Bozeman, Training Room BOARD MEMBERS PRESENT: Patrick Cross, Chair Scott Makoutz Alisa Boyd (arrived during Item E.) [Excused absence: Rebekah VanWieren] CITY STAFF PRESENT: Mitch Overton, Parks & Recreation Director Vince Galli, Forestry Forman Jennifer Jolliff, Forestry Division Arborist Mayor Carson Taylor Melanie Eubank, Recording Secretary, Parks &Recreation Dept A. Call meeting to order- 11:00 a.m. B. Changes to the agenda: Patrick explained that Mayor Taylor requested an opportunity to explain his philosophy as a commission liaison. C. Public comment: None D.Approve January 20, 2016 meeting minutes: -- This item was postponed until a third board member arrived for a quorum which is necessary for a vote. -- Once Alisa arrived at the end of Item E., this motion to approve the minutes was made and voted upon. [Yes: 31 E. Old Business 1. Update on Urban Forestry Management Plan/EAB Plan: Scott gave on overview of the adoption of this plan at the commission meeting. He stated that the community support was strong along with media support in editorials and the television news reports. Mitch stated that implementation has begun with the inclusion of budget items for FY17 for the superintendent position and the contracting of 2 positions. F. New Business 1. Mayor Taylor's explanation of his liaison role: - He will use his time during citizen advisory board meetings to listen and learn about various ideas in order to interpret them to the commission in the future, and in turn, would be able to explain and interpret the commission's position and process to better support the board's efforts in whatever they working on. - Patrick added that he saw it as the board's "reality check." In whatever they might be proposing, he would expect the commission liaison to give them a realistic view of its possibility for success. 2. Arbor Day Celebration: Friday, June 3 -Jennifer jolliff - It is too early to plan for poster distribution assignments and other specific help needed at event. Discussion took place about school involvement, kids' disc golf tournament, the length of time to allow for the celebration.Jennifer explained some the benefits from the grant award which she expects to use for the tree plantings.A handful of trees will be done for that day.A minimum would be a tree for the participating school. - Mayor Taylor said he would not be able to attend but that the Deputy Mayor may be able to in his place. - Rebekah asked if GVLT could help with this to get the word out. - Patrick stated that perhaps the board could help more with the fall event at the park for Disc Golf tournament. 3. Rose Park interpretive signs: - Patrick explained this would be expanded through emails. 4. Ideas for the board's next"community engagement" project: Patrick - This item should be kept on the agenda for the next meeting. G.
