Dear City Commission,
We are residents of the neighborhood that will be directly impacted by the lack of
parking at the proposed Black-Olive development.
We believe that adequate parking should be provided on-site by the developer and
that this should be a condition for approval of this project or any other project of this
size and magnitude. On-street parking is a public resource and should not be allowed
to be exploited for private profit.
We would like to see one parking space per apartment, plus some extra spots for
driving guests and the likely room mates with a car. Why would The City of Bozeman
require one parking spot per bedroom from the surrounding residents but not from the
Black- Olive developer?
You can imagine that this double standard based on outdated zoning is causing
outrage, frustration and distrust.
Mr. Holloran's assumption that some of the residents will never own or want a car,
never have driving visitors or room mates while they rent a unit in the Black-Olive is
unrealistic and absurd.
The definition of assumption is : a thing that is accepted as true or as certain to
happen, without proof.
Ride-sharing might work great in Seattle or Tokyo but has no precedent here and
therefore is not proven as effective. It might be a great benefit for tenants but should
in no way be a sole remedy for Mr. Holloran's parking issues.
Say, the ride-sharing materializes then who is going to enforce the "no car" rule?
What happens when the units are being rented or sold off in the future? Will only
potential buyers/renters without a car be considered? Ride-sharing seems only a
fictional solution to the very real issue of parking deficiency.
Charging residents for parking spots assumes that it would increase ride-share, biking
and walking but could just as easy push more cars in the street to help save money
for rent.
As we all know, assumptions and speculations have no place in solid, sustainable
and successful decision making. We think Mr. Holloran ought to do better than
assume things and either build an underground garage or scale down the project.
We urge you to delay the approval of the Black Olive until real and adequate parking
has been provided for by the developer.
