The Commlssion of the City of Bozeman met in regular session in the Commis-
sion Room, City Hall Building, Wednesday, August 9th, 1961 at 1:00 o'clock P.M.
Present were Mayor Swanson, commissioner Staudaher, Commlssioner Sedivy, City I
Manager Cutting, Ass't. City Manager Fryslle, Acting City Attorney Angel and the
Clerk.
The following proceedings were had:
Minutes of the last regular session were read and it was moved by Commls-
stoner Staudaher, seconded by Commissioner Sedivy, that the minutes be approved
as read and the motion was carried by the followlng Aye and No vote: those
voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy;
those voting No, none.
Airport Project -- Supplemental Agreement to Extend Runway
Howard Nelson representing the Gallatin Field Airport Board and Edwin Iver.on,
manager of the fieid, appeared before the Commission to request that the Clty and
Gallatin County jointly enter into an Amendment to the Grant Agreement received
from the Administrator, Federal Aviation Agency, United States of America, being
Project No. 9-24-003-610 and Contract No. FA4-1459, for the development of Gallatin
Field, Bozeman, Montana. Mr. Nelson explained that the Amendment would not call
for an additional allotment of funds by the City or County, but would provide I
Federal funds to construct an extension of the main run-way at the airport.
The following Resolution was introduced by Commissioner Sedivy, seconded by
Commissioner Staudaher, read in full and considered, and unanimously adopted:
RESOLUTION ACCEPTING, ADOPTING, APPROVING AND
AUTHORIZING THE EXECUTION OF AMENDMENT NO. 1 TO
GRANT AGREEMENT RECEIVED FROM THE ADMINISTRATOR,
FEDERAL AVIATION AGENCY, UNITED STATES OF AMERICA,
BEING PROJECT NO. 9-24-003-6105 and CONTRACT NO.
FA4-1459, FOR THE DEVELOPMENT OF GALLATIN FIELD,
BOZEMAN, MONTANA.
BE IT RESOLVED by the City Commission of the City of Bozeman, Montana.
See tion 1. That the City of Bozeman, Montana, by and through
Its Citr Commission, and Gallstln County, by and through its Board of County
Commiss oner~, shall jointly enter into Amendment No. 1 to Grant Agreement
for the purpose of obtaining Federal Aid in the development of Gallatin Field,
and that such agreement shall be as set forth below.
Section 2. ~hat the Mayor be, and he is hereby authorized and
directed to execute said Amendment No. 1 to Grant Agreement in sextuplet on
behalf of the City of Bozeman, and the Clerk of the City Commission is herevy
authorized and directed to impress the Official Seal of the City of Bozeman,
Montana thereon and to attest said execution.
Section 3. A true copy of Amendment No.1 to Grant Agreement I
referred to herein is attached hereto and made a part hereof.
Liability Insurance Policy -- Conti~ion in Force to Aug. 30, 1962
D. H. Myrick of Valley Insurance Realty Company, agents for
General Insurance Company of America, appeared before the Commission to discuss
oontinuation of blanket liability Policy No. 132548. The anniversary premium
date of the policy is August 30, 1961 and the net estimated 1961-1962 premium

to continue the policy is $2,272.58, plus $46.05 representing the adjustment of
premium for the year 1960-1961. The City Manager recommended that the coverage
be renewed for the one-year period and that the Commission approve a claim, when
properly filed, in the amount of $2,318.63. It was moved by Commissioner Staudaher,
seconded by Commissioner Sedivy, that the liability coverage be extended for a
I one-year period and payment approved as recommended by the City Manager. The
motion was carried by the following Aye and No vote: those votlng Aye being Mayor
Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none.
Bond -- Clerk of the Commission & Ass't. Director of Finance
Renewal of the annual bond of Clinton K. Wilson, Clerk of the City CommiS-
sion and Ass't. Director of Finance of the City of Bozeman, in the amount of
$15,000 for a one-year perlod beginning August 1, 1961 and ending August 1, 1962
was presented. The bond was approved by the Acting City Attorney, and it was
moved by Commissioner Sedivy, seconded by Commlssioner Staudaher, that the bond be
approved and accepted and the motion was carried by the following Aye and No vote:
those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner
Staudaher; those voting No, none.
Bonds of Gallatin Plumbing & Heating Company - Gas & Plumbing
The Gas Fitter's bond and Plumbing bond of Gallatin Plumbing & Heating Co.
of Belgrade, Montana were presented. The bonds" were approved as to form by the
Acting City Attorney. It was moved by Commissioner Staudaher, seconded by Commis-
I sioner Sedivy, that the bonds be approved and accepted and the motion was carried
by the following Aye and No vote: those voting Aye being Mayor Swanson, Commis-
sioner Staudaher and Commissioner Sedivy; those voting No, none.
Resolution No. 1023 - Tax La vy
Resolution Number 1023 setting the tax levy at 42.8 mills for the year
1961 was presented, entitled:

A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN DETERMIN-
ING THE AMOUNT OF CITY TAXES FOR ALL PURPOSES, GENERAL AND
SPECIAL, TO BE LEVIED AND ASSESSED ON TAXABLE PROPERTY IN THE
CITY OF BOZEMAN, STATE OF MONTANA, FOR THE FISCAL YEAR ENDING
JlTNE 30th, 1962.
It was moved by Commlssioner Sedivy, seconded by Commissioner Staudaher,
that the resolution be passed and adopted and the motion was carried by the
following Aye and No vote: those voting Aye belng Mayor Swanson, Commissioner
Sedlvy and ~ommissioner Staudaher; those voting No, none.
S.I.D. No. 418 -- Acceptance of Contract & Approval of Final Payments
I The certlficate of the englneer on Special' Improvement Distrlct No. 418,
Harold Hoskins & Associates, stating that the construction of the drainage and
pavlng In the district had been completed in acco~ance with the terms and specifl-
cations of the contract by the contractor, Kiely Constructlon Company, and recom-
mending that the City accept and approve the project as completed was placed before
, . the Commission. The City Manager concurred in the recommendation of the engineer
and informed the Commission that a determinatlon had been made that all valid claims

against the contractor resulting from the construction have been paid and all
records of the project completed. The City Manager placed before the Commission
the following claims representing final payment to contractors on the district:
Kiely Construction Company -- $77,759.86 (Construction)
Harold Hoskins & Associates -- 3,150.22 (Engineer's services)
It was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, tha t,
in concurrence with the recommendations of the City Manager, that the contract work I
and the engineering servioes on Special Improvement Distriot No. 418 be approved
and aocepted as completed and the Direotor ot Finance be authorized to issue
warrants in the amounts indioated representing final payment for these services
on the Dis tric t. The motion was carried by the following Aye and No vote:
those voting Aye being Mayor Swanson, Commissioner staudaher and Commissioner
Sedivy; those voting No, none.
S . I .D . No. 422 -- Engineering Service, Harold Hoskins & Associates
An open contract agreement between the City of Bozeman and Harold Hoskins and
Associates to prOVide engineering services for contemplated construction of water
and sewer mains in proposed Special Improvement Districts was placed before the
Commission. The agreement was approved as to form by the Acting City Attorney,
and the City Manager recommended that the City enter into the agreement. I twas
moved by Commissioner SediVY, seconded by Commissioner staudaher, that the agree-
ment be approved and accepted, and the Mayor and the Clerk ot the Commission be
authorized to sign the agreement tor the City of Bozeman. and the motion was
carried by the following Aye and No vote: those voting Aye being Mayor Swanson. I
Commissioner Sedivy and Commissioner 3taudaher; those voting No. none.
Request -- Street Light at 10th and Dickerson
The City Manager reported that Dr. A. L. Vadheim has requested that the City
place a street light at the intersection of Tenth Avenue and Dickerson Street.
He. also. stated that Montana Power officials have reported the placing of a light
at that location would present no problem. Chief of Police Saunders stated there
is a need for a street light at this location based on a survey ot the area which
indicates that foot traffic to-and-trom the College appears to be above normal at
this point. The City Manager recommended that. based on need. the City approve
installation of the light. It was moved by Commissioner Staudaher. seconded by
Commissioner Sedivy. that the request for this street light be granted and that
the City Manager be instructed to notify the Montana Power to proceed with the
installation and the motion was carried by the fOllowing Aye and No vote: those
voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner SediVY;
those voting No, none. I
Payroll -- Bozeman City Band
The City Manager plaoed ~fore the Commission a claim in the amount of
$998.75 filed by the Secretai'J' of the Bozeman C1 ty Band Which represented pay-
ment to members of the band for concerts played July 11, 18 and 25, 1961. The
City Manager stated he had examined the cla1m and recommended that it be approved
and a warrant issued for payment. It was moved by Mayor Swanson, seconded by
Commissioner staudaher. that the claim be approved and the Director of Finance

directed to issue a warrant in payment. The motion was carried by the following
Aye and No vote: those voting Aye being Mayor Swanson. Commissioner Staudaher
I and Commissioner Sedivy; those voting No. none.
