The Commission of the City of Bozeman met in regular session in the CommisslonRoom. City Hall
Building, Wednesday afternoon, August 24, 1956 at 1.00 o'clock P. M. Present were Mayor Lowe,
Commissioner Erwin, Commissioner Swanson, Oity Manager Henderson, City Attorney Lovelace and the
Clerk, when the following proceedings were had.
I Minutes of the last regular sesslon were read, and it was moved by Commissioner Swanson,
seconded by Commissioner Erwin, that these minutes be approved as read, and the motion was carried by
the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner
Swanson; those voting No, none.
Manager to Hel ena - - In Re I Radar
The Manager presented information from the Chief of the Montana Highway Patrol regarding the
cost and operation of radar used in traffic control. ASter disoussion, it was thought that pennission
might be seoured from the Montana Highway Patrol for the City to rent their equipment for ocoasional
use, and it was moved by Commissioner Erwin, seconded by Commissioner Swanson, tha t the City Manager
be authorized to go to Helena to investigate this possibility, and the motion was carried by the
fo 11 owing Aye and Novo te I those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner
Swanson; those voting No, none.
Policy Regarding Use of Police Car as Ambulanoe
The use of the police car as an ambulance in emergency oases was discussed, and it was decided
that a polioy should be established regarding this use. The Manager stated that a written policy
would be presented fbr the consideration of the City Commission.
I Bids for Steam Cleaning Equipment
This was the time and place set for the opening of bids for Steam Cleaning equipment. 'ilie
affidavit of publication of the Notice to Bidders was presented, and it was moved by Commissioner
Swanson, seconded by Commissioner Erwin, that the bids be opened and read, and the motion was
carried by the following Aye and No votel those voting Aye being Mayor Lowe, Commissioner Erwin,
Commissioner Swanson; those voting No, nane.
The following Bids were opened and read:
Montana Motor Supply - $1.772.10
Hines Motor Supply - 1,843.00
Valley Motor Supply - 1,895.00
It was moved by Commissioner Swanson, seconded by Commissioner Erwin, that the bids be referred
to the City Manager's offioe for tabulation and comparison, end the motion waS carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Lowe, Commissioner Erwin, Commissioner Swanson;
those voting No, none.
Cemetery - Rules and Regulations for Monument Setting
A resolution, adopted by the Cemetery Board at their meeting of August 18, 1955, setting forth
I rules and regulations for setting monuments, tombstones or markers in the Cemetery was presented.
It was moved by Commissioner Erwin, seconded by Commissioner Swanson, that the resolution be
approved, end the motion was carried by the following Aye and No votel those voting Aye being Mayor
Lowe, Commissioner Erwin. Commissioner Swanson; those voting No, none.
Request for "Slow" Signs in Alley Block A, Alderson' 5 Addition
A oommunication from Rev. H. L. King, 9 West Olive, requesting "Slow" signs in the alley
abutting their church property, beoause of children playing, was read. This matter was referred to
the Chief of Police and the City Manager.

Plans for Widening Babcock Street
Plans from the Engineer's Office for the widening of Babcock Street between Willson Avenue and
Grand Avenue were presented.
Discussion of Ordinances for Sign, Moving and Building Permits
Walter Sales discussed with the Commission the need for adopting an up-to-date edition of the
Uniform Building Code as the city's building ordinance, a separate ordinance for Signs and Awnings,
and a separate ordinance for Moving of Buildings. I
Request for Referendum for Social Securi~
Replies to a questionnaire sent to various cities in Montana by the City Manager regarding Social
Security in their cities were presented to the Commission for information. The Commission again dis-
cussed the petition from city employees requesting the Commission to request a referendum among the
eligible employees of the City.
The following resolution requesting such a referendum was presented and read:
RESOLUTION REQUESTING REFERENDUM
WHEREAS, the Thirty-fourth Legislative Assembly of the State of Montana enacted House
Bill No. 151, now known e.s Chapter 270, 1955 Session Laws of Montana, and the same has been
ap~roved by the Honorable J. Hugo Aronson, Governor of the State of Montana, and
WHEREAS. said Chapter 270 provides enabling legislation under which members of the
Public Employees' Retirement System may have the opportunity to vote by referendum on the
question whether they desire social security coverage in addition to their present coverage
under the Public Employees 'Retirement System of Montana, and
WHEREAS, Section 3 of said Chapter 270 provides that the Public Employees' Retirement
System of Montana shall, for the purposes of said Act, be deemed to constitute a separate
retirement system with respect to each political sub-division having positions covered
thereby, and
WHEREAS, the Governor of the State of Montana shall authorize a referendum with respect
to the employees of any political subdivision and upon the request of the governing body of I
such political subdivision, and
WHEREAS, the City Commission of the City of Bozeman, State of Montana, is the governing
body of said City of Bozeman which has positions covered by the Public Employees' Retirement
System of Montana,
NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of Bozeman, State
of Montana, in meeting regularly and duly assembled in Bozeman, does hereby request that the
Governor of the State of Montana authorize a referendum among the eligible employees of the
City of Bozeman, State of Montana, on the question whether service in positions under the
jurisdiction of said City of Bozeman and now covered by the Public Employees' Retirement
System of Montana shall be included or excluded under Federal Social Security as provided
for under the provisions of Chapter 270, 1955 Session Laws of Montana, and
BE IT }'OR'lHERRESOLVED, that said City Commission does hereby request the. t the Governor
of the State of Montana promulgate and issue such authorization for a referendum on the
earliest date permissible after receipt of this request and in accordance with the provisions
of Chapter 270, 1955 Session Laws of Montana, and
BE IT FUR'lliER RESOLVED that a copy of this Resolution, duly and properly certified, be
transmitted to the Honorable J. Hugo Aronson, Governor of the State of Montana.

There being no further business to come before the Commission at this time, it was moved by
Commissioner Erwin, seconded by Commissioner Swanson, that the meeting adjourn and the motion was
