Tell us why you want to redevelop a property along N. 7th Avenue and how your project reduces the blighted condition of the property (not to exceed 1 typed page). 2. Technical Assistance If applying for a Technical Assistance Grant, please provide the accreditations and building design/site development experience of the professional assisting the property owner. 3. Site Plan & Renderings and Elevations These should be the same plans submitted for Site/Sketch Plan review to the Planning Department. Please provide enough copies for each Board Member (11x17 versions are acceptable) 4. Total Project Cost Estimates Please include the total project cost estimate, with supporting independent bid documents. Two cost estimates are required for all eligible activities for which the applicant seeks funding. Use N7Rehab Cost Estimate work sheet(s). Estimates may be provided in your application, but bid contracts are required prior to finalizing the development agreement. 5. IMPORTANT Applications must be received at least 15 days prior to the next NSURB board meeting and in conjunction with an Application to the City Planning Department. This is to allow adequate time to place the item on the NSURB meeting agenda and for a thorough staff review of the application for presentation to the North 7th Urban Renewal Board. Approval for N7Rehab funding does not guarantee approval from other City Departments. Failure to receive approvals from applicable City Departments before beginning construction will result in the revocation of project funding award under this program. Heather Davis 111 North Tracy Avenue Bozeman, MT 59715 406.582.8988 hdavis@intrinsikarchitecture.com 416 North Seventh Avenue Claire Putnam, Aequum LLC VIOLETT ADD, S12, T02 S, R05 E, BLOCK 3, Lot 13 06-0798-12-1-40-06-0000 000RGG3701 March 29, 2017 1) Project Descripon The exisng building and site located at 416 North Seventh Avenue is an ideal candidate for the Midtown Urban Renewal District Redevelopment Incenve Programs. The subject property is located within the MIdtown Tax Increment District and would be consistent with the Design and Connecvity Plan (DCP), the Design Ob jecves Plan, the Bozeman Community Plan and the Unified Development Code. Intrinsik Architecture, Inc. was retained by the current property Owner to improve the exisng build ing and site. The project explores the remodel of the converted, former residence and further its transion to a true commercial building. The property is designated as Community Commercial Mixed Use in the Community Plan and is zoned B-2M (Community Business– Mixed District). The property is located at 416 N Seventh Ave, a principle arterial. The exisng project site is developed and was most recently used as a ta7oo and piercing establishment. Previously the property was a professional office for an engineering firm, among other things, as well as being private residence. Midtown Women’s Health and Wellness will include the offices of Claire Putnam, MD (Obstetrician/Gynecologist) and other allied health specialists, such as a counselor, acupuncturist and diean and seeks serve the women and community of Bozeman through an increased access to health care in various forms. The majority of building improvements would be relegated to the exterior, however some interior layout changes will be made to facilitate the conversion from ta7oo parlor to a health clinic. A new building element would be added to the front façade to update the presence of the building on North Seventh Ave and give it a more commercial feel. The new front entry piece will include a sck framed wall wrapped in co mposite siding panels with a new wood ’front porch,’ new metal stair, new guard rail and building sign. On other elevaons, exisng siding will be repaired/replaced as necessary and the enre building will be repainted. Exisng windows will be replaced with new aluminum clad wood units throughout. A window/light well will be added along the south elevaon of the building to increase natural lighng into the basement space. An ADA ramp will be added at the rear of the building to create an accessible means of entry to the building from the parking area. Lastly, a new bike rack and increase landscaping will be added to the site to enhance the pedestrian experience on North Seventh. Overall, the building and site improvements will assist in the revitalizaon effort of the N Seventh Ave corridor and the burgeoning Midtown district. The Midtown Women’s Health and Wellness clinic will provide a professional atmosphere for women’s health services and coupled with the neighboring Bozeman Birth Center would create a health district of sorts for the greater Bozeman Community. 1) Project Descripon connued... This Technical Assistance Grant would specifically explore the following: · Parking and Site Analysis · Building Code Research · Unified Development Ordinance Analysis—’Midtown’ Code Changes · Municipal Review Processes Analysis · Conceptual Site and Building Design Analysis · Engineering Assessments, if needed · Preliminary Cost Esmates The owner requests the full amount ($7,200) be applied to this project. The owner is also interested in exploring addional future funding fo r façade/site improvements. 2) Technical Assistance—Firm Experience The property owners would like to retain Intrinsik Architecture, Inc. to collaborate with on their potenal property redevelopment. Intrinsik Ar chitecture, Inc. specializes in professional planning, architectural design and building. Over the past 13 years, Intrinsik has disnguished itself as a very unique studio with an emphasis in projects that embody and preserve the spirit of clients, the project and the place. Intrinsik has completed over 20 Technical Assistance Grants for the Downtown Bozeman Partnership. Some of the more notable Technical Assistance Grants which lead to actual projects include the Downtown Community Co-Op, the Thrive building remodel and façade improvements, the Baxter Hotel Sign and most recently the Bozeman Taproom and Fill Staon. While everyone on the Design team will con tribute to this project, Rob Pertzborn will serve as the Project Principal and Peter Andrews will serve as the Project Manager with Assistance from Heather Davis. As a registered Montana architect and a praccing p lanner, Rob Pertzborn bridges the gap between buildings and neighborhoods. Rob has worked in design and planning for the past 20 years and has a wide range of experience ranging from historic civic and commercial renovaons to land and municipal facilies planning to designing infill urban mixed use projects and residences. Rob specializes in big picture thinking and master planning to assure mely, quality and sustainable projects for the clie nt, future residents and users, and the greater community. Rob is from Madison, Wisconsin and has lived in the Twin Cies before se7ling in Bozeman in 1989. Rob holds a Master of Architecture degree from Montana State University. Heather is dedicated to improving a community’s quality of life through her passion for collaborave development. Both residenal and comme rcial projects will benefit from her extensive experience and knowledge of land use planning and permiJng. Heather is a member of the American Instute of Cerfied Planners , and is a current board member of the Gallan County Planning Board. Peter is a registered architect, LEED AP and Project Manager at Intrinsik. His unique journey to Architecture (beginning with a bachelor’s degree from Boston College, a volunteer year with the Jesuit Volunteer Corps, and a fellowship with Architecture for Humanity all the way to receiving his Master of Architecture from Montana State University) contributes to our eclecc and muldisciplinary approach to design. Hi s experience includes a wide variety of projects including single household residenal proj ects, mul-family and commercial work. 3) Prospecve project would support the North Seventh Avenue Urban Renewal District Plan, Design and Connecvity Plan (DCP), the Design Objecves Plan, the Bozeman Community Plan and the Unified Development Code. Site renovaon and/or redevelopment would support t he Design and Connecvity Plan (DCP), the Design Objecves Plan, the Bozeman Community Pla n and the Unified Development Code as follows: “Encourage the rehabilitaon and redevelopment of p arcels that are underulized... (Page 8 Design and Connecvity Plan). This building and site is a prime example of an underulized site which makes it a perfect candidate for a Technical Assistance Planning grant. It is currently vacant and in need of some rehabilitaon work to further the building’s useful life. “Have an acve and excing corridor that is a7racv e, with a disnct character” (Page 7 North Seventh Avenue Urban Renewal District Plan). The exisng single level building is residenal in nature and a goal of this prospecve project would be to update the façade and site to provide a building and landscaping that are of interest to users and passersby. “Strengthen the corridor as a neighborhood service center” (Page 8 North Seventh Avenue Urban Renewal District Plan) The proposed use of the exisng building as a clini c would align with the neighboring Birth Center and provide the district with addional acce ss to women’s health and wellness. “The intent of the B-2M community business district—mixed, is to funcon as a vibrant mixed-use district that accommodates substanal gro wth and enhances the character of the city.” (Midtown Zoning Text Amendments). The proposed new medical clinic to be established at 416 North Seventh would be within a walkable area to serve the needs of the adjacent neighborhood residents and is consistent with the intent and purpose of the newly created Zoning District. Addionally, the potenal inclusion of shared offices for other allied professionals would further the overall goals of the district and endeavor to create a sense of vitality and community. 4) An esmated meline indicang benchmarks for compleng technical evaluaon, beginning the project and compleng the project.
