SPECIAL MEETING

September 14. 1961
The Connnission of the City of Bozeman met in special session in the Connnis-
sion Room, City Hall Building. Thursday, Seoptember 14th. 1961 at 8:UO o'clock
A.M. Present were Mayor Swanson. Commissioner Staudaher. Commissioner Sedivy, City
Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk.
Also. present were John W. Breeden, Chairman of the Board of Trustees of School
District No.7 and the Bozeman senior High School District; Guy Sperry, Secretary of
the Bozeman Chamber of Commerce; William A. Grabow and Paul A. Schofield. Bepresent-
atives of the joint firm of Oswald Berg, Jr. & Associates. Architects and
William E. Grabow. Architect; and W. C. Hanshaw.
Reconsideration of the City "Building Facilities Program".
~he meeting was called to order. and the City Manager stated the purpose of
the ~pecial Meeting was to reconsider the City Building Facilities Program. Pollow-
ing a discussion of the oontinuing critioal need for new City Buildings. i t wa s
moved by Commissioner SediVY that proper procedure be initiated immediately for the
I resubmission of the City Building Facilities Program to the taxpayers of the City
of Bozeman at the General Muuicipal Election to be held on November 7, 1961. The
motion was seoonded by Commissioner Staudaher and carried by the following Aye and
No vote: those voting Aye being Mayor Swanson. Commissioner Sedivy and Commissioner
Staudaher; those voting No. none.
Mofidication of the Building ~rogram
Pollowing a thorough review of the program releoted at the August 29. 1961
election, and in concurrence with the Offioe of the City Manager it was moved by
Commissioner ~taudaher. seconded by Commissioner Sedivy. that the program pre-
viously presented be modified in the following manner:
1. The new Administrative and Polioe-Fire faoility be modest,
two-story. modern construction at the present site on Main
Stree tat Sou th Rouse Avenue on tnlY tha t ground now owned by
the City. eliminating a cost of 120,000.00 previously provided
for land acquisition.
2. From the General Shop Facilities. eliminate provisions for
payment of oontract balance on land, landscaping, ground
facilities and such protion of the building to permit a cost
I reduction of $75.000.00.
3. Withdray from present program as a "less critical" need
at this time, the proposed Park-Cemetery bullding in its
entirety to eliminate an extimated cost cost of $37.365.00.
The motion was carried by the following ~ye and No vote: those voting Aye
being Mayor Swanson. Commissioner Staudaher and Commissioner Sedivy; those voting
No, none.

pe ti tion -- Approval and Ciroulation of a Petition to Call an Election on I
Bond Issue
A proposed form to be used for a petition to be circulated within the City to
secure the necessary signatures of petitioners to place the proposition of issuing
general obligation bonds to provide funds for the proposed oonstruction of City
Building Facilities to a vote of the electors of the City was presented.
Ass' t. Ci ty Manager .t<'rys1ie s ta ted tha t the pe ti tion. if approved by the
Commission, could be scheduled for circulation immediately with the ultimate goal
of placing the measures before the electorate on November 7. 1961. The petition was
approved as to form by the City Attorney and the City Manager recommended that the
City Commission approve the content of the proposed petition and its circulation. i
It was moved by Commissioner Staudaher. seconded by Commissioner sedivy. tha t the
petition as presented be approved and placed in circulation as recommended. The
motion was carried by the following Aye and No vote: those voting Aye being Mayor
Swanson. Commissioner Staudaher and Commissioner Sedivy; those voting No, none.
