The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, wednesday, April 22, 1959 at 1:00 o'clock P. M. Present were Mayor Erwin, COmmissioner
Swanson, Commissioner Berg, City Manager Henderson, Attorney Ben E. Berg and the Clerk. The follow-
,
ing proceedings were had:
Minutes of the last regular session were read and it was moved by Commissioner Swanson, seconded I
by Commissioner Berg, that the minutes be approved as read and the motion was carried by the following
Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg;
those voting No, none.
Ci ty Officials Authorized to Travel
It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the following city
officials be given authority to travel and attend meetings as follows and that their expenses be paid
from the proper fund:
Street Superintendent Springer and City Engineer Liquin to attend Salt Stabilization
Demonstration for Road Bases at Dillon on April 24, 1959,
Chief of Police Saunders to attend Attorney General's Conference in Helena, April
30th to May 2nd, 1959,
Margaret Hileman, Librarian, and Katherine Fisher, Assistant Librarian, to attend
State Librarians' Meeting in Livingston, May 1 to 3, 1959,
Building Inspector Smart to attend Building Officials Conference in Powell, W,yoming,
April 24, 1959, ,
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin,
Commissioner Swanson and Commissioner Berg; those voting No, none.
Offer to Purchase City Property on North Rouse (Well Site) I
A written proposal from the Bozeman Deve10pnent Canpany to purchase the South one-half of
Lots 15, 16 & 17, Block F of Rouse's Addition for the sum of $2,000.00 was read. After consideration,
it was moved by Commissioner Swanson, seconded by Mayor Erwin, that a counter proposal be made to
the Bozeman Development Co. offering to sell them this property for $3,250.00, the City to furnish
merchantable title and an abstract of title brought up to date, and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner
Berg; those voting No, none.
Petitions for Paving Area "A"
Petitions were presented from owners of properties in the area of Main to Beall Street between
Seventh and Eleventh Avenues which area is described in Harold Hoskins and Associates report, dated
March 5, 1958, on street improvements north of Main Street, as Area "A" ,requesting that streets and
avenues in this area be paved. Action on the petitions was tabled pending receipt of information
from Bozeman High School regarding the paving of Eleventh Avenue.
Bids for Tractor for Sanitary Land Fill
Specifications for a tractor to be used for sanitary land fill operations for garbage disposal I
were presented and read. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that
the Clerk be authorized to advertise for bids for such a tractor and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner
Berg; those voting No, none.
Clean-up Week
Mayor Erwin announced the week of May 11th as "Clean-up Week".
Plans for City Shop & Yards
A communication was read from William E. Grabow, Architect, stating that, to prepare

preliminary plans for new buildings or building to be moved into the new City Yards at Rouse and
Tamarack, his fee would not exceed $650.00. It was moved by Commissioner Swanson, seconded by
Commissioner Berg, that the City Manager be authorized to engage William Grabow to proceed with this
planning and the motion waa carried by the following Aye and No vote: those voting Aye being Mayor
Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
Bond - L. G. Shadoan - Director of Finance
I The bond of L. G. Shadoan, as Director of Finance, in the amount of $60,000.00 was presented.
The bond was approved as to form by the City Attorney. It was moved by Commissioner Swanson, seconded
by Commissioner Berg, that the bond be approved and accepted and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner
Berg; those voting No, none.
Plumber's Bond - r~. Wellhouser
Continuation certificate of the Plumber's Bond of Geo. E. wellhouser in the amount of $500.00
was presented. The certificate was approved as to form by the City Attorney. It was moved by
Commissioner Berg, seconded by Commissioner Swanson, that the certificate be approved and accepted
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin,
Commissioner Swanson and Commissioner Berg; those voting No, none.
Purchase of Sewer Rods and Rodder Parts
Need for sewer rods and rodder parts for the sewer rodding machine was reported. It was moved
by Commissioner Swanson, seconded by Commissioner Berg, that the City Manager be authorized to purchase
the needed rods and parts to cost approximately $650.00, and the motion was carried by the following

Miscellaneous Walks & r:urbs 1959 -- Order to Repair or Construct New VAl1k
The City Engineer, under provisions and authority of Sections 11-967 and 11-2226 R. C. M. 1947,
and Ordinance No. 561 of the City of Bozeman, relating to construction of Walks and Curbs without
formation of a Special nnprovement District, submitted his report for 1959 of inspection of walks
and curbs in the City and his recommendations in detail with reference to needed repairs and new
installations. The City Manager stated that he has checked the report and made personal inspection as
to the repairs and installations thereby recoDllllended and recommends adoption of the report as made.
The City Manager further stated that, from time to time during the period above specified, additional
walks and curbs which require repair or new installation may be discovered which should be repaired
or installed and should be added to the aforementioned report as so discovered.
It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the report of the City
Engineer as to the repair and installation of Misc. Walk & Curb for 1959 including those walks and
curbs now or hereafter determined to require repair or new installation be and the same is hereby
accepted, approved, adopted and ordered filed. Said adopted report of the City Engineer is hereby
I referred to and made a part of this minute entry by such adoption and reference for the purpose of
designating and identifying the streets and avenues on which such new installations or repairs are to
be made and such new installations or repairs are hereby ordered to be made under and pursuant to the
provisions of Section 11-967 and 11-2226 R. C. M. 1947, and Ordinance No. 561 of the City of Bozeman
and the City Manager is hereby instructed to give, or cause to be given, to each owner or agent of such
owner, or either, of the property along which such new installation or repair is to be made, written
or printed notice of such order, as required by the provisions of said Section 11-2226 R. C. M. 1947,
and of Ordinance No. 561 of the City of Bozeman and such new installations or repairs are hereby ordered
62 to be made within thirty days from the date of such notice, and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner
Berg; those voting No, none.
Bids for W& C 1959
The City Engineer has prepared plans and specifications for the construction or repairs of side-
walks during the season of 1959. It was moved by Commissioner Swanson, seconded by Commissioner
Berg, that the Clerk of the Commission be authorized to advertise for bids for this work and the I.
motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner
Swanson and Commissioner Berg; those voting No, none.
Ad,jourrnnent
There being no further business to come before the Commission at this time, it was moved by
Commissioner Swanson, seconded by Commissioner Berg, that the meeting adjourn and the moti~n was
carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson
and Commissioner Berg; those voting No, none.
