Babcock- Black OliveBozeman City Commissioners and Mayor Tonight we are considering a project that will be an important first test of B3 Zoning concepts that were first codified over ten years ago. Black Olive appears to meet the objective requirements but fails miserably in meeting the subjective ones; i.e. mass and scale, neighborhood compatibility and appropriateness. The Design Review Board has denied this design twice for those reasons. The parking requirements of the B3 district need to be addressed. Our neighborhood streets provides parking for downtown business employees and customers, music on main, the Christmas Stroll,Farmer's Market, Sweet Pea and other events as well as our own vehicles. Many of our homes lack off street parking . That we are reviewing a project of 56 dwelling units that "meets code" by providing thirty three on site parking spaces is just ridiculous! Now the developer tells us that he will charge extra for a space which means some tenants won't be able to park there even if there are empty spaces! Tonight you must deny this application or approve it as a three story building that matches the on-site parking.
