SUBJECT: Authorization to Purchase Canine, to include training of new handler
MEETING DATE: March 6, 2017

RECOMMENDATION: Authorize Chris Kukulski to sign $13,500 Purchase Agreement to purchase fully trained
replacement canine and related training of new handler.
BACKGROUND: The Bozeman Police Department has had incredible success in the use of canine (K9) dogs used by
trained police officer handlers for a myriad of related law enforcement actions. These K9s are trained and deployed in the
areas of narcotics detection, protection of officers and citizens, apprehension of fugitives or missing persons and for the
location and identification of other evidence. Probable cause to support search warrants or to support criminal charges has
been one of the benefits of having a trained K9 and handler available.
The Police Department has deployed two K9 handlers over the last few years and have found this to be the optimal number
to control costs and to provide availability throughout the course of a week, with their assignment staggered. In October
2016, one of two K9s deployed had to retire due to age and an assignment change of that K9 handler.
We have tentatively entered into a purchase agreement with Chris Aycock for not only the purchase of a properly trained
K9, but that includes full training of a handler. Internally we have selected a new handler who is ready to take on the
training and additional responsibilities of being our newest K9 officer. We already have a vehicle designed for use by the
K9 Officer and K9. Mr. Aycock has provided K9s to this department and others in the past and his K9 selection and training
program have been high quality and reliable.
UNRESOLVED ISSUES: None
ALTERNATIVES: As the commission directs.
FISCAL EFFECTS: Approximately $9,000 of this total cost is funded by a donation given to the Police Department.
Approximately $3,000 of this total cost is funded by money received by the State of Montana for conduction alcohol
enforcement efforts at local businesses. The remaining costs are within existing FY17 budget allocations.
