The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, Ootober 26th, 1960 at laOO o'clook p.m. Present were Mayor Swanson, Commissioner Staudaher, Commissioner Sedivy, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Lovelace and the Clerk. I The following prooeedings were hada Kinutes of the last regular session were read and it was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the minutes be approved as read and the motion was oarried by the following ~e and No votea those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner StaudaherJ those voting No, none. Purohue -- "Fire Engine - Pumper" During the meeting held September 28, 196C, the City Commission opened bids, as advertised, for ,. I ~ the purohase of a "Fire Engine. Pumper " for use by the City Fire Department. Bidders at that time were informed, that as set forth in the oall for bids, the final awarding of the bid would be announoed dur- ing the last part of Ootober. The City Manager reported that a thorough study and tabulation of the bids submitted had been oompleted by Fire Department personnel, and presented its reoommendation for the awarding of the purohase to Moriarity Enterprizes of Great Falls, agents for the Howe Fire Apparatus Co. of Anderson, Indiana, at its base bid of $18,663.13, also, to inolude purohase of addi- tional equipment as provided in the oall for bids in the amount of $1,325.29, or a total prioe of $19,988.60. The City Manager ooncurred in the reoommendation, and it was moved by Commissioner Staudaher, seoondedby Commissioner Sedivy, that the purohase be awarded as reoommended and the bid I seourities of the unsuooessful bidders be returned, and the motion was oarried by the following Aye and No votea those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Purohase -- 1400' of 3" Fire HOI. During the meeting held September 28, 1960, the City Commission opened bids, as advertised, for the purohase of 1400' of 3" fire hose for use by the City Fire Department. Bidders at that time were informed the final awarding of the bid would be announced during the last part of Ootober. The City Manager reported that after a thorough study of the samFles of the various brands of hose and tabu- lation of the bids, the personnel of the Fire Department has reoommended the bid be awarded to Jack's Fire Equipment of Deerlodge, Montana, at its bid price of $1.75 per foot. The City Manager ooncurred in the recommendation and stated the bid of $1.76 was the low bid submitted, and the sample submitted with the bid meets and exoeeds the speoifications incorporated in the oall for bids, and that it, also, oarried a life-time guarantee. It was moved by Commissioner Sedivy, seconded by Conunissioner Staudaher, that the bid be aooepted as reoommended and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those voting I No, none. Purohase -- 3/' Ton Piokup Truok with Utility Box During the Commission meeting held Ootober 19th, bids were opened, as advertised, for the p.r- ohase of a 3/4 ton piokup truok with a utility box for use by the City Water Department. Bidders were lnfo~ed at that time, that to allow time for study of the specifications of the various units, alternates, eto., final awarding of the oontract would be delayed until the next regular meeting of the Commission, October 26th. The City Manager informed the Commission that personnel of the Water Department had completed a study of the various units and reoommended that the City purohase the Dodge :~: l,t piokup submitted by the bid of Rolre and Wood, Inc., in the amount of $2,372.42, it being the lowest bid submitted and the unit would well serve the purposes or the department. The Manager conourred in the reoommendation, and it was moved by Commissioner Staudaher, seconded by Commdssioner Sedivy, that the bid be acoepted as reoommended and the motion was oarried by the following Aye and No vote& those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner SediVYJ those voting No, none. Applioation for CiTil Defense Funds I The City Manager presented an application for an allooation of Civil Defense funds to assist in the purchase or a transistorized radio transmitter/reoeiver unit for the new fire truck and a five-watt walkie-talkie for use by the Water Department. This equipment would oost il,288.75 of whioh Civil Defense funds would partioipate in the amount or 50% or $644.38, in the event the appli- - oation is approved. The Manager reoommended that the Mayor be designated the official to sign the application for the City. It was moved by Commissioner Sedivy, seoonded by Commissioner Staudaher; that the applioation be approved and Mayor Swanson be authorized to sign the application and the ,,' motion was oarried by the following Aye and No votea those voting Aye being Mayor Swanson, Commis- " sioner Sedivy and Commissioner Staudaher; those voting No, none. Semi-Final Payments -- B.l.D. No. 411 During the regular session of the Commission, Ootober 13th, 1960, Commission aotion, following the reoommendation of the resident engineer of Harold Hoskins and Assooiates, the engineering consul- . tant firm retained by the City for the Distriot, accepted as oompleted and approved the o~ntract work on Special Improvement District No. 4ll performed on the project by the contractor, Stanley H. Arkwright, Ino. Also, the Manager presented and redommended payment of a claim in the amount of +2,763.95 due Harold HOSkins & Assooiates, the engineering oonsultant firm on the district. I t was moved by Commis- sion Staudaher, seconded by Commissioner Sedivy, that the claims be approved for payment as reoo- mmended and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, None. Fiul Payment -- S.I.D. No. 414 During the regular session of the Commission, October 13th, 1960, Commission action following the reoommendation of the residen~ engineer of John S. Bereman & Co., the engineering oonsultant firm retained by the City for the District, accepted as completed and approved the oontraot work on Speoial Improvement District No. 414 performed on the project by the contractor, Stanley H. Arkwright, Ino. The City Manager informed the Commission that a determination had been made that all olaims against the oontraotor resulting from the oonstruction have been paid and all reoords of the pro- jeot oompleted and presented a olaim as final payment in the ~ount of #30,188.94 due the oontract- I or, Stanley H. Arkwright, InC. The City Manager recommended to the Commission that the claim be approved as such, and it was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the aforementioned olaim in the amount of $30,188.94 be approved and a warrant issued in payment. The motion was carried by the following Aye and No votea those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those voting No, none. Claim -- Engineering Servioes on S.I.D. No. 414 (Final) A olaim filed by John S. Bereman & Co., Supervising Engineers on Speoial Lnprovement Distriot , l'~h ~ ( ~J No. 414, in the amount of $20.3.16 representing final payment for engineering services on the projeot was placed before the Commission. The City Manager recommended that the Commission approve the claim, and it was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the claim in the amount of $203.16 be approved and a warrant issued in payment and the motion was oarried by the follow- ing Aye and No votes Those voting ~e being Mayor Swanson, Commissioner Sedivy and Commissioner I Staudaher; those voting No, none. Resolution No. 1005 -- Authorization of Bonds -- S.I.D. No. 418 Resolution No. 1005 authorizing the amount of bonds to be sold for Special Improvement District No. 418, and setting the dates for the issue and maturity date of said bonds was presented, entitled.. COMMISSICN RESOLUTION NO. 10.05 MATURITY DATE A RESCLUTION CF' THE CITY COMMISSION OF THE CITY CF BOZEMAN FIXING THE DATE/ AND PRINCIPAL AMOUNT CF BONDS ISSUED IN SPECIAL IMPROVEMENT DISTRICT NUMBER 418 It was moved by Commissioner Staudaher, seoonded by Commissioner Sedivy, that the resolution be passed and adopted and the motion was oarried by the following Aye and No votea those voting Aye be- ing Mayor Swanson, CommiSSioner Staudaher and Commissioner Sedivy; those voting No, none. Report -- City Manager'. Attendanoe at 46th Int'l. City Manager's Assoo. Conference, San Franoi.oo, Oct. 16-19 The City Manager rendered an oral report on the 46th Annual Conferenoe of the International City Managers ~sooiation, whioh he attended in San Franoisoo, Calif. from Ootober 16th to 19th, 1960.. His report included a description of the Conferenoe, its attendanoe and the values to be derived by the City ... in having representation at suoh a meeting. Authority to Travel -- Mayor to Attend Nat' I. Munioipal League Meeting, Phoenix, Arizona, # NOTeaber 13-16, 1960 I .. " The City Manager announoed that the National Munioipa1 League's annual conference is scheduled to be held in~Fhoenix, Arizona, November 13th to 16th, and reoommended that the CommiSSion authorize Mayor Swanson to attend the oonferenoe as the City's delegate. It was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that, it being in the public interest, Mayor Swanson be authorized to attend the oonferenoe and the necessary expenses incurred by suoh attendance be paid out of the General Fund and the motion was oarried by the following Aye and No votea those voting Aye being Mayor Swanson, Commissioner Sedivy and Commissioner Staudaher; those voting No, none.
