HomeMy WebLinkAbout1959-02-04 :-10 Bozeman, Montana February 4, 1959 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, February 4, 1959 at 1:00 o'clock P. M. Present were Mayor Erwin, Commissioner Swanson, Commissioner Berg, City Manager Henderson, City Attorney Lovelace and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner Swanson, seconded .1 by Commissioner Berg, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Bids for Copper Pipe This was the time and place set for opening bids on copper pipe for the Water Department. The affidavit of publication of the Notice to Bidders was presented. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the bids be opened and read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. The following bids were opened and read: Billings Hardware $4,247.47 -Co-op Lead & Chemical 3,794.57 Crane & Company 3,975.87 Globe, Inc. 3,992.20 Lead Supplies 3,971.94 Grinnell & Company 3,941.10 Montgomery Ward 5,537.00 Montana Hardware 4,155.03 Frank J. Trunk & Son 4,095.60 After tabulation and checking ~y the City Engineer, it was moved by Commissioner Berg, seconded I by Commissioner Swanson, that the bid of the Co-op Lead & Chemical Company be accepted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Claims for the Month Claims Nos. 3830 to 4073 inclusive were presented on the various funds as follows: Band $ 16.00 Cemetery 859.38 Garbage 2,967.38 General 16,020.31 Library 1,790.48 Park 3,315.69 Parking Meter 1,264.61 S. D. S. Revenue 2,301.29 S. I. D. 2,259.97 Street 4,998.40 Water 7,474.19 Cemetery Permanent Care 2,581.36 P. E. R. S. 641.89 Police Reserve 528.80 Tot a 1 $47,019.75 The Manager stated that he has audited these claims and finds them to be true and lawful claims I. against the City of Bozeman and recommends that warrants be drawn for their payment. After examina- tion of the claims in detail by the City Commission and checking against the Claim Register, it was moved by Commissioner Swanson, seconded by Commissioner Berg, that the claims be approved and warrants issued for their payment and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, commissioner Swanson and Commissioner Berg; those voting No, none. Reports The following reports for the month of January, 1959 were presented: :-11 Building Inspector Sewage Plant Operator Librarian Police Judge Chief of Police Fire Chief Sanitary Inspector Witer Collector Cashier It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the reports be accepted and ordered f~led and the motion was carried by the following Aye and No vote: those vot- ing Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Registration of warrants to Make Final Payment on water Project I The Matter of making final payments to contractors for the Water System Improvement Project, over and above the amount of bonds issued for this project, was further considered. Covenants in Ordinance No. 800, covering issuance and sale of Water System Improvement Bonds, would make the cost of sale and total interest cost on any issue and sale of bonds over and above the original issue of $1,200,000.00, excessive and higher than the total interest cost on warrants which might be issued and registered to cover the estimated cost of final payments to contractors. Ordinance No. 800 provides that expenditures for improvements to the water system may be made from funds transferred to the Replacement and Depreciation account in the water FUnd after certain specific reserves have been set up for paying outstanding bonds. Investigation shows that the most practical and economical method to make final payments to contractors would be to register warrants against the Replacement and Depreciation account in the Water Fund. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that, upon presenta- tion of properly executed claims of contractors against the Replacement and Depreciation account of the Water Fund, the Director of Finance be authorized and directed to register these warrants, and that previous action instructing the City Attorney to prepare an emergency appropriation resolution I in this matter be rescinded, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. water Improvement Project - Communication from Haggerty-Messmer r,o. - Booster Station Blow-up A letter from Haggerty-Messmer Company was read, acknOWledging receipt of letter notice from the City of Bozeman in which it is stated that this City looks to their organization to make the necessary repairs to the Booster Station caused by a broken water main. Haggerty-Messmer Company's letter stated that they are not able at this time to accept responsibility for repair of this damage but that thorough investigation is being made of the cause of the damage and that they will be in a better position within a week or ten days to make a statement as to the responsibility in the matter. In the meantime they are proceeding with necessary preliminary repair of the damage. Development in H,Vali te Sub-di vision Mr. Warren Cowgill, R. W. Corbett and Mr. Garwin, who propose extensive improvements and residential building in the Hyalite Sub-division, appeared before the Commission to seek answers as to this City's policy regarding cost of water mains, sewer connections and paving cost on streets adjacent to city property and other pertinent matters in connection with such an improvement. They were advised that, before the City can give definite answers to their questions, it will be necessary .J to have more definite information and estimates of cost on what is proposed. Proposed Sub-division Development by Weavers Neal F. Weaver was present to get information as to the City's policy regarding a proposed development of a sub-division south of the City. He was informed that more information as to what is proposed and estimated costs would be necessary before definite statements could be made. Enclneer to Building Conference in Billings It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the City Engineer be authorized to attend the meeting of Building Officials to be held in Billings, February 5th and 6th, and his expenses be paid from the Oeneral Fund, and the motion was carried by the following Aye and ~:l2 No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. License for Local Door to Door Salesmen A license fee to be charged local salesmen who reside in the residential section of the City but do not carry on their business operations in their home was discussed. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that a Vendor's License of I $15.00, as set forth in the Business License Ordinance, to cover not more than three salesmen, be issued to cover businesses of this nature and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
