During that time I have watched numerous changes to the zoning code and request for variances to the zoning codes for residential properties within the city. When there has been objections to the variances, the most common theme and argument has been that the change will negatively affect the value of properties in the immediate neighborhood. Over the years I have not seen that argument hold up to the realities of the real estate market until this proposed project. So for the first time, as a professional appraiser, I am agreeing with the argument that this project will negatively affect the neighborhood residential property values. Two weeks ago I appraised a property adjacent to the proposed project. Driving around the neighborhood I found most of the street parking occupied. So if the proposed project is going to put another nineteen cars, at a minimum, on the streets it is going to negatively influence the current residents parking and eventually property values in the neighborhood. My research of rental properties near the city center found most two bedroom apartments in the $2,000 rental range were shared units so that would mean the project could have at a minimum of 72 people in the building and more cars than the proposal that is being presented to the commission. I have researched appraisal data from across the country about car-sharing and found it's an idea that sounds good in major metropolitan areas but has not been proven to be effective in smaller communities like Bozeman. From an appraisers view point, this project is beyond the scale that would support and enhance the neighborhood property values, instead it will have a negative affect on the residential property values in the immediate neighborhood.
