Consider the motion: I move to approve the combined City Commission Minutes from March 6, March 20,
and March 27, 2017, as submitted.
E. Consent
1. Authorize Payment of Accounts Payable Claims for Goods and Services (LaMeres)
2. Appoint a Sub-Committee of Two Commissioners to Review Depository Bonds and Pledged
Securities as of March 31, 2017 (Clark)
3. Authorize the Mayor to Sign the Findings of Fact and Order for the West Winds Phase 7 and
8 Change to Conditions (Quasi-Judicial) (Saunders)
4. Approve the Final Plat for West Winds Subdivision Phases 7 and 8, Authorize the Director of
Public Works to Execute the Same on Behalf of the City of Bozeman, and Authorize the
Director of Community Development to Execute the Improvements Agreement on Behalf of
the City of Bozeman (Jadin)
5. Authorize the Acting City Manager to Sign the Notice of Award to Knife River - Belgrade for
the 2017 Street Improvements Project (Kerr)

6. Authorize the Acting City Manager to Sign the Task Order with Tetra Tech for 2017
Groundwater and Perimeter Methane Monitoring, Assessment of System Performance and
Effectiveness at the Bozeman Landfill (Hixson)
Consider the motion: I move to approve Consent Items 1-6 as submitted.

is the time for individuals to comment on matters falling within the purview of the Bozeman City
Commission. There will also be an opportunity in conjunction with each agenda item for comments
pertaining to that item. Please limit your comments to three minutes.

H. Action Items
1. Public Hearing on Protests for Special Improvement District (SID) Number 740 and Adoption
of Resolution 4772, Creation of Special Improvement District (SID) Number 740 for the
Purpose of Undertaking Certain Local Improvements to North Ferguson Avenue between
West Oak Street and Baxter Lane and to West Oak Street between Davis Lane and North
Ferguson Avenue and Financing the Costs Thereof (Woolard)
Consider the motion: After hearing all protests, and finding them to be insufficient under law to bar further
proceedings, I hereby move to adopt Resolution 4772, creating Special Improvement District Number 740
for the purpose of undertaking certain local improvements to North Ferguson Avenue between West Oak
Street and Baxter Lane and to West Oak Street between Davis Lane and North Ferguson Avenue and
financing the costs thereof.
2. Transportation Master Plan Presentation and Discussion (Woolard)
Consider the motion: No motion is required. Listen to presentation, discuss, and provide direction to staff
and consultant prior to final adoption of the Transportation Master Plan 2017 Update.
3. Resolution 4779, Modification of Special Improvement Lighting District (SILD) Number 728 for
The Lakes at Valley West Phases 1-3 (Rosenberry)
Consider the motion: I move to approve Resolution 4779, Modification of Special Improvement Lighting
District Number 728 for The Lakes at Valley West Phases 1-3.
4. Appointment to the Trails, Open Space, and Parks (TOP) Committee (Michalson)

Consider the motion: I move to appoint one member to the Trails, Open Space, and Parks Committee to a
position with an updated term of April 15, 2020.
5. Legislative Update (Andrus)
Consider the motion: No motion is required. Advertised as Action Item so that Commission may direct
staff as necessary.

City Commission meetings are re-aired on cable Channel 190 Wednesday night at 4 p.m., Thursday at
noon, Friday at 10 a.m. and Sunday at 2 p.m.
In order for the City Commission to receive all relevant public comment in time for this City Commission
meeting, please submit via www.bozeman.net or by emailing agenda@bozeman.net no later than 3:00 PM on
the day of the meeting. Public comment may be made in person at the meeting as well.
