Olive St., 2"d FI. Conf. Rm. Minutes BOARD MEMBERS PRESENT: Don Beeman Doug Chandler Stephanie Gray STAFF MEMBERS PRESENT: Carolyn Poissant Melanie Eubank Cyndy Andrus A. Call meeting to order - Don Beeman, Chairman -- Note: Bob Hawks has an excused absence. Tour of Story Mill Park(9:00-9:45 AM) - Met at Story Mill Community Park. -- Maddy Pope, representing Trust for Public Lands, came to share info about the park land with illustrative drawings of the project and to answer questions. -- Carolyn gave some background of the project so far. We moved to the map that's posted in the park where she could explain the design plan. She explained TPL's role so far:has handled the design of the park (Design Workshop), has already done the wetland restoration and flood plain enhancements,and has secured the former Boys and Girls Club which will be gifted to the City as an addition to the park. --At the Grand Lawn, Carolyn explained the need to have turf instead of natural grass since the area will be a heavily used event space and need to stand up to the extra activity but still require regular maintenance. Groves of aspens will provide shade.She described how some areas will be more natural and some more formal in design.There will be a really unique,quarter mile long playground which will get increasingly more challenging.Carolyn emphasized the department's requirement for reputable manufactured equipment.There will be natural features and a need for a wide range of accessibility.This is being built as one of the City's key accessible integrative play features.They explained some of the possible development projects that are in the works for properties adjacent to the park on the east side. --The parking was discussed including some potential future parking.This led Maddy to share some of info about TLP's budget for this project.Their rough conceptual budget started at$5.5M. Now the project is at 60%design development and more of the concept is understood,so it has increased to $6.4M. Regular meeting- Stiff Building (10:00 - 11:00 AM) C. Changes to the Agenda: None D. Public Comment: None E. Approval of Minutes of April 21, 2016: Motioned and approved. (Yes: 3/All) F. Action Items: i. Recommendation for additional TOP funding for the Bozeman Creek Enhancement Project at Bogert Park: Proposed motion: In order to award the full construction contract for the Bozeman Creek Enhancement Project, I hereby recommend that the City Commission approve 1 BOZEMANMT Parks&Recreation • Path to the M &Drinking Horse Mountain -- Exhausted options of gaining right-of-way from the 2 homeowners.A certified federal highway right-of-way consultant was hired from Dowl to acquire the easements from the homeowners. Will be discussing options with MDT in a conference wall next week. • Front Street Connector Path -- Survey has been done, and City Attorney is working on the encroachment permit agreement with Kenyon Noble. Have been working on the Front Street portion of the trail, next to the railroad on the furthest eastern section of our right-of-way. ii. Set date for next meeting: November 3rd I.
