HomeMy WebLinkAbout1960-09-14 :306 Bozeman, Montana September 14, 1960 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, September 14, 1960 at 1:00 o'clock P. M. Present were Mayor Swanson, Commissioner Staudaher, Commissioner Sedivy, City Manager Cutting, Assistant City Manager Fryslie, City Attorney Lovelace and the Clerk. I The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Street Crossings - School Children John D. Shively, Superintendent of the Bozeman City Schools, and Oscar A. Swenson, Principal of the Hawthorne School, appeared before the Commission to state that increased enrollment in some Bozeman School Districts has made it necessary to shift an additional number of students to districts less heavily enrolled. This grouping of students has aggravated the hazard of grade school students crossing Babcock, Main and Mendenhall Streets in the vicinity of the Hawthorne School. The Commission advised Mr. Shively and Mr. Swenson it is aware of the aforementioned situation and a comprehensive study of this problem is in progress to attain the most feasible method of eliminat- ing the hazards. In the meantime, the Chief of Police and the Fire Chief were instructed to alert the personnel of their departments to effect every precaution pbssible to provide for the safety of the school children. I Reso~ution No. 990 - Assessing W & C 1960 Proposed Resolution No. 990 assessing cost of repair, replacement or construction of new side- walk for the year 1960 in the amount of $3,828.98 was presented, entitled: A RESOLUTION OF THE COMMISSION OF THE CITY OF BOZEMAN LEVYING AND ASSESSING A SPECIAL ASSESSMENT OF TAXES UPON CERTAIN PROPERTIES IN THE CITY OF BOZEMAN, COUNTY OF GALLATIN, STATE OF MONTANA, TO DEFRAY THE COST OF CONSTRUCTING AND INSTALLING AND/OR REPAIRING MISCELLANEOUS SIDEWALKS AND CURBS DURING THE YEAR 1960. --- It was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the resolution be provisionally passed and adopted and September 21, 1960 be set as the date for hearing and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Claims for the Month of August (Late filing) - 1960 Claim No's. 9420 to 9426 inclusive were presented on the various funds as follows: ~ Amount General - - - $1,237.03 s. D. S. - - - 57.63 Parking Meter - - 32.56 Band - - - 1,652.50 Water - - - 474.45 Library - - - 47.66 I Park - - - 23.29 Total-- $3,;25.12 The Manager stated, because of the late filing of the claims, it was not possible to present them for approval during the meeting of September 7th, however, he had since audited the claims and found them to be true and lawful claims against the City of Bozeman and recommended warrants be issued for their payment. After examination of the claims in detail and checking against the claim register, it was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that the claims be approved and warrants issued for their payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; :J07 those voting No, none. Reports The following reports were presented: Police Judge Cashier's Water Collector The Manager reviewed the reports with the Commission and recommended the reports be approved. I and filed. It was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the reports be approved and filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. . Advertise for Bids for Pickup Truck Bid specifications prepared for the purchase of a pickup truck for use by the Water Department were placed before the Commission. The City Manager stated the cost of the unit with a three compartment utility box is estimated to be approximately $3,200.00 and recommended the City adver- tise for bids. It was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that purchase of the truck be authorized. and the Clerk be directed to advertise for bids for an open- ing date of October 19, 1960 and the motion was carried by the following Aye and No vote: those vot- ing Aye being Mayor Swanson,-Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Advertise for Bids - Garbage Disposal Unit (TrUCk) Bid specifications prepared for the purchase of a garbage disposal unit (truck) for the collection of garbage in the City were presented. The City Manager stated the cost of such a unit is estimated to be $12,500.00 less the allowance of the trade-in value of the old unit. It I was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the Commission approve the purchase of such a unit; however, in order for the Commission to further review the specifica- tions, as presented, the Clerk would be instructed to advertise for bids at a later date and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Purchase of AppClrel for Police Uniform . The City Manager presented a request received from Chief of Police Saunders for authorization to place an orde~ for the purchase of various apparel for police uniforms in the amount of a quoted price of $813.37. The City Manager recommended that the authorization be granted. It was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that the request be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Request - Change in Nature of Xmas Decorations by Chamber of Conunerce A request received from the Bozeman Chamber of Commerce to change the nature and style of Christmas decorations to be placed on Main Street during the Christmas Holidays was placed before the Commission. It requested permission to mount preconstructed metal silhouette Christmas trees I and stars directly on the lamp posts. It was moved by Commissioner Sedivy, seconded by Commissioner Staudaher, that the request be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. S. I. D. No. 414 - Change Order Change Order No. 1 to Plans and Specifications for construction of S. I. D. No. 414 as prepared. by John S. Bereman & Co., Supervising Engineers, was presented. It authorized additional work at a cost of $100.00 for the Contractor to construct an elevated floor in the drain structure of the oxidation lagoon system to provide safe accessibility for operation of the gate valves. :~O8 The City Engineer recommended. that the Commission approve the change order and it was moved by commissioner Staudaher, seconded by Commissioner Sedivy, that the order be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. National Public Works v'leek -- Mayor's Proclamation Mayor Swanson proclaimed the period October 2 - 8 to be National Public Works Week. S. I. D. No. 418 - Change in Date set for Bond Sale I Because of the large amount of business to come before the Commission during its regular meet- ing, October 13th, 1960, it was suggested. the date of the sale of bonds for Special Improvement District No. 418 be changed to a date other than October 13th as set by Commission action during its regular meeting of September 7th, 1960. It was moved by Commissioner Staudaher, seconded by Commissioner Sedivy, that the Commission action of September 7th, 1960 be rescinded relative to the setting of the date for the sale of bonds for Special Improvement District No. 418, that the Mayor call a Special Meeting of the City Commission to be held Tuesday, October 11, 1960 for the purpose of transacting that sale and the Clerk of the Commission be directed to publish a call for bids to be held as of that date for the sale of the bonds and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Swanson, Commissioner Staudaher and Commissioner Sedivy; those voting No, none. Special Meeting - Sale oJ Bonds of S. I. D. No. 418 Mayor Swanson announced that a Special Meeting of the City Commission will be held at the regular meeting place Tuesday, October 11, 1960, at 1:30 P. M. for the purpose of conducting the sale of the bonds of Special Improvement District No. 418. Hustad (Buttrey's) Center I A letter of confirmation to confirm a verbal agreement between the City and the Hustad Construction Co. relating to water mains, sewer lines, and the future annexation of the property known as the Buttrey Shopping Center was presented to the Commission by the City Manager. .
