Wednesday afternoon, June 8, 1955 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelaoe and the Clerk, when the following proceedings were had; Minutes of the last session were read, and it was moved by Commissioner Erwin. seconded by I Commissioner Swanson, that the minutes be approved as read, and the motion was carried by the follow- ing .Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Directional Signs for Churches A request has been received froroRev. Mortimer. Pastor of Grand Avenue Christian Church, to put directional signs on Main Street for that church. The Commission stated that the policy of not permit- ting such signs should not be changed. Purchase of Weed Sprayer The Manager reported the need for a weed sprayer to cost approximately $670.00 for the treatment of dandelions. It was moved by Commissioner Erwin, seconded'by Commissioner Swanson, that, Frovided funds are available in the current budget, the City Manager be authorized to purchase a skid-mounted weed spraying unit at this price, and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Claims for Month Claims Nos. 2489 to 2521 inclusive were presented on the various funds as follows: Band $ 90.00 I Cemetery 143.45 General 115.57 Library 7.96 Park 10 7.84 SDS Revenue 7.617.22 Street 94.80 Water 705.14 Total $8,881.97 The Manager stated tha t he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recommends that warrants be drawn for their payment. After examina- tion of the claims in detail and checking ag;ainst the Claim Register by the City Commission, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the claims be approved and warrants issued for their payment. and the motion was carried by the following Aye and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson} those voting No. none. . Bids for S. I. D. No. 382 The City Engineer reported that the bid of Haggerty-Messmer Company. received on June 1, 1955, for the construction of Special Improvement District No. 382 is 52% above the estimate for a road mix pav- ing and 55% above the estimate for the hot-plant mix pavement. This bid would bring the estimated cost of eight cents per square foot up to eleven cents per square foot. ~he Engineer recommended I that the bid be rejected. It was moved by Commissioner Erwin. seconded by Comrndssioner Swanson, that the bid of Haggerty-Messmer Company for the construction of Special Improvement District No. 382 be \ rejected and their bid security check be returned to them; that further action be delayed for the City Engineer to check possible revision of the specifioations and the City Attorney to check possibility of the work being done by force account of the City and the motion WQ8 carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting No, none. 9 Delegates to Municipal League Meeting The annual meeting of the Montana Municipal League will be held in Miles City, June 16th to 18th, 1955. It was moved by Commissioner Swanson, seconded by Commissioner Erwin. that the City Manager and not to exceed three other officials, as may be designated by him. be authorized to attend this meeting, and their expenses be paid from the General FUnd, and the motion was carried by the following Ave and No votez those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner I Swanson; those voting No, none. Reports The following reports for the month of May, 1955 were presentedz Cashier Fire Chief Cemetery Board It was moved by Commissioner Erwin, seconded by Commissioner Swanson. that the reports be accepted and ordered filed and the motion was carried by the following ~e and No vote: those voting A.ye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Summer Music Camp Program A communication from John Shively, Chairman of the Summer Music Camp, was read, asking for the following informationz Would the students at the Music Camp be covered by the city's blanket insurance, Could the Municipal Band forego one concert. and the payment for this concert be used for the Music Camp, Could the City, through their recreational program, pay for one instructor at the camp. After discussion and consideration, it was decided that the Music Camp should carry their own liability insurance. and arrangements for foregoing one band concert for the benefit of the camp should I be made directly with the band organization. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the City Manager be instructed to include in the 1955-56 budget an approximate amount of $500.00 in the Recreation Program for the payment of instructors for the Summer Music Camp, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Communication from State Highway Commission Re: u. S. 191 Extension - Truck Route - Rouse Street Improvement Communications from the State Highway Commission were read concerning the three following projects: Rerouting of U. S. #191 They state that Route #191 will be extended west on Main Street from the city limits approximately one-half mile, with 80 feet between curbs. Improvement 2!: North Rouse Avenue They state that a 2-lane highway from Lamme Street to the north city limits is rlanned during the 1956 fiscal year without cost to the city or property owners. Truck Route That a truck route is expected to be programed during the 1956-57 fisoal year. I Resolution -- Use of Steam Cleaning Equipment of Highway A resolution authorizing the City Manager to contract for the use of steam cleaning equipment owned by the State Highway was presented as followsz RES 0 L UTI 0 N WHEREAS the City of Bozeman owns and operates equipment. including road graders, trucks and other machines. for maintenance of its streets, water utility, and other city governmental functions, and WHEREAS there is need from time to time to steam clean some of this equipment so the. t 0 it can be painted or otherwise properly maintained, and WHEREAS the City of Bozeman has no facilities for steam cleaning its equipment. nor are there any adequate facilities operated commercially in this city for steam cleaning large machines, and WHEREAS, the Montana State Highway Department does have facilities established in Bozeman for steam cleaning trucks and other heavy equipment, and WHEREAS the District Maintenance Engineer of the Montana State Highway Department in I Bozeman has indicated that it will be possible to steam clean equipment owned by the City of Bozeman in the facilities owned by the Montana State Highway Department at times when those facilities are not being used by that Department; NOW, THEREFORE. BE IT BESOLVEDt That the City Manager of the City of Bozeman is hereby authorized to verbally contract from time to time, as needed, with the District Maintenance Engineer, Montana State Highway Department in Bozeman. to have equipment, owned by the City of Bozeman, steam cleaned in the facilities owned by the Montana State Highway Department and that, for any au ch services received, the City of Bozeman will pay the Montana State Highway Department on the basis of labor and equipment rental cost plus normal overhead charges. Use of Grader by Haggerty-Messmer Co. Haggerty-Messmer Company has requested permission to rent a city grader to level the street where they are installing a trunk sewer. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the City Manager be authorized to rent a city grader together with an operator to Haggerty-Messmer Company, and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Report of Board of Health - Water System Inspection The report of the Board of Health of their annual inspection of the city's water supply system was presented and reviewed by the City Commission. Water Main to Serve New High School Tract on West Main I The matter of extending the water main by means of a Special Improvement District on West Main Street to serve the new High School tract and adjacent area was discussed. It was moved by Commissioner Swanson, seconded by Commissioner Erwin. that the City Engineer be instructed to prepare necessary preliminary data and, based on these data, the City Attorney be instructed to prepare a resolution of intention to create this district, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. 11 Encroachment Permit for Montana Power Company An application from the Montana Power Company to Montane Highway Department was presented requesting a permit to install a gas main in North Seventh Avenue extending north fram Juniper Street approximately 380 feet to connect with an existing gas main. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the application be I approved and the Mayor and the Clerk of the Commission be authorized to sign the permit for the City of Bozeman, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No. none. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
