HomeMy WebLinkAbout1960-12-28 :J58 Bozeman, Montana Dec. 28, 1960 The Commission of the City of Bozeman met in regular session in the Commis- sion Room, City Hall Building, Wednesday, December 28th, 1960 at l:uO o'clock p.m. Present were Mayor Swanson, commissioner Sedivy, City Manager Cutting, Aas't. City Manager Fryslie, City Attorney Lovelace and the Clerk. The following proceedings were had: I Minutes of the last regular session were read and it was moved by Commissioner Sedivy, seconded by Mayor Swanson, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Sedivy; those voting No, none. New Schedule of Values -- City Property -- Fire Insurance Explaining that based on preliminary announcement that a plan for establish- ,. ing new fire insurance rates on public owned property had been submitted to the State Insurance Commissioner by Insurance Companies, which, if approved, could result in material savings on such insurance costs to a~l govermental agencies, the City Manager presented a revised schedule of appra ised value for City owned buildings and contents. It was further explained that this new schedule, to be submitted to the Montana Fire Rating Bureau at the request of G. C. Waite, representing the Bozeman Insurance Association, in order to re-establish an average blanket rate for fire and extended coverage insurance, is the same as the achedule approved by the City Commission on December 16, 1959, as amended December 23, 1969 and January 6, 1960 except for the following additions: I BATH HOUSE - Bogart Park - Appraised value increased to provide coverage on newly constructed boiler room. STORAGE BLDG. No. 4 - Dump Grounds North of Bozeman It was moved by Mayor Swanson, seconded by Commissioner sedivy, that this re- vised schedule be approved and the City Manager be authorized to submit the schedu~e as requested and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Sedivy; tbose voting No, none. March of Dimes Program -- January, 1961 A letter dated December 14, 1960 from Harold C. Campbell, City Chairman for the March of Dimes, reques~ing permission to hold several activities within the City during the month of January, 1961 in relation to the 1961 March of Dimes Program was presented. It was moved by Commissioner SediVY, seconded by Mayor Swanson, that the request for permission to have a unit of the Montana National Guard set up a "road ,block" on January 7, 1961 be denied and approval be granted for holding other activities as I requested and the motion was carried by the following Aye and No vote: those voting Aye being Mayor swanson and Commissioner Sedivy; those voting No, none. Report The November, 1960 report of the Director of Finance was presented. The C1t,. Manager reviewed the report and stated that financial operations of the City appear to be normal for the five-month period of the budget year and recommended the report be approved. It was moved by Mayor Swanson, seconded by Commissioner Sedivy, that : 15!} the report be approved and filed and the motion was carried by the following Aye and No vote: those voting Aye bei~g Mayor Swanson and Commissioner Sedivy; those voting No, none. Cemetery Ordinance -- Veterans Memorial A resolution adopted by the Cemetery Board on December 14, 1960, providing for I the designation of certain blocks within the Cemetery as a Veteran's Memorial, setting forth who may be buried Within these blocks, and also providing for the hold~ ing of memorial services within the presently designated park area within the Cemetery, and other detail, was presented. It was moved by Commissioner Sedivy, seconded by Mayor Swanson, that the City Attorney be instructed to prepare an ordinance establish- ing a Veteran Memorial within the Cemetery and implementing other provisions con- ~ tained in the resolution of the Cemetery Board and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Sedivy; those voting No, none. The motion was oarried by the following Aye and No vote: those voting Aye being Mayor Swanson and Commissioner Sedivy; those voting No, none. Consideration of Final Plat -- Graf's First Addition There was presented for consideration the final plat of the proposed Graf's First Addition to the City of Bozeman along with letters making conditional recom- mendations for the approval of the plat from the Bozeman City-County Planning Board. I. There were also reviewed minute entries of previous Commission meetings containing information relevant to the area of which this plat is apart, and in particular relating to the provision of water and sewer services for this area. Following a general disoussion in Which Eugene Graf, Jr., and other interested parties participated, action on this matter was deferred pending submission by the platter of the following documents or information: 1. An unrestricted, quit claim deed to certain lots within the Meadowlark Subdivision as agreed upon to satisfy the Park requirements of the plat under consideration. :~fiO 2. Easements to provide for the installation of utilities within the piat as designated by the City Engineer. 3. A quit cla~ deed to those portions of indicated temp- orary cuI de sacs not otherwise dedicated for street or alley purposes. 4. Engineering data establishing the sanitary sewage load tha t ma y be expec ted to emine te from the area of this proposed plat for which main capacity would be required it I connected to the City sanitary sewage system. 5. Engineering data establishing the loss of pressure that ,- can be expected to result at minimum pressure point on existing water main on Highland Drive it a lateral water main adequate to serve the area ot the proposed plat is connected. 6. An agreement to pay an equitable and proportionate share of the final cost of the 14" water transmission line installed by the Deaconess Hospital Board from the City's south side trans- mission line to the southwest corner of the New Hyalite View Subdivision, as such connection charges may be established by an agreement between the Hospital Board and the City of Bozeman now ln the course of preparation. Application for Dog Kennel License - Smyrl A letter from Mr. and Mrs. Samuel H. Smyrl dated December 27, 1960 making application for a Dog Kennel license for a kennel at 509 South Eleventh Avenue in Bozeman was presented. Action on the application was deferred to permit a study of ordinances dealing with this subject. Adjournment There being no further business to come before the Co~ssion at this time, it was moved by Mayor Swanson, seconded by Commissioner sedivy, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye be- ing Mayor Swanson and Commissioner sedivy; those voting No, none.
