City Hall Building, WednesdaJ' afternoon, July 27, 1955 at 1:00 o'clock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelace Imd H. Dean Moore, Acting Clerk, when the following proceedings were had: Minutes of the last session were read, and it was moved by Commissioner Swanson, seconded by I COllUTlissioner Erwin, that the minutes be approved as read, and fue motion was carried by the follow- ing; Aye and No vote: those voting Aye being; Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting; No, none. Application for Encroachment Permit - Gas Line Crossing on West College Street An appli cation from the Montana Power Company for an encroachment permit to install a 2" gas main under West College Street (U. S. Highway 11191) between 13th Avenue and 14th Avenue, was presented. It was Inoved by Commissioner Erwin, seconded by Commissioner Swanson, that this applica- tion be approved subject to its further a:Hroval by the Montana Highway Commiss ion and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No. none. Policy on Graveling Streets - Marwyn Addition 111e Bridger Development Company is promoting and developing residential building in Marwyn Addition. They propose to excavate streets therein to subgrade and build them up with gravel so that they may be paved at a future time without removing; the base gravel. The Manager and the City Eng ineer, recommend that the City furnish and place gravel in these streets in the same proportionate amount that pit-run gravel has been pls ced on unpaved streets in other residential areas in the city I on a maintenance basis. 'This would mean that, of tile 8" compacted depth of pi t- run base gn:vel the city would furnish and haul gravel to approximately 6" of this depth and the owners would haul what- ever additional gravel would be needed to comIlete the street. It was moved by Commissioner Swanson. seconded by Commissioner Erwin. that this recommendation be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Commissioner Erwin. Commissioner Swanson; those voting; No, none. Joint Meeting with the County Commissioners - Airport Matters The County Commissioners of Ga.llatin County and Gallatin Field Board, the Joint Board appointed by the City and County to administer the operation of Gallatin Field, met with the City Commission to discuss matters pertaining to apportionment of cost of operation of this airport. It was decided that further investigation and study of this matter should be made and the Mayor agreed to cAll a special meeting of the City Commission for 7:30 o'clock P. M. on July 28th which would be attended by the County Commiss ioners and at which an agreement could be worked out relative to the points in question. Renewal Bonds - Henderson - Moore - Morrison New surety bonds to continue bonds now in force were presented for the following persons in the I emounts end for the terms as follows: Maurice E. Henderson, City Manager, $20,000.00, Augus t 15, 1955 to August 15, 1956 11. Dean Moore, Ceshier & Water Collector, $15,000.00, Auc;ust 1, 1955 to August I, 1956 Helen o. Morrison, Office Clerk & Assistant Water Collector, $10,000.00, August 1, 1955 to August 1. 1956. These bonds were apFroved as to form by the City Attorney. Removal of Theatrical Pictures from Old Stage in City Hall Inquiry has been received from the English Department of Montana State College on the fossibilit~/ of' removing old theatrical posters from the back stage walls of the old opera house in the City Elall building, to preserve and use these posters far decoration and for their historical value in the I tlleatre section of tile new Student Union Building to be erected on Montana State College Campus. Temporary Closing - One Block of South Tracy Avenue - Chamber of Cornffierce Trade Fromotion Sale Request has been received from the Bozeman Chamber of Commerce to have South Trac,)' Avenue, fro1.ll Main Street to Babcock Street, closed on Saturday evening, August Cth, 1955, beginning at 4:00 o'clock. to use this area as the place in which to conduct an auction sale of Loods to be auctioned off in connection with a special ssles promotion week to be carried on by Bozeman merchants in the week beginning August 1st. It was moved by Commiss ione r Erwin, seconded by Commis s ioner Swanson. that this request be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe. Report - Bozeman Suw~r Music School A report was presented from Harvey Baty, Secretary of the Bozeman Summer Music Camp, on the I financ ial operation. On June 8. 1955 the Manager was instructed to include *500.00 in the Fa rk- Recreation Budget for the current year for payment of instructors for this Summer Music Camp. The Manager proposed to ! lace Robert Fransham on the Park-Recreation payroll for the months of July and August, 1955 at $250.00 a month as the means fOr the City to carry out its agreement to participate in the cost of this activity as a part of its recreation f,rogram. It was moved by Commissioner Erwin, seconded by COlTunissioner Swanson. that thj s action be anroved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No. none. Proposed Change in Work Schedule for Folicemen For the information of the Commission, the Manager presented a proposed schedule of working; days for policemen which would put fuose officers who are regularly on duty from 11:00 r'. M. to 7:00 A. lVl. on a schedule of si:x days on and two days off. The Manager also informed the Corrunission of a proposal to buy new sirens and red warning lights for the Folice cars at a cost of. approximately ~250.00. Military Leave - Temporary Employees Question has been raised as to whefuer or not a man who was employed by the City on June 7th and who was absent from the City from July 2nd to July 18th in attendance at a V. S. M. C. Reserve trRining I camp, should be entitled to military leave and have his regular ray continued during that absence. It was decided that such an employee should not be considered as a regular employee and therefore would not be entitled to PBY during such mil itary leave. Budget 1955- 56 The Manager presented a tentative budget, togetiler with a detailed schedule of f.roposed sale ries and wages to be pBid in accordance with this budget. far the fiscal year 1955-56. The budget is made up on tile basis of increases in wages and salaries at from $5.00 to %>25.00 per month for monthly employees and an increase of 7~f per hour for regular hourly employees. The amount budgeted for operation is $445,.690.00, for Capital Outlay ~97,750.00, for Debt 26 Retirement ~20,552.50, fOr Transfers and Stores ~18,500.00, and Reserves $90.550.80. The Manager pointed out that this budget can be met with a:r;proximately the same tax income as in the preceding fiscal year but it will necessitate an increase of $1.00 on the basic assessment for gerbag;e collection. This tentative budget is based on the same assessed valuation end the same rate of 'tax levy as the 1954-55 budget. County Assessor Sorenson has furnished preliminary information that, due to the re- valuation in 1955 of all lots within the city, there will be a large increase in assessed valuation I' but he does not have the comrleted figures at this date on the amount of increase. The mill levy required for this tentative budget can be decreased from the amount of the 1954 levy in proportion to the amount of increase there will be in 1955 over the assessed valuation of 1954. It was moved by Corrumissioner Erwin. seconded by Commissioner Swanson, that the tentative Budget and salary and wage schedule, as rresented. be approved, and tile motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin. Ordinance No. 781 - Salary Ordinance Ordinance No. 781. entitled AN ORDINANCE OF' 'mE CITY OF BOZKrvlAN, MONTANA, FIXING THE MONTHLY SALARY AND OFFICIAL BOND OF THE CITY MANAGER, 'lliE HEADS OF DEFAR'IMENTS, AND THE EMFLOYEES OF THE CITY COMTHSSION AS R~tnRED BY LAW. was presented. It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the ordinance be adopted and tile motion was carried by the followinG Aye and No vote: those voting Aye being Mayor Lowe, Comrr,issioner Ernin, Commissioner Swanson; those voting No, none.
