SUBJECT: Appointment to the Bozeman Area Bicycle Advisory Board MEETING DATE: March 27, 2017 MEETING TYPE: Action
RECOMMENDED MOTION: I move to appoint up to two members to the Bozeman Area
Bicycle Advisory Board to two vacant Voting At-Large positions with terms expiring on December 31st, 2018, and December 31, 2017. BACKGROUND: The Bicycle Board currently has three vacant positions, one of which is a high-school student representative position. None of the applications received at this time fit the qualifications needed to fulfill the student position. Bozeman Area Bicycle Advisory Board (BABAB) was created by the City Commission
in September 1990 (Resolution No. 2817). Its purpose is to recommend safe bicycle
practices throughout Bozeman in regard to enhanced bicycle circulation and design, community-
wide bicycle education and safety programs, and other matters relating to bicycling in the Bozeman area.
Bozeman Municipal Code Sec. 2.05.2510 Membership.
A. The bicycle advisory board shall consist of up to 11 voting members and one non-voting
liaison to be appointed by the city commission. One member shall be a student of Montana
State University. One member representing the county may be recommended by the county
commission and appointed by the city commission. One additional non-voting liaison shall
be a student of Bozeman High School. Members of this board shall serve two-year staggered terms. Each member may be reappointed without any limitation on the number of
reappointments. Vacancies shall be filled in the same manner as original appointments for
the balance of the term remaining. B. With the exception of the non-voting high school liaison, only persons of legal age may be
appointed to the board. High school representatives under age 18 must provide a signed consent from a legal guardian stating they may participate in board activities. A majority
of the board shall be residents of the city. Nonresident members of the board shall have
some interest in the city by virtue of working in the city, owning property in the city, or
entering the city frequently for any lawful purpose. In addition, the members should be
knowledgeable of bicycling and/or traffic safety in the Bozeman area. 105
This board has two vacant At-Large Voting positions. The Clerk’s Office has received six
qualified new applications for these positions.

Bozeman and a serious year-round bike commuter I feel that I can bring valuable perspective to
the Bicycle Advisory Board. • Bicycle commuted from the northwest (Baxter Meadows) and the
north east (Legends at Bridger Creek) neighborhoods and have commuted to and from Montana

State University • Participated in annual bike counts as a volunteer • Participated in Bike to work
week and bike to school events on an annual basis • Created GIS data and mobile applications to
assist campus planners in collecting bicycle parking data on MSU’s campus. • Researched
literature reviews in GIS classes at MSU that focus on urban bicycle networks studied in other

bikes for commuting started in Boulder Colorado where I attended for my undergraduate studies.
I am an avid mountain biker who bikes often with family. 4 members being my kids ages 4-11. I
would like to see a trail and bike system in Bozeman that ties the recreation to the town in a safe

manner for running, biking, walking, or other non-motorized transportation. I believe my
experience as a designer and as a member of this community would be helpful to the board.

emerging as a voice in the bicycling community, I am very interested in doing as much as
possible to create a safe and inclusive environment for bicyclists in Bozeman. I am a junior at
MSU majoring in environmental studies and sustainability, and am very interested in alternative

transportation issues. I am also a daily bicycle commuter, year-round. I grew up in an avid
bicycling family in a very active biking community, Fort Collins, Colorado. Fort Collins is a
Platinum-level bicycle friendly community. I believe it is important to have a voice from MSU
on the bike advisory board - representing a significant proportion of the population in Bozeman.
- Last summer I interned for the City of Fort Collins in their city planners office for FC Bikes -
the city's bike program helping with events and programs - I am certified bike ambassador in
Fort Collins - I taught bike camps for kids for the City of Fort Collins recreation dept. - I am very
familiar with Bozeman streets and infrastructure from a motorist and bicyclist perspective - I
have pariticpated in and volunteered at organized bike rides

interest in all things biking. I bike to work and bike kids to school. I bike for both utilitarian and
recreational purposes. I have lived in communities with better and worse biking infrastructure. I
would like to see Bozeman continue to support biking as it grows. There are great trails as well

as on and off street bike routes in this town. But there are still major gaps that make it difficult to
fully commit to being a bike commuter. As a parent of children who now regularly bike around
town, I am even more concerned about safe routes, driver awareness and cyclist education.

experience working as a bicycle advocate in my hometown of Reno, Nevada. I participated in the
Truckee Meadows Bicycle Alliance as their public relations coordinator in 2013 to help them plan the
county‐wide Bike to Work Week event in conjunction with the national bike to work week celebration. I
worked with the Reno Bike Project, a non‐profit community bike shop that worked in advocacy and
bringing bicycles to the people. They have public work stations that are free to the public, and they
refurbish bikes to provide low‐cost transportation to people who need it most. Over the years I worked
as a volunteer for numerous events, and also worked as their public relations coordinator for two years
during college (from 2010‐2012). I also helped to teach bike education classes in Washoe County School
District through their Major Taylor program which was a youth outreach program. We went into
elementary and middle schools and taught bicycle safety and maintenance classes and took the kids out
riding bikes. Bicycling is my passion. I love the bicycle community and I know that a more bike‐friendly
community is a more PEOPLE‐friendly community. More people on bikes makes our streets more
vibrant, reduces our environmental impact and ultimately makes for a more diverse and safe
community. I want to be a staunch advocate for cyclists in this community and I believe that I can be an
asset to this board as a new, youthful voice.

creating a bicycle friendly community as well as education in active transportation planning and
experience as a bicycle commuter. While completing a degree in Human Geography and minors in City
and Regional Planning and Sustainability Studies from the University of North Carolina, I was the vice-
president of a student urban planning/ active transit group, studied active transportation and land use in
Germany and North Europe, took multiple Master's level courses relevant to this committee and
interned with the local transit agency working on educating college students on multimodal transit
options. Since graduating I have lived in several locations across the US and been an avid bike
commuter. I attended events hosted by the Washington DC area Bicycle Association while making a daily
commute to work in the city in 2015. Since moving to Bozeman in the summer of 2016 I have loved
biking to work, running errands and for fun as well as a few hours volunteering at the Bozeman Bicycle
Kitchen. I applied to this board a few months ago and received a phone call letting me know I would be
considered for the next round, so this is a re-application. I attended one meeting in the Fall and believe I
