August 10, 1955 at 1;00 o'olock P. M. Present were Mayor Lowe, Commissioner Erwin, Commissioner Swanson, City Manager Henderson, City Attorney Lovelaoe and the Clerk, when the following proceedings were had; Minutes of the last regular session were read, and it was moved by Commissioner Erwin, seoonded I by Commissioner Swanson. that these minutes be approved u read. and the motion was carried by the following Aye and No vote; those voting live being Mayor Lowe. Commissioner Erwin, Commissioner Swanson; those voting No, none. Claims for Month Claims Nos. 3025 to 3056 inclusive were presented on the various funds as follows: Cemetery $ 80. 63 Garbage 81.00 General 721.66 Library 252.22 Park 32.16 SDS 322.64 Street 236.47 Water 1.614.37 Tot a 1 ----- $3,341.05 The Manager stated that he has audited these claims and finds them to be true and lawful claims against the City of Bozeman and recommends that warrants be issued for their payment. After examina- tion of the olaims in detail and checking against the Claim Register, it was moved by Commissioner Swanson, seconded by Commissioner Erwin. that the claims be approved and warrants issued for their payment, and the motion was carried by the following A3e and No vote; those voting Aye being Mayor Lowe, Commissioner Erwin. Commissioner Swanson; those voting No. none. I Final Routing of Highway 191 A communioation, dated Augus t 3rd, 1955, from the State Highway Commission was read. stating the Commission has voted to approve the routing of Highway 191 from Main Street end Eighth Avenue westerly approximately one-half mile and curve to meet the Huffine Lane and then follow the Huffine Lane to the Menard corner. Reports the following reports for the month of July, 1955 were presented; Fire Chief Sanitary Inspector Cemetery Board It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the reforts be aocepted and ordered filed, and the motion was carried by the following Aye and No vote; those voting Ave being Mayor Lowe. Extract of County Commissioners' Proceedings -- Re: Airport The following extract of the minutes of the proceedings of the Board of County Commissioners as of July 28, 1955. regarding the Airport, was read; "The Board of County Commissioners met with the City Commissioners at the City Hall to discuss I the drawing up of a joint agreement relative to the joint operation by the County of Gallatin and City of Bozeman, of the Gallatin Field Airport at Boteman. Montana. These two Boards agreed to have the City Attorney and County Attorney cooperating together, draw up a form of joint agreement providing therein all matters required by applicable statutes, and further setting forth in such agreement all other authorized provisions as may be necessary or oonvenient. '!he form of agreement to further provide for renewal at the end of each year by concurrent action of the two governing bodies if there are no ohanges in the terms, end provid- ing further that if there are such changes. a new agreement should be prepared. Due to the fact :{'J " , that the amount to be raised by taxes for the fiscal year 1955-56 was approximately $1,190.00, the Ci~ Commissioners agreed to deposit in the joint fUnd during the next fisoal year, the amount of $500.00. On motion made by Commissioner Stucky and seoonded by Commissioner Cramer and unanimously carried, the Board of County Commissioners aocepted the proposed amount of $500.00, considering the fact that it was approximately one-half the I amount to be raised by taxation." Reference is made to the minutes of the special meeting of the City Commission held on July 28, 1955. It is directed by the City Commission that the minutes of the meeting now in session show that, at the meeting on July 28th the County Commiesioners presented a proposed "Airport" Budget totaling $34,346.00 of which $2,715.64 would be required to be raised from taxes. The proposal made by the City, which was accepted by the County Commissioners, was that the Ci~ will make a flat payment, from receipts of taxes levied in 1955, to the Airport Fund of Gallatin County, of Five hundred Dollars a8 its proportionate share of the 1955-56 budget for Gallatin Field. This offer and acceptance was made without any referenoe as to the percentage it would represent of the total budget and it should definitely not be construed as setting any precedent as to any proportionate share of the budget for Gallatin Field which the Ci~ of Bozeman should pay in addition to what its citizens regularly pay through their share of the levy made by Gallatin County for its Airport Fund. Librarian to Library Convention A request from Miss Hileman, Librarian, to attend the annual meeting of the Paoific Northwest Librarian's Assoclation at Gearhart, Oregon on August 29-31, 1956 was read. The request stated her expenses would be approximately '54.00. It was moved by Commissioner Swanson, seoonded by Commissioner I Erwin, tha t the request be approved, and her expenses be paid from the Library Fund, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. Pla tting of Evans Property A plat of 1.4 acres of property, owned by Albert M. Evans, lying north of Highway No. 10, approximately one mile from the city ltmits was presented. Arter examination of the plat, it was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the City Manager, as Director of Public Service, be authorized to approve the plat, and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson) those voting No, none. Reardon and Huber to do Emergenoy Work with Standard Construction Co. Due to the death of Roy Malsor, President of the Standard Construction Company, Mrs. J. J. White, Secretary of that organization, has requested that Tim Reardon of the Fire Depar"bnent be permitted to take over the completion of the oonstruction of Special Improvement District No. 380 for which the Standard Construction Company has the oontract. After consideration, the Commission stated that both Tim Reardon and Jaok Huber, regular firemen of the Fire Department. be permitted to work for the I Standard Construction Company for this emergency, provided their absenoe from the Fire Department does not interfere with the normal operation or 1mpai r the effioiency of the Department. Amendment of Lease for Story Block Parking Lot A request from Nelson Story Hogan to have the lease for the parking lot at the corner of Black and Mendenhall amended to eliminate four parking stalls was reported. After consideration, it was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the lease be amended to eliminate four stalls, and the motion was carried by the following kye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none. :lLl Appointment of Judges and Clerks for City Eleotion The Commission announoed the appointment of the following Judges and Clerks for the Primary and General Elections to be held August 30th, 1965 and November 8th, 1955, respectivelYl PRECINCT No.1 - Hawthorne School PRECINCT No.2.. Fairview, Vacated A petition to have the east-west alley in Blook 7, Fairvlew Addition, vaoated was presented. It was pointed out that an alley has now been deeded and opened through this block from Diokerson Street to College Street, and there is no use now for this east-west alley Which is unsightly and dangerous. ': It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the City Attorney be instruoted to prepare a resolution of intention to vacate this alley as requested, and the motion was I carried by the following Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No. none. Plans for Remodeling of City Hall Architeot's outline plans, as prepared by F'red Ii'. Willson. for proposed remodeling of the City Hall and oonstruotion of a new fire station were examined by the Commission. Adjournment There being no further business to oome before the Commission at this time, it was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the meeting adjourn and the motion was carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson; those voting No, none.
