HomeMy WebLinkAbout1961-03-29 :~9O Bozeman, Montana March 29, 1961 The Commission of the City of Bozeman met in regular session in the Commls- sion Room, City Hall Building, Wednesday, March 29, 1961 at 1:00 o'clock p.m. Present were Mayor Swanson, Commissioner Staudaher, City Manager Cutting, Ass't. I City Manager Fryslie, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner S tau daher, seconded by Mayor Swanson, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being . Mayor Swanson, and Commissioner Staudaher; those voting No, none. Purchase of Plckup Truck -- Park-Cemetery Department The City Manager reported that the Park-Cemetery Department is in need of a plckup truck to replace one which is now obsolete, and stated that the Gallatin Hardware Company has a 1952 GMC pickup equipped with a utility box whlch 18 mechanically in good shape and has agreed to sell the unit-to the City for $550.UO. The City Manager recommended the purchase and it was moved by Mayor Swanson, seconded by Commissioner Staudaher, that the purchase be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Staudaher; those voting No, none. Authority to Travel -- AWWA Conven tion I Notice has been received that the annuai conference of the Montana section of the America Water Works Association is scheduled to be held in Helena, Mon tana, April 6-e, 196..1.. Upon the recommendation of the City Manager, it was moved by Commissioner Staudaher, seconded by Mayor Swanson, tha t, it being in the public .i n te re s t , the City Engineer, the Superintendent of the Water Department, the City Commiss loners and the City Manager be authorized to a ttend the Conference and the expense of the delegates incurred for such attendance be paid out of the Water fund. The motion was carried by the following Aye and No vote: tho s e vo ting Aye being Mayor Swanson and Commissioner Staudaher; those voting No, none. Traffic Lights -... Main and Grand Avenue During the Commission meeting, March 22nd, the City Manager recommended that traffic lights be installed at the intersectlon_,Q! West Main Street and Grand Avenue at an approximate cost of $4,UOO.OO. He requested tha t he be authorlzed to request the State Highway Commission to prepare plans and specifications for - the installation and it was moved by Commissioner Staudaher, seconded by Mayor I Swanson, tha t the reques t be gran ted andt4~mo tion- 'was carrled by the follow- - --"......-- ing Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Staudahe r; those voting No, none. Agreement -- Police Cars (Northern Automobile Co.) An amended agreement between the Northern Automobile Company and the City of Bozeman for the lease, purchase and maintenance of police cars furnished to the City Police Department was presented. The City Manager recommended that the City :J91 enter into the agreement and that the Mayor and the Clerk be authorlzed to sign the agreement for the Clty. It was moved by Commissioner Staudaher, seconded by Mayor Swanson, that the Commission approve the agreement and that the Mayor and the Clerk be authorized to sign the agreement. The motion was carried by the fOllowing Aye and No vote: those votlng Aye being Mayor Swanson and Commissioner I Staudaher; those votlng No, none. Petition -- Special Improvement Lighting District (Marwyn Addition) A petition to create a special Improvement lighting district in the Marwyn Addition was placed before the Commission. The City Manager recommended that the Commission request the City Attorney to prepare a Resolution of Intention to create the district, and it was moved by Mayor Swanson, seconded bY'Commissioner . Staudaher, that the City Attorney prepare the resolution, as recommended, and the motion was carried by the following Aye and No vote: those voting Aye belng Mayor Swanson and Commissioner Staudaher; those voting No, none. Resolution No. 1012 Intention to Create Special Improvement ~ighting ~istrict No. 420 (Marwyn Addition) The Oity Attorney, ~s instructed, has prepared a resolution of intention . to create Special Improvement Lighting District No. 420. Commission Reso- lution No. lU12 was presented, entitled: COMMISSION RESOLUTION NO. 1U12 A RESOLUTION OF THE Cm,IfMISSION OF THE CITY OF BOZEMAN, I MONTANA, DECLARING IT TO BE THE INTENTION OF SAID COMMIS- SION TO CREATE A SPECIAL IMl'ROVEMENT DISTRICT TO BE KNOVJN AS SPECIAL IM~ROVEMENT LIGHTING DISTRICT NO. 420 FOR THE ~UR.POSE OF OPERATING AND MAINTAINING A LIGHTING SYSTEM TO LIGHT CYPRESS AVENUE FROM THE NORTH l>ROPERTY LJNE OF BLOCK D OF MARWYN, A REARRANGE~mNT OF BLOCKS 13, 14, 15, 18, 19,20 A~~ ADJACENT VACATED STREETS OF ~iE NORTHERN PACIFIC ADDITION TO BOZEMAN, MONTANA, TO ITS POINT OF INTERSECTION WITH EAST CURTISS STREET, EAST CURTISS STREET FROM CYPHESS AVENUE TO ~TE EAST LINE OF SAID BLOCK D, AND ALL THAT POTITION OF EAST OLIVE STREET AND MC ADOW AVENUE AS CONTAINED WITHIN SAID BLOCK D., SAID LIGHTING SYSTEM TO BE INSTALLED AND PAID FOR BY THE MONTANA POWER COMPANY, ALL UNDER THE AUTHOTIITY OF AND IN CONFORMITY WITH SECTIONS 11-2245 to ll-2257 INCLUSIVE OF' TIm REVISED CODES OF MONTANA, 1947. '. The City Manager recommended that the Commission adopt the resolution, and it was moved by Commissioner Staudaher, seconded by Mayor Swanson, the t the resolution be passed and adopted and April 19th, 1961 set as the date for public hearing. The motion was carried by the following Aye and No vote; those voting Aye being Mayor Swanson and Commissioner ~taudaher; those voting No, none. House Survey in Bozeman -- Water and Garbage Departments 'l'he 01ty<Manager informed the Commission that plans are made to conduct, be-ginningln April, a house survey of ~ll residences ipthe City to bring up to I date records upon'which flat rate water accounts and garbage assessments ,are based. Ail non-metered resldenc,es will be surveyed first to establishwate!' assessments fo~ irrlgation rates by June 1st, and all other residences will be surveyed by September 1st, in order that the garbage assessments can be completed and pro- perly billed. RepolPtp : The followlng February reports were presented: :' ~~)2 San! ta tion Director of FubIlc Service The City Manager stated that the reports appeared to be in order and recom- mended that they be approved. It was moved by Mayor Swanson, seconded by Commis- sioner Staudaher, that the reports be accepted and ordered filed and the motion was carried by the following Aye and No vote: those votlng Aye being Mayor Swanson and Commissioner Staudaher; those voting No, none. Seventh-Day Adventist Church -- Tentative Plans for Church A group representing the Seventh-Day Adventist Church appeared before the Commlssion to discuss its plans for the construction of a church on its property on North Fifteenth Avenue and in the vicinity of 1425 West Main Street. The group emphasized that the Church is partioularly interested that the proposed plans, although the area is not now subjeot to zoning by the Municipal Code of Ci ty, compare favorably with the zoning requirements to be inao ted a t a fu ture da te . The Commission discussed the proposed plans and thanked the group for the splendid public spirited manner in which the Church has consulted and cooperated with the City in these matters. Adjournment There being no further buslness to come before the Commission at this time, it was moved by Commissioner Steudaher, seconded by Mayor Swanson, the t the mea t- ing adjourn and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Staudaher; those voting No, none.
