Recreation and Parks Advisory Board
Minutes
December 8, 2016 - 6:00 p.m.*
Lindley Center, 1102 E. Curtiss St.
*Note the change of time. A short meeting will be followed by a potluck dinner.
BOARD MEMBERS PRESENT:
Bob Wade, Chair Richard Shanahan

A. Call meeting to order: Bob Wade,Chairman
B. Changes to the Agenda: None
C. Public Comment: None
D. Approval of Minutes: November 10, 2016 Meeting Minutes-- Motioned and approved as
amended:Yes-8 (All those present at the time)
E. Announcements:
-- Matt Parsons announced that he had just accepted a new position as associate director
with the Gallatin Valley Land Trust but would need to step down from his position on this
board due to a conflict of interest.
G. Committee Report,Discussion,and Action Items:
a) Set Up Nominating Committee: Bob Wade
Bob stated that Jade Sobek had agreed to take on the task of finding a new chair and vice
chair position to start in January.
b) Story Mill Park Update: None
c) Division&Gallatin Valley Land Trust Report:Jeff Hough
--Jeff had a great meeting with Mitch,Thom, and Carolyn to go over their partnership
on projects going forward into next year and decided they need to meet more regularly
to coordinate projects.
-- Currently the Painted Hills Gap is moving forward, finalizing the 2 easements on the
northern end, and will start this project in the spring or next fall.When finished, it will
be the longest continuous trail of 8 miles within the system, from the Library to
Sourdough Road trailhead.
d) Trails, Open Space and Parks Committee Report: None

e) Parks&Cemetery Superintendent Report: Thom White
-- Gave an update of the ice rinks and the timeline/goals of getting them ready for the
Christmas break.
--Taken over the City's sidewalk plowing. Learning the new snowplow equipment and
routes.
-- Mentioned they now have a year's worth of data from City Works and would be
bringing data information and analysis they've learned to the meeting in January.
f) Parks&Recreation Director Report: Mitch Overton
--The Policy&Fees Schedule is still being worked on and will be brought to the board
in February. It may not be complete but can share what we have so far.
-- Our deadline for the Spring&Summer program guide with Montana Parent Magazine
has been pushed up a month,so Jamie will be bringing a preview of the guide in January.
-- He said they've received a request for Cash in Lieu for an apartment at 22nd and
College to be used at the Sports Park, and he'll bring that to the board in January.
--Updating the Master Plan process for any park that needs some development and will
bring that in January also.
-- He and several others have been spending a lot of effort on the Parks Maintenance
District,looking at ways to fund parks maintenance in general but also the HOA parks
that are turned over to the City and for the TOP Bond Projects that will need
maintenance in the future.
-- On the Jan. 9th Commission agenda is the design and engineering of the Bulkhead at
the Swim Center.Also will be presenting and defending budget requests for the CIP.
-- He explained an internal discussion about how to recognize Bob appropriately for his
work and leadership over the last 15 years.The decision was to purchase a bench for
the entrance of the Swim Center and attach a plaque with Bob's name and a message
thanking him for his service.
g) City Commissioner Perspective: Carson Taylor
-- He commented about the work going on for the Strategic Plan and the workshop this
week.
--Then he thanked Matt Parsons and Bob Wade,individually for their service.
h) FYI/Discussion
