HomeMy WebLinkAbout1961-03-22 :~H8 Bozeman, Montana March 22, 1961 The Commission of the City of Bozeman met in regular session in the Commis- slon Room, City Hall Building, Wednesday, March 22, 1961 at 1:00 o'clock p.m. Present were Mayor Swanson, Commissioner Staudaher, Commissioner Sedivy, City I, Manager Cutting, Ass't. City Manager Fryslie, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner Staudaher, seconded by Commissioner Sedlvy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissloner Staudaher and Commlssioner Sedivyj those voting No, none. Public Hearing -- Special Improvement District No. 419 This was the time and place set by Commission Resolutlon No. 1010 to hear protests to the creatlon of Special Improvement District No. 419. Affidavit of pubilcation of Notice, together wlth the Clerk's Mailing Certlficate that all pro- \ perty owners had been notified as required by law were presented. One written pro- test bearing the signatures of 5.U7% of the property owners within the boundaries of the proposed district was presented. Mr. Charles R. Fox and Mr. Henry Vande~Ark, owners of property within the proposed district, appeared to discuss the matter of I the manner of assessment for the payment of the construction costs of the contem- plated improvements. The City Manager informed the Commission that the protest filed be declared insufficient and recommended that Special Improvement Dlstrict No. 419 be created. It was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the protest be overruled as insufficient, and the City Attorney be instructed to prepare a resolution creating the district. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commis- sioner Sedivy and Commissioner Staudaherj those voting No, none. Resolution No. 1011 -- Creating Special Improvement District No. 419 The City Attorney, as instructed has prepared a resolution creating Special Improvement District No. 419. Resolution No. lUll was presented, entitled: COMMISSION RESOLUTION NO. ~ A RESOLUTION OF TIlE CITY COMMISSION OF THE CITY OF BOZE- MAN CREATING A SPECIAL P'iPROVEMENT DISTRICT TO BE KNOWN AS SPECIAL TMPROVEMENT DISTRICT NO. 419 OF THE CITY OF BOZEMAN FOR THE PURPOSE OF CONSTRUCTING AND INSTALLING A I PAVEMENT PROJECT ON VffiST BIRCH STREET FROM NORTH SEVENTH A VENUE TO NORTH EIGHTH A VENUE AND ON NORTH EIGHTH A VENUE FROM A POINT TWENTY FEET SOUTH OF THE SOUTH LINE OF ROYAL VISTA ADDITION TO THE WEST LINE OF LOT SIXTEEN, BLOCK ONE, AND LOT SIX, BLOCK ~IREE OF ROYAL VISTA ADDITION, TO BOZE- MAN, MONTANA AND INCLUDING ROYAL COtffiT AS PLATTED ON THE 1957 REARRANGEMENT OF LOTS THREE, FOUR, FIVE AND SIX, BLOCK ONE, ROYAL VISTA. It was moved by CQmmissioner Sedivy, seconded by Commissioner Staudaher, that the resoDJtion be passed and adopted and the motion was carried by the :~8n following Aye and No vote: those votlng Aye being Mayor Swanson, Commissioner Sedlvy and Commlssioner Staudaherj those voting No, none. Traffic Lights Results of a traffic count taken on l5 February 1961 by the State Highway .' Commission at Main Street intersections with Rouse, Grand, Seventh, Eighth and Tenth Avenues were presented. Based on these findings and data from other pre- . ' vious studies, the Clty Manager made the following recommendations: 1. That traffic lights at the intersection of Main Street and Grand Avenue, similar to existing installations and at an estimated cost of $4,000.UO, be authorized and approved for installation under the 1961-l962 Fiscal Year Budget and the Manager be authorized to accept the offer of the Montana State Highway Commisslon to prepare plans and speciflcations for this project. 2. That further consideration of traffic lights at the inter- section of Main Street and Rouse Avenue be deferred pending construction of the Interstate Highway through Bozeman since the cost of lnstallation does not appear to be justified at this time. 3. That consideratlon of traffic lights at ths.intersection of Main Street with Seventh and Eighth Avenues continue to be included in planning for the reconstructlon of North Seventh Avenue, and 4. Tha t ac tion on this ma tter be deferred to permit the Commls- sion to review and consider the data submitted. Walk and Curb (1961) -- Special Meeting for Inspectlon by Commission I The Clty Engineer reported that he has completed his survey of walks and curbs within the City and his proposed recommendatlons for repair and/or instal- lation for the year 1961. Mayor Swanson announced that a Special Meeting of the City Commission will be called to convene at 8:30 A.M., April 4th, for the an- nual inspection of the foregoing.
