Clty Manager Fryslie, City Attorney Lovelace and the Clerk. I The following proceedings were had: Mlnutes of the last regular session were read and it was moved by Commis- sloner Staudaher, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner staudaher and Commissioner Sedivy; those voting No, none. Minutes of the Special Commission Meeting held April. 4, 1961 at 8:30 A.M. were read and it was moved by Commissioner Sedivy, seconded by Commissloner Staudaher, that the minutes be approved as read and the motion was carried by the fOllowing Aye and No vote: those voting Aye being Mayor Swanson, Commis- sioner Sedivy and Commissloner Staudaher; those voting No, none. Confirmation of H. F. McDowell -- Police Department Letter was read from Chief of Police Saunders stating H. F. McDowell has completed hls six months period of probation as a police officer and recommended that he be confirmed as a regular member of the Police Department effective March 1, 1961. The City Manager concurred in the recommendation, and it was I moved by Commissioner Sedivy, seconded by Commissioner Staudaher, tha t H. F. McDowell be confirmed as a regular member of the Bozeman Police Department as of March 1, 1961 and the motion was carrled by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those voting No, none. Confirma tion of J. E. vWelch -- Fire De pa rtmen t A communicatlon from Fire Chief Pentti1a was read recommending confirm- ation of J. E. Welch as a regular member of the Fire Department as of April l, 1961, he having satlsfactorily completed the required six months of probationary service. The City Manager concurred in the recommendation, and it was moved by Commissioner Staudaher, seconded by Connniss ioner Sedivy, that the recommendation be approved and J. E. Welch be confirmed as a regular member of the Flre Depart- ment as of April l, 1961 and the motion was carried by the following Aye and No vo te : those voting Aye being Mayor Swanson, Commissioner ~taudaher and Commis- sioner Sedivy; those voting No, none. Reinvestment of Water Funds I It was reported by the Director of Finance that $70,000.00 of Water ~~nds now invested in U.S. Bonds will mature April 15th, and would be available for reinvestment in like securities. Upon the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Connnissioner Staudaher, that the reinvestment of these funds in the approximate amount of $70,000.UO be authorized and the motion was carried by the following Aye and No vote: those ~ ~f}; d.-h) voting Aye being Mayor Swanson, Commissioner Sedivy and Gommissioner Staudaher; those voting No, none. Cancellation of Electricians Bond -- John Howard A wri tten reques t from the Home Indemni ty Company tha t the Gas Fitters Bond of John Howard, Manhattan, Montana, be cancelled was presented. It was moved by Commis- I sioner Staudaher, seconded by Commissioner Sedivy, that the bond be cancelled effective April l, 1961, and the office of the bonding company be so advised. The motion was carried by the followlng Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Comrnissioner Sedivy; those voting No, none. Continuation Certificates of Frank J. Trunk & Son, Inc. (Plumblng & Gas Fitters Bonds) Continuation Certificates for the renewal of the gas fitters and the plumbing bonds of Frank J. Trunk and Son, Inc. were presented. The certificates were both approved as to form by the City Attorney. It was moved by Commissioner Sedivy, sec- onded by Commissioner Staudaher, that the certificates be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner sedivy and Commissioner Staudaher; those voting No, none. Bond of Dlrector of Finance -- Shadoan Bond of L. G. Shadoan as Director of Finance, in the amount of $60,000.00 was presented. The bond was approved as to form by the City Attorney, and it was recom- mended by the City Manager that the bond be accepted and approved. It was moved by Commissioner Staudaher, seconded by CommiSSioner Sedivy, that the bond be accepted I and approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commlssioner Sedivy; those voting No, none. Pe ti tion -- Request of Special Improvement District to Pave and Drain Portion of North Sixth Avenue and West Short Street A petition to create a speclal improvement district for drainage and paving of North Sixth Avenue from West Villard to Durston and West Short Street between Slxth and Seventh Avenues was placed before the Commisslon. The City Manager stated that 31.8 per cent of the property owners owning property adjacent to the proposed improve- ments had signed the petition and he recommended that the Commission instruct the City Attorney to prepare a Resolution of Intention to create the dis tric t. It was moved by Gommissioner SediVY, seconded by Commissioner Staudaher, tha t the Ci ty Attorney be instructed to prepare a resolution of intention to create the proposed district, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, CommiSSioner Sedivy and Commissioner Staudaher; those voting No, none. 1st National Bank -- Request for New Car Parade, Saturday, April Z2nd & I The Commission granted approval of the First National Bank's request to stage a new car parade Saturday, April 22nd, at 10 :30 A.M., provided that in the event an inquiry by the City Manager dlsclosed a similar request may be received from Montana State College to stage a parade in connection with its annual rodeo on the same date, the two parades would be consolidated into one. :196 Poppy Day Sale -- American Legion Auxiliary A request received from the local American Legion Auxiliary to have May 27, 1961 designated as "Poppy Day" in Bozeman and to stage its annual Poppy Day Sale on that date was read. It was moved by Commissloner Staudaher, seconded by Commissioner Sedivy, that the request be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, commissioner Staudaher and I Commissioner Sedivy; those voting No, none. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner sedivy, sec- onded by Commissioner Staudaher, that all claims be approved. The motion was I carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner staudaher; those voting No, none. Reports The following reports were presented; March, 1961 : Librarian Fire Chief Building Inspector Police Chief Fluorine Police Judge Disposal Plant Opera tor Fe bruary , 1961 : Director of Finance The City Manager reviewed the reports with the Commission and recommended that the reports be approved and filed. It was moved by Commissioner Staudaher, seconded by Commissioner sedivy, that the reports be approved and filed and the motion was carrled by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. .
