I SPECIAL MEETING

October 31, 1961
The Commission of the City of Bozeman met in special session in the Commis-
sion Room. City Hall Building, Tuesday, October 31st, 1961 at 8:30 6'clock A.M.
Present were Mayor Swanson, Commissioner Staudaher, Commissioner Sedivy, City
Manager Cutting, Ass't. City Manager Fryslie and tne Clerk. Also, present were
WiLliam E. Grabow and Oswald Berg, Jr.. representatives of the joint firm of
Oswald Berg, Jr. & Associates. Architects and William E. Grabow, Arohiteot; and
Marlyn Haueeman and Harvey Griffin, Cit1zents Committee representatives.
Further Consideration of the City "Building Faoilities Program".
The meeting was called to order, and the City Manager stated the purpose ot
the meeting was to review the history ot the planning program to provide new
City building faoilit1es, sinoe its inception by the tiling on December 14, 196U
of an application with the Housing and Home Finance Agency to provide for an
I advancement of Federal Planning Funds.
AS stated, the City Manager presented a resume of the important events which
have ocourred to place the question of issuing general obligation bonds to a vote
of the public, if funds are to be provided for the constructing and eqUipping
of the ~ needed facilities.
All phases of the building program were discussed in detaiL, and it was
moved by Commissioner Staudaher, seconded by Commissioner Sedivy. that the Commis-
sion approve the stage of planning that has been aocomplished under the program
and to proceed with the election to be held November 7, 1961, as so outlined.
The motion was carried by the following Aye and No vote: those voting Aye being
Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting
No, none.

There being no turtner business to come before the Commission at this time
it was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, tha t the
meeting adjourn and the motion was oarried by the following Aye and No vote:

Staudaher; those voting No. none.

It was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that
the low bid of the First Nat'i. Bank of Circle, Circle, Montana at the interest rate
of 4.7U% on the issue be accepted and the bid security of the unsuccessful bidders be
re turned. The motion was carried by the following Aye and No vote: thos e vo ting
Aye being Mayor Swanson. Commissioner Staudaher and Commissioner Sedivy; those voting
No, none.

The City Manager reviewed the September report or the Director of Finance with
the Commission and recommended that the report be approved and filed. It was moved
by Commissioner Sedivy. seconded by Commissioner Staudaher that the report be approved
and ordered tiled and the motion was carried by tne following Aye and No vote: those
Toting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those
voting No, none.
Hillcres t Homes -- Utili ties
The City Engineer, at the request of the City Manager. brought to the attention
of the Commission problems relative to providing water and sewer services to the
Hillcrest Homes project. The Commission was inrormed these problems will be worked
out with the Deaconess Hospital Board and their solution presented to the Commission
at a later date tor consideration.
