Darrow- SoBo Lofts (2)Dear City Commission, I add this document to my comments-- this document basically undated comprises a single misleading incomplete confusing "Re-Zoning Midtown N. 7th Ave." notice from Bozeman Planning Dept--that did nothing to inform us in any meaningful way about such momentous changes that affect our property and quality of life on the south side of Main Street, Cooper Park Historic District and overlays, West Babcock, South 7th, etc. Every person I have spoken to in Cooper Park District either never received this or thought it referred only to N 7th and environs around that entrance avenue. The map, such as it is also mute and uninformative in any and yet determined a re-zoning of a whole part of town and historic neighborhoods and overlays, without appropriate informed public involvement from the people who live here. Regarding my last email: I see the small key /legend-on the map now --not easy to read-- but in any case, the city planning dept did not accomplish an effective educational outreach to the stakeholders at all--evidence is there--it has caused much mistrust, anger and anxiety among many of us who must live with this --add this to Olive Black debacle-and you get a reading of how many/most people feel in the core neighborhoods about how the growth is being handled. Not good! We would have fought like mad to have the parts of West Babcock removed from B2-M--or height and mass lessened--and certainly for the NCOD buffer and transition zones, scale and design around CPHD be enforced. As I said not one person I know in this district and neighbors thought these documents meant S. 7th or CPHD and overlay were to be smack up against these generic out of scale block structures --and that there would be no NCOD code applied-- no buffers, transitions, design and scale. Or a decent traffic study conducted that really reflects the actual use of busy streets with heavy traffic-- Olive and 8th and around 8th and West Babcock and bars, heading east into downtown. Babcock, for example is a county road and so the speed limit is too high for residential city streets--why hasn't the city tried to get that changed? We have asked in the past to have it lowered but the city said it was a county decision. This is very disappointing to say the least. Sincerely Elizabeth
