is the time for individuals to comment on matters falling within the purview of the Committee. There will
also be an opportunity in conjunction with each action item for comments pertaining to that item. Please
limit your comments to three minutes.
D. Minutes Approval: January 11th, 2017 8:05am
Kevin Thane suggests correction to January 11th, 2017 Minutes. Minutes approved with change listed below.
Martin Matsen statement: “He has talked to several people about affordable housing since he has been in
Bozeman; and no two people have given him the same answer. As a result, it is his impression it is not a widely
held value.”
E. Action Items
1. Election of officers 8:10am
Chair: Thane motions to nominate Anders Lewendal as Chair. No second – motion dies.
Anders Lewendal motions to vote Brian Lameres Chair. Magistrelli seconds motion. All in favor – Motion passes
to name Brian Lameres as Chair.
Vice Chair: J David Magistrelli motions for Thane to be named Vice Chair. Hattie Baker Graham seconds motion.
All in favor – Motion passes to name Thane Vice Chair.
2. UDC Update per Board Questions (Matsen) 8:15am
Matsen Matson estimates that a staff recommended draft of the UDC will be available near the end of April.
The document draft will be available at the library, stiff building, MSU & online for review. Matsen states that
there will be opportunity to address concerns so that going forward, the code is supported by the community
and the commission. The consultant portion of the process is coming to an end. Need to wrap up consultant
end of project
Thane expresses frustration and feels that the focus has been on midtown and block frontages, but not on
improving affordable housing. He thought the opportunity had passed to meet with staff to come up with ideas.
Matsen stated that this was still possible. Thane also feels that since the most recent code re-write was 12 years
ago, that the entire document should be re-written.
Thane goes on to state that there should be more relaxation in the code to allow for affordable housing to be
constructed. Thane brings up minimum size structure and ADU structures. Matsen states that the staff is
responsible for generating ideas and presenting items, but that the elected officials are who adopt the code.
Matsen states that it will be challenging for the code to allow some of the affordable housing items to move
forward. Communities must find unique ways to fund infrastructure to speed up the process for affordable
housing rather than relaxing standards to bring in affordable housing.
Matsen points out that we need creative ways to bring in affordable housing, but that the UDC needs to regulate
things consistently for the whole community without making exceptions for affordable housing.
The group continues to discuss how the code will limit affordable housing. Matsen suggests a sub-committee
meeting to discuss items in more detail. They agree to schedule two sub-committee meetings to discuss the UDC
and affordable housing – one internal and one with staff.
3. Cemetery land for affordable housing (Thane) 8:52am
A subcommittee consisting of two CAHAB members and two Cemetery Board members met to discuss
possibilities for cemetery land use and came up with a small plot of land by Highland, near the softball complex.
Land would be leased for affordable housing and proceeds would contribute to Cemetery perpetual care fund.
Thane drafted a letter of support from CAHAB and the Cemetery Board to the Mayor and City Commission to
support the idea of leasing the land for affordable housing.
9:02 AM: Thane motions that the board adopt the letter to move forward to ask for cemetery support. David
Magistrelli seconds motion. All in Favor – Motion Passes.
4. Special Presentation: Kara Baldwin on Bozeman Cottage Housing
Baldwin examines existing requirements, their valued characteristics and altered requirements that would make
affordable housing more realistic. Baldwin examined the standards for zoning, home size, cottage clusters, lot
coverage, setbacks, distance between homes, common yard, private yard, porches, architectural style,
architectural details, entry path & parking.
Baldwin recommended altered requirements for home size, cottage clusters, common yard, private yard,
porches, architectural style, and architectural details.
Board discusses taking advantage of Baldwin’s work and recommends that she consider making the presentation
to the City Commission so that they may see her ideas on cottage housing and fitting more homes per lot.
F. FYI/Discussion
1. HRDC Monthly Update 9:00am
HRDC requesting code text amendment to allow for averaging on townhome lots.
o Thane motions for CAHAB to support text amendments brought forward by HRDC to offer better
utilization of space. Sean Maloney seconds motion. Motion (Off Agenda) passes.
HRDC working on two tiny homes to be submitted to Parade of Homes to create affordable homes and
evaluate market interest
Tiny Homes homeless shelter project from Connie is now under HRDC purview
2. CAHAB Member updates and future agenda item 9:15am
Fundraiser at I-Ho’s February 19th in support of Tiny Homes
o Thane clarifies that all funds will go directly to tiny house project – nothing will go toward food
costs.
Request for update from Habitat for Humanity next meeting.
Thane recommends book: Evicted by Matthew Desmond as relevant reading material for affordable
housing.
Thane notes that they are struggling to find land to purchase for tiny home use.
Family Promise is in the process of buying the Amos house from HRDC to continue using it for
transitional housing. There is a sewer issue that would cost $35K in order to repair. Thane
recommended that they come to the board to ask for funding.
