Message: Up vs Out Submitted by Don Beeman, April 3, 2017 In my opinion, there are three key
issues that the Commissioners should consider in evaluating development in the city: Strategy -
The growth strategy is up vs out. That is the best way to prevent sprawl. Alternative housing is a
critical need for a growing city. Process - numerous discussions have taken place. Input from all
parties has been considered. The process has worked. Decision - The Commissioners should
support City Planners recommendation to move forward with Black/Olive. In summary , this is a
very tough issue. Competing priorities make it challenging. Considering all the factors, and the
future impact on other developments, we should move forward, approve Black Olive, and any
other similar development that aligns with the strategy, follows established processes and meets
the city requirements.
