SUBJECT: Task Order - 2017 Groundwater and Perimeter Methane Monitoring, Assessment of System Performance and Effectiveness

RECOMMENDATION: Authorize the acting City Manager to execute the attached Task
Order for 2017 Groundwater and Perimeter Methane Monitoring, Assessment of System
Performance and Effectiveness at the Story Mill Landfill. BACKGROUND: The purpose of this task order is to 1) Continue semi-annual groundwater
monitoring through 2017. 2) Continue monthly perimeter methane monitoring through 2018. 3)
Evaluate performance of the remediation systems and their effect on adjacent groundwater
quality. The purpose of the semi-annual groundwater monitoring and monthly perimeter methane monitoring activities is to maintain regulatory compliance. The purpose of the evaluation of the remediation systems is to document performance and effectiveness of the recently installed Air
Sparging and Soil Vapor Extraction systems. This will be accomplished by conducting two
additional groundwater monitoring events in April and September. This will allow groundwater
quality trends to be ascertained sooner, thereby allowing any changes in system operation to be implemented sooner than if only two data points per year are collected. UNRESOLVED ISSUES: None.
FISCAL EFFECTS: The cost of this work will be $82,736.00. This work will be paid for with solid waste funds.
ALTERNATIVES: As suggested by the City Commission.
