HomeMy WebLinkAbout1961-01-11 :It}!l Bozeman, Montana January 11, 1961 The Commission of the City of Bozeman met in regular sesslon in the Commls- sion Room, City Hall Buiiding, Wednesday, January ll, i961 at 1:00 o'clock p.m. Present were Mayor Swanson, Commissioner Staudaher, Commissioner Sedivy, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Lovelace and the Clerk. I The following proceedings were had: Minutes of the last regular session were read and it was moved by Co~is- sioner Staudaher, seconded by Commissioner Sedivy, that the minutes be'approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner SedivYi those voting No, none. Bid Opening -- Disposal Plant - Project WPC-Mont-50 This was the tlme and place set for opening bids for improvements and repairs to the Ci ty Disposai 'lant (Project WPC-Mont-bu). Affidavi t of publica tion of "Notice to Bidders" was presented. Five sealed bids on this project were on file. Upon the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the bids be opened and the motion was carried by the fOilowing Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaherj those voting No, none. Thomas representing Harold Hoskins & Associates, the englneering consultant firm retained by the City for this project, to check the bids in detaii, prepare a final tabulation and ascertain the lowest and best bid for the construction of the project. Ordinance No. 831 - Cemetery - Veterans' Memorial ,- Proposed Ordinance No. 83l, prepared by the City Attorney for the purpose of establishing a Veterans' Memorial Park and Veterans' Memorial Plot in the Sunset Hills Cemetery, was placed before the Commission, entitled: ,-- ORDINANCE NO. 831 AN ORDINANCE RATIFYING, CONFIRMING, APPROVING AND ADOPTING A RESOLUTION OF SUNSET HILLS (BOZEMAN) CEMETERY BOARD DESIGNAT- ING A CERTAIN AREA FOR THE HOLDING OF PUBLIC MEMORIAL SERVICES WITHIN THE CEMETERY AND ALSO F'OR SETTING ASIDE CERTAIN LOTS AND BLOCK FOR nIE BURIAL OF VETERANS OF WARS OF THE UNITED STATES AND MEMBERS OF THEIR IMMEDIATE FAMILY, AT THE REQUEST OJ!' GALI.,A TIN POST NO. 14, AMERICAN LEGION, VETERANS OF FOREIGN I WARS AND DISABLED AMERICAN VETERANS The City Manager recommended its approvai, and it was moved by Commissioner Staudaher, seconded by Commissioner sedivy, that the ordinance be passed and adopt- ed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner staudaher and commissioner SedivYi those voting No, none. 4JC- ~' );,) Investment The City Manager stated the Director of Finance has requested authorization to invest the following monles as follows: Police Reserve . . . . . . . . . . . $ 4,OUO Se rie s H. Bonds Water Fund . . . . . . . . . . . . . 'l5,OOU U.S. Treas. Bills 1 and recommended, the Commission approve the request. It was moved by Commissioner Sedi vy , seconded by Commissioner Staudaher, that the authorlzation be granted and the motion was carried by the following Aye and No vote: those voting Aye be- ing Mayor Swanson, Commissioner Sedivy and Commlssioner Staudaher; those voting No, none. Cancellation of Electrical Bond -- Ramerman Cancellation of the Electrical Contractor's Bond of Jerry Ramerman, Manhattan, Montana, by the HartfordAccident and Indemnity Co. was placed before the Commission. FOllOWing the recommendation of the City Manager, it was moved by Commissloner Staudaher, seconded by Commissloner Sedivy, that cancellation of the bond be approved and accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Reports of State Examiner The following reports of the annual examinatlons by the State Examiner were presented: I City of Bozeman Galla tin Airport Fire Department Relief Association The Commission reviewed the report of the City of Bozeman and it was moved by Commissioner Sedivy, seconded by Commissloner Staudaher, that the City Attorney be directed to forward the regular acknowledgement to the State Examiner's offlce at Helena and the report be filed. The motion was carried by the following Aye and No vote: those voting Aye being' Mayor Swanson, Commissioner Sedivy and Commissioner Staudaner; those votlng No, none. Disposal Plant Project (WPC-Mont-50) -- Award of Contract Having checked extensions and prepared a tabu~atlon of bids received for I improvements and repairs to the City Sewage Disposal Plant, (Project WPC-Mont-50), as directed, Harold Hoskins of Harold Hoskins & Associates informed the Commis- r"\ sion that the alternate bid of Haggerty-Messmer Company in the amount of $33,883.0U was the lowest and best bid submitted, and that since this figure approximated the engineer's estimate for the project, recommended the contract be awarded to that firm subject to the submission of the list of specific equi,- ment proposed to be installed on the project as specified. The City Manager concurred in this recommendation with the added provision that the award of the contract be made contingent upon the prior approval of the Water Pollution Control Agency of the U.S. Public Health Service. It was moved by Commissioner SediVY, seconded by Commissioner Staudaher, that this contract in the amount of $33,883.UO be conditionally awarded to Haggerty-Messmer Company on the basis of its alternate low bid as recommended by the Consultant Engineers and the Clty Manager and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those voting No, none. After examination of the c~aims in detail and check- ing against the claim register, it was moved by Comr-:issioner Staudaher, seconded by Commissioner Sedivy, that the claims be approved and warrants issued for their payment and the motion was carried by the following Aye and No vote: those vo ting I Aye being Mayor Swanson, Commissioner ~taudaher and Commissioner Sedivy; those voting No, none.
