E. Action Items
1. 16498 Lakes at Valley West Ph 4 Concept PUD (Rice)
South of Durston road and west of Laurel Parkway. A proposed planned unit development
to include a 24 lots, 31 unit phase (24 single household, 7 accessory dwelling units)
residential development. Relaxations to the zoning code are requested.
Consider the motion: “I move to recommend approval of the Lakes at valley West Phase 4
Concept PUD with the findings provided in the staff report.”
‐ No formal presentation from Heather Davis at Intrinsic Architecture
‐ Project is a continuation of previous phases
‐ Some issues that were asked about and addressed included:
o Pedestrian connectivity to green/open spaces
o Snow storage
o Lot size (same as previous phases)
o Street length (550 ft. vs. max 400)
o Trails (Paved trails will be plowed)
o Sidewalk maintenance
o Woonerf (Dutch word for “living street”) maintenance

o 2nded by Vice Chair Hufstetler
o Board discusses excitement regarding the urbanist movement and smaller
streets. They discussed some challenges that may come with a harsher winter
and showed some concern with biking.

2. 6:05 PM 17057 Hotel and Mixed Commercial Uses Informal (Rice)
The project will consist of a PUD phased development plan as well as minor subdivision
application to subdivide lots and dedicate rights of way. Phase 1 will consist of a 200‐
room hotel with banquet space and associated parking and site improvements. Phase 2
will consist of a restaurant and commercial building along with access to Tschache
Lane. Construction of 15th Ave is expected to be phased with the subdivision entitlement
process and PUD plan.
‐ Mayana Rice presented on behalf of Planning Division
‐ Richard Ellison presented on behalf of applicant and showed a 3D rendering of the
project.
o Services would be shared by both hotels (Hampton Inn & Embassy Suites)
o 15th St. Rendering has more features than originally proposed
o Structure is to provide the feeling of an industrial building that has been
renovated
‐ Board Discussion
o Racow inquired about revolving door, which will be air locked
o Racow asked why there were 2 hotels rather than one
Hampton Inn is more simplistic while Embassy Suites offers a full
service hotel
2 Hotels appeal to a wider market, providing more price point options
o Racow commended the building, specifically the glazing, lobby, materials,
landscaping, color variation
o Vice Chair Hufstetler inquired about how many rooms would be offered (214)
o Vice Chair Hufstetler expressed concern for the 15th St. façade and noted that
he’d like to see higher quality materials, secondary access to parking,
articulating entrances and additional architectural features in some areas
o Ernst suggested a private drive to control traffic for events
o Ernst inquired about whether there would be enough parking based on hotel
adding retail spaces
o Ernst commented that he felt the horseshoe parking detracts from the design
o Chair Rea stated that he felt that the 15th St. façade is primary and would like to
see the project flipped
o Chair Rea inquired about sustainability and asked what features could be added
o Chair Rea inquired about connectivity, noting that there will be many people
moving in this area and felt it may be challenging
o Chair Rea noted a lack of convention center space
o Chair Rea commended the architecture, lobby, materials, and level of detail
presented
3. 7:30 PM Continue Review of draft project design standards and DRB involvement in
project review (Rogers)
Special presentation and work session evaluating draft Article 5 – Project Design, of the
Unified Development Code (UDC) update. The review will include a segment on how the
DRB might be involved in development review
‐ 90 space parking lot seem like a high bar to meet to require DRB review. Examples
(85% rule):
o Office & retail space – 250 sq./ft. per space = 25,875 sq./ft. building
o Restaurant – 50 sq./ft. per space = 5,175 sq./ft. building
o Warehouse – 1,000 sq./ft. per space = 103,500 sq./ft. building
‐ More involved with the demolition of historic and non‐historic structures
‐ 38.530.030.B corporate/franchise architecture. Considerable discussion on how to
define and regulate. Perhaps using a five (5) store threshold
‐ Consider articulation based on zone or existing neighborhood. Current proposal is
based on residential or non‐residential use
‐ General consensus is proposed standards are good and not out of line of the
expectation of the City
‐ Quantitative versus qualitative standards
