HomeMy WebLinkAbout1961-06-21 .1:10 Bozeme.n, Montana June 21, 1961 The Commission of the City at Bozeman met in regular session in the Commis- aion Room, City Hall Building, Wednesday, June 21st, 1961 at l:UO o'olock p.m. Present were M*yor Swanson, Commissioner staudaher, Commissioner Sedivy, City Man- ager Cutting, Deputy City Attorney Berg and the Clerk. I The following proceedings were had: Minutes of the last regular session were read and it was moved by Comm1s- sioner Staudaher, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commission Staudaher and Commissioner Sedivy; those voting No, none. Request -- Commercial Parade, (Monarch Lbr. Co.) The City Manager presented a letter received trom the Monarch Lumber Co. to request permission to stageR procession on Main Street, once each day on June 30th and July 1st, of soae eleven trucks and an early-day stage coach as an advertising venture and to publicize the dedication of its new business building. The City Manager recommended that the request be granted, but with the under- standing that the police be notified of the hour the display is to be staged, and that the procession conform to all traffic regulations. It was moved by CommiS- sioner Sedivy, seconded by Commissioner Staudaher, tha t the request be granted aa recommended and the motion was carried by the following Aye and No vote: those I voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaherj those voting No, none. MSC -- Architectural Student Projeot Awards (Bozsman Munlcipal Bldg.) To assist in the planning of Bozeman's proposed new municipal building, arrangements were made with the School of Architecture of Montana State College to prepare pre-preliminary plans and models for the project. As an incentive and reward to the senior students participating in the planning the City agreed to approve the award of schOlarships to students whose p!ans and models were judged first, second and third, in the amounts of $200.UO, $150.00 and $5U.00 respectively along with a $15U.OU contribution to the M.S.C. Architecturel Library. Results of the judging were as follOWS: Firs t Prize: Joe Scalabrin Second l'rlze: John Falat Third Prize: Gene Ko! s tad Fourth Place: Art Nordling The City Manager reported that arrangements have been made to display the models judged the first four place winners at the 1st National Bank, Security I Bank & Trus t Co., the Montana Power Co. and later, at the City Hall, and recom- mended that the payment of $5UO.UO be made to Montana State College upon present- ation of proper Claim. No. 419 Bid for S.I.D. No. 419 Plans and specifications covering the proposed improvements in Special Improvement DistrIct No. 419 prepared by Harold Hoskins and Associates, super- vising engirieers, were placed before the City Commission by the City Engineer. I The City Engineer stated the engineer's estimate of the cost of construction in the district is ..0,000.00. The City Manager stated he concurred in the recom- mendation of the City Engineer that the plans and specifications be approved and recommended that the Clerk of the Commisslon be directed to publish a "Call for Bids". It was moved by Coanissioner Sedivy, seconded by Commissioner Staudaher, that these plans and specifications be approved and the Clerk of the CommissloD be directed to publish a "Call for Bids" on the proposed improvements for District No. 419 for an opening date of July 12, 1961. Plans'and Specifications for S.I.D. No. 421 Bid for a.I.D. No. 412 Plans and specitlcatlons covering the proposed improvements in Special Improvement Dis tric t No. 421 prepared by Harold Hoskins and ASBocia tes, super- vising engineers, were placed before the City Commission by the City Engineer. No. 419 Bonds of Special Improvement District No. 419 must be sold to provide funda for tinanclng the proposed constructlon in the district. It was moved by Commis- sioner Sedivy, seconded by Commissioner Staudaher, that the Clerk of the Commis- sion be directed to advertise for bids for the sale of bonds in this district in the approximate amo~nt of $4U,UOU.UO on July 19a., 19~1, and the motion w.. carried by the following Aye and No vote: those voting Aye being Mayor Swanson, I Commissioner Sedivy and Commissioner Staudaher; those voting No, none. Bonds for S.I.D. No. 421 Bonds of Special Improvement District No. 421 must be sold to provide fund. for financing the proposed construction in the district. Request -- He-investment of Portion of Police Reserve Fund Director of Finance Shadoan having reported that $2,500.0U of Police Reserve Funds are available for re-lnvestment in U. S. Government securities, authority was requested tor 8uch an investment. '!he City Manager recommended that the .. re-investment be approved, and it was moved by Commissioner SediVY, seconded by Commissioner Staudaher, that the Director of Finance be authorized to re-invest the amount as aforementioned and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commis- sioner Staudaher; those voting No, none. Old Dodce Fire Truck -- Loan to Three Fork., Montana The City Manager and Fire Cnief Pentti1a reported that a rural fire district had been established in the vicinity of Three Forks, Montana, and that City had requested the loan of the old Dodge fire truck for a period of from two to three .eeka, or until new equipment ~cbas.d by the City of ~hree Forks arrives. They recommended that the loan be granted and it was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that lean of the old unit to the City of Three Forks, Montana be approved as reoommended. '!be motion was carried by the follow- ing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Sewage Plant Improvement -- Change Order No. 1 I Change oreer No. 1 to the plans and specifications for Sewage P~ant Improve- ments as prepared by the engineer, Harold Hoskins and Associates, 8upervis1nc '. engineers, was placed before the Commission. The order requested th*t as an inspection had revea~ed it is now unnecessary to repair the present floor of the s.-:P' Plan t, that Item 3-H, new clarifier floor, of the oontract be deleted at a reduotion of the oontract cost in the amount of t4,U5U.UU. The City Manager and City Engineer recommended that the Change Order be approved, and it was moved br Commissioner Sedivy, seconded by Gommlssioner Staudaher, tha t Change urder No. 1 to the plans and specifioations prepared for the Sewage Plant Improvements be approved and the Mayor and the Clerk be authorized to sign for the City. The motion was carried by the following Aye and No vote: those voting Aye beinl Mayor Swanson, Commissioner Sedivy and commissioner Staudaher; those voting No, none. Sewage Plant Improvement ...- Change Order No.2 Change Urder No.2 to p~ans and speoifioations tor Sewage P~ant Improvements . as prepared br the engineer, Haro~d Hoskins and Associates, supervising engineers, was placed before the Commission. The order oontemp~ates the oomp~ete reconstructioD of the divide~ noses in the conduits between comminutors and p~acing of stainless steel nose pieces at an additiona~ cost of $140.UU. The City Manager and City Engineer recommended tha t the Change Order be approved. It was moved by Commis- sioner Sedivy, seconded by Commissioner Staudaher, that Change Order No.2 to the plans and specifications prepared for Sewage Plant Improvements be approved ;t:~3 and the Mayor and the Clerk authorized to sign the order for the City.
