HomeMy WebLinkAbout1955-09-21 50 Bozeman, Montana September 21, 1955 The Commission of the City of Bozeman met in regular session in the Commiuion Room, City Hall Building, Wednesday afternoon, September 21, 1965 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelace and the CIe rk, when the following prooeedings were had: Minutes of the last regular session were read, and it was moved by Commissioner Erwin. I seconded by Commissioner Swanson, that these minutes be approved as read, and the motion was carried by the following Aye and No vote: those vo ting Aye be ing Mayo r Lowe, Commis s ioner Erwin, Commissioner Swanson; those voting No, none. Resolution No. 797 -- Weed Assessment - 1956 Resolution No. 797, levying assesmnents in the amount of $103.82. for cutting weeds on private properties during 1966 was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESS- MENT OF TAXES UPON CERTAIN PROPERTIES IN TIlE CITY OF BOZEMAN, COUNTY OF' GALLATIN, STATE OF MONT ANA, TO DEFRAY THE OOST OF EXTERMINATION .AND RBMOVAL OF NOXIOUS y,EEDS FOR THE YEAR 1955 PURSUANT TO THE ProVISIONS OF ORDINANCE NO. 428 ENTITLEDs "AN ORDINANCE DEFINING AND PROVID- ING FOR THE PUNISEMENT AND ABATEMENT OF CERTAIN NUISANCES." It waS moved by Commissioner Swanson. seconded by Commissioner Erwin, that the resolution be provisionally adopted and September 28th, 1956 be set as the date for the hearing of protests, and the motion was carried by the following Aye and No votes those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Firemen to Anaconda A special demonstration of fire apparatus will be held in Anaconda on September 23rd, 1955. and the Fire Department has requested that two members of their department be permitted to attend. It was I moved by Commissioner Erwin, seconded by Commissioner Swanson, that two members of the Fire Department be authorized to attend this demonstration, and their expenses be paid from the General Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Clerk to Bid on County Scale Property Gallatin County has advertised the sale at auction of their property in Block F, Rouse's Addition, known as the County Scales, on Saturday the 24th day of September, 1955. After discussion, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the Clerk of the Commission be authorized to attend this sale, and bid a minimum of $2,260.00 and a maximum of $2,500.00 for this property, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Platting of Land North of North 7th Addition Myron Westlake has made verbal request for approval of a plat of a small area of land with a frontage of 60 feet on North Seventh Avenue vb ich lies north of the North Seventh Addition. The difficulties involved with plats of such small area was discussed in detail and the City Manager was instructed to infolffi Mr. Westlake that the minimum area in this case which they would approve for I platting would be all of that situated between Hemlock Street and the north city limits and between North Seventh Avenue and the east line of North Fifth Avenue projected. Stubs for Water & Sewer to be Installed in Merwyn Addition The Bridger Development Company is installing; new water main in the Marwyn Addition at their expense. They are also making Bone street improvement to include installs. tion of base-course gravel on which a pavement mat will later be installed. Along the street in which this main is to be installed, there are 22 building sites to which sewer and water must be run when buildings are erected on these 51 sites. This company has requested that sewer and water stubs be installed to each site so that when buiXfings are erected at these places, it will be unnecessary to cut the gravelled or paved street. The company has proposed that if the city will install these stubs, they will do the necessary trench- ing; and back-filling for them. The total estimated cost of these stubs is approximately i2,500.00, and that digging and back-filling the trenches will make more than one-half the cost. It was moved I by Commissioner Swanson, seconded by Commissioner Erwin, that, if the Bridger Development Company does the work as profosed, tte City Manager be and is hereby authorized to have the requested water and sewer stubs installed, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Proposed Sign Ordinance Walter Sales, Assistant Building Inspector, reviewed for the Commission proposed changes in a new sign ordinance. Rescinding of Watering Restrictions The City Manager stated that he was rescinding the order on watering restrictions for the year 1955, issued in May of this year. Petition for Abandonment of Parking Maintenance District No. 68 A petition signed by property owners in Parking Maintenance District No. 68, on South Willson Avenue from College Street to Cleveland Street was presented. Commissioner Erwin stated he did not favor the abandonment of parking maintenance districts as he did not think all parkings would be maintained uniformily, if abolished. The petition represents approximately 75% of the property in the district, and it was moved by Mayor Lowe, seconded by Commissioner Swanson. that the City Attorney I be instructed to prepare a resolution of intention to have Parking Maintenance District No. 68 abandoned, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe and Commissioner Swanson; those voting No, Commissioner Erwin. Maintenance on Mystic Lake Dam and Spillway The following members of the Bozeman Creek Reservoir Association were present to discuss the condition of the Mystic Lake dam which is owned by the association of which the City of Bozeman has shares: Frank Wyatt Harold Klumph Wnl ter Kraft John Riley Jim Schwietering and Ancel Fortnell, Ditch Rider and Patrolman of the Water Shed. W. R. Border, Water Superintendent and 8. D. Waldorf, City Engineer were also present. Ancel Portnell reported on the condition of the spillway end dem, and stated it was in need of repair and maintenance work and ti,is work should be done as soon as is possible. Saturday, the 24th day of September, 1955, was set as a time for an on-the-spot investigation by members of the e.ssocia tion. After this investigation, those members of the association present, stated they would make a recommendation to the City Commission on Wednesday, the 28th day of September. as to the work that should be done by the City and the Association. I Sewer Connection for Housing Project at College A map showing proposed additional housing units at Uontana State College which would be located west of Twelfth Avenue extended and south of the present housing project was presented. Montana S ta te College requests a sewer connection for this new housing Froject. It was moved by Commissioner Swanson, seconded by Mayor Lowe. the. t the matter be referred to the Ci ty Engineer for study. and subject to his approval, and/or requirements by the college, that Montana State College be penlli tted to connect. to the sewer line for this housing project, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those v oting No, none. - 52 Sidewalk on North Side of Parking Lot -- Willson & Babcock The need for a sidewalk north of the parking lot at the corner of Wlllson and Babcock Street was reForted. An estinete of $530.00 for the construction of this sidewalk has been received by the City Manag;er. It was moved by Commissioner Erwin, seconded by Commissioner Swanson. tha t the City Manager be authorized to have this walk constructed, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson} I those voting No, none.
