HomeMy WebLinkAboutParking Resolution 2017-01 Annual Review and Setting of Rates for All Off-Street, and On-Street, Municipal Parking Under the Parking Commission's Jurisdiction BOZEMAN PARKING COMMISSION RESOLUTION 2017-01 A RESOLUTION OF THE PARKING COMMISSION OF THE CITY OF BOZEMAN, MONTANA, ADOPTING A POLICY FOR ANNUALLY REVIEWING AND SETTING THE RATES FOR ALL OFF- STREET, AND ON-STREET, MUNICIPAL PARKING UNDER THE PARKING COMMISSION'S JURISDICTION. WHEREAS, pursuant to Bozeman City Commission Resolution #3803, the Bozeman Parking Commission has jurisdiction over the B-3 zoning district, and any residential parking permit districts created by the Bozeman City Commission; and, WHEREAS, Section 7-14-4501 (3) [Montana Code Annotated] authorizes the Bozeman Parking Commission to charge for use of parking facilities; and WHEREAS,the Bozeman Parking Commission endeavors to operate the municipal parking districts, under its jurisdiction, in the most responsible and cost-effective manner possible; and WHEREAS,the 2016 Strategic Parking Management Plan identifies the need for an annual review of municipal parking rates, both on-street and off-street; NOW THEREFORE, BE IT RESOLVED that the Bozeman Parking Commission adopts policy PC2017-01 for the purpose of establishing timelines and procedures for annually reviewing and setting the parking rates for all municipal parking within its jurisdiction. PASSED AND ADOPTED by the Parking Commission of the City of Bozeman, Montana, on first reading, at a session held on the ninth day of March, 2017. This resolution shall become effective immediately. Ed Meece, Parking Program Manager, City of Bozeman Page 1 of 1 Bozeman Parking Commission POLICY 2017-01 : Rate Setting Adopted by BPC Resolution 2017-01 on 3/9/2017 The City of Bozeman operates the Parking Services Division as an enterprise fund, which requires that charges for service should generate sufficient revenue to provide for the necessary operating and capital expenditures in the division. To assure that the rates charged for parking services keep pace with local demand, market conditions, and are adequate to support the enterprise fund, the Bozeman Parking Commission has established a schedule for the annual study and possible adjustment of parking rates, both on and off street, within their jurisdiction.' In evaluating parking rates, the Bozeman Parking Commission will consider several factors, to include: • Current and projected operating costs, and planned capital expenditures, to include the acquisition and development of additional parking; • Ensure that the existing parking supply is utilized in an efficient manner; • Market demand within the respective areas, both separately and as a combined system; • Using the "85% Rule" as a parking occupancy standard to inform and guide decision making, and/or rate setting, processes; • Meaningful comparison to the rate structures of other benchmark communities; In order to perform an accurate analysis of parking system rates, and the factors above, the Parking Services Division will conduct a timely inventory and study of current amounts of parking occupancy and duration of stay. The Bozeman Parking Commission will conduct its review of all off-street, and on-street, parking rates from November to January, with final rate setting action expected by their February meeting. The rate review process shall include the following: o Surface Lot Lease Rate o Garage Lease Rate o Garage Transient Rate o Citation Fees (in consultation with the Bozeman Police Department). o Residential Permit Fees ■ Residential Citation Fees; in consultation with the Bozeman Police Department. This is consistent with recommendations in the Strategic Parking Management Plan completed by Rick Williams Consulting,for the City of Bozeman, in July 2016.
