North Seventh Avenue south of Durston Road. After discussion, it was
moved by Commissioner Erwin, seconded by Commissioner Lowe, that removal of trees along NOrth Seventh
AVenue be permitted south of DurstonRoad at the descretion of the owners of abutting property and
that removal of trees along Seventh Avenue north of Durston Road be permitted only upon the property
owner obtaining an Encroachment Permit signed and approved by the Highway Department and the City
of Bozeman, and the motion was carried by the fbllowing Aye and No vote: those voting Aye being Mayor
Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Bids for Sodium Silicofluoride
This was the time and place set for opening bids on a carload of sodium silicofluoride for the
Water Department. The affidavit of publication of the Notice to Bidders was presented. It was
moved by Commissioner E~in, seconded by Commissioner Lowe, that the bids be opened and read and the
motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting NOI none.

Because of increased cost of this material and other factors pertaining to fluoridation which were
considered worthy of further study, action on these bids was deferred until the next regular meeting.
Reward Check to Pol ice Pro tecti ve As S oc ia tion
A check from the Federal Government in the amount of $15.00, payable to A. N. Haas, Chief of
Policel as a reward for the apprehension of an AWOL person has been received. Chief Haas recommends
that the reward be deposited in the funds of the Bozeman Police Protective Association. It was moved
by Commissioner Lowe, seconded by Commissioner Erwin, that the recommendation be approved and the

motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting No, none.
Petition for Paving South Grand - Garfield to Lincoln
A peti tion signed by owners of property on South Grand Avenue, requesting paving of said Avenue
from Garfield Street to Lincoln Street, was presented. It was moved by Commissioner Erwin, seconded
by Commissioner Lowe, that the City Engineer be instructed to prepare necessary data on boundaries of

the proposed district and estimate of cost of the proposed improvement and that, based on these
data, the City Attorney be instructed to prepare a resolution of intention to create the district,
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson,
Commissioner Erwin, Commissioner Lowe; those voting No, none.
Right-of-Way Easement in Block F, Rouse's Addition to Montana Fower Company
A right-of-way easement to the Montana Power Company to install a gas line in the south one-half
of Lots 15 to 17, BlockF, Rouse's Addition. owned by the City, was presented. It was moved by
Commissioner Erwinl seconded by Commissioner Lowe, that the easement be approved, and the Mayor and
the Clerk of the Commission be authorized to sign the easement for the City of Bozeman, and the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Swansonl Commissioner Erwin,
Commissioner Lowe; those voting NOI none.
Bids for Sewer Cleaning Machine
The Manager explained need for more efficient equipment and methods for cleaning sanitary sewers
and recommended that a sewer cleaning machine be purchased. Estimated cost of a good modern machine
for this use is approximately $4,000.00. After consideration, it was moved by Commissioner Lowe,
seconded by Commissioner Erwin, that the Clerk of the Commission be authorized to advertise for bids

Application for Wholesale Beer License
Applioation of the Johnson Distributing Company, 206 E. Main Street. for a license to sell beer at
wholesale was presented. It was moved by Commissioner Erwinl seconded by Commissioner Lowe, that the
application be approved and the license issued and the motion was carried by the following Aye and No
vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Appointmen ts
Mayor Swanson announced the following re-appointments to City Boards;
Don Cobb, as a member of the Police Commission, term to expire May 1, 1959
c. V. Henderson, as a member of the Plan Board, term to expire May 18, 1959
M. L. Hultgren, as a member of the Plan Board, term to expire May 18, 1959.
It was moved by Commissioner Lowel seconded by Commissioner Erwin, that the appointments be
approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor
Swanson, Commissioner Erwin, Commissioner Lowe; those voting No, none.
Proposed Ornamental Lighting District on Mendenhall Street

A communication from the Montana Power Company was read, requesting a statement from the City
Commission as to the amount to which the City will participate in a proposed special lighting district
on Mendenhall Street from Third Avenue to Church Avenue. On other Special Lighting Districts, except-
ing on Main Street, the City paid 25% of the original cost and pays 25% of the cost of operation and
maintenance.
It was moved by Commissioner Erwin, seconded by Commissioner Lowe, that if the proposed S:pecial
Lighting District is established, the City of Bozeman will pay 25% of the monthly cost for installa-
tion, operation and maintenance of the lighting to be installed and the motion was carried by the
following Aye arid No vote: those voting Aye being Mayor Swanson, Commissioner Erwin, Commissioner

Lowe; those voting No, none.
Manager to Highway and Street Meeting in Helena
M. E. Henderson, City Managerl has been appointed to a Statewide Maintenance Advisory Committee
which committee is to work with the Automotive Safety Foundation in preparing data on street and
highway maintenance needs which data is to be used by the Montana Fact Finding Committee in their
report to the 1957 session of the Legislature. A meeting of the Maintenance Advisory Committee will
be held in Helena on April 26, 1956. It was moved by Commissioner Erwin, seconded by Commissioner

Lowe. that, it being in the public interest, attendance of M. E. Henderson at this meeting be and is
hereby authorized, and his expense for such attendance paid from the General Fund, end the motion
was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner
Erwin, Commissioner Lowe; those voting NOI none.
Adjournment
There being no further business to come before the Commission at this time. it was moved by
Commissioner Erwinl seconded by Commissioner Lowe. that the meeting adjourn and the motion was
