HomeMy WebLinkAbout1959-04-29 Ji3 Bozeman, Montana April 29, 1959 The Commission of the City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, April 29, 1959 at 1:00 o'clock P. M. Present were Mayor Erwin, Commissioner Swanson, Commissioner Berg, City Manager Henderson, City Attorney Lovelace and the Clerk. The follow- ing proceedings were had: I Minutes of the last regular session were read and it was moved by Commissioner Berg, seconded by Commissioner Swanson, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Re-arrangement of Durston Sub-Division Hal ~olinger presented a plat of a proposed re-arrangement of a portion of Durston Sub-Division, which was viewed by the Commission. The plat was taken under advisement pending study by the City Engineer and the Plan Board. Petitions for Paving ArA8. "A" - streets & Avenues North of Main Street The City Manager reported that, from interview with officials of Bozeman High School and from investigation of all factors involved, it does not appear feasible at this time to include 11th Avenue, from Main Street' to Beall Street, in a proposed Special Improvement District for paving streets east of that portion of 11th Avenue. Petitions requesting that an S. I. D. be established to provide for paving 8th, 9th and 10th Avenues, between Main and Beall Streets and Mendenhall and Lamme Streets, between 7th and 8th Avenues, having been previously presented, were again considered at this time. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the City Engineer I prepare the necessary data and, based on this data, the City Attorney prepare a Resolution of Intention to create this district, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Platting of Spring Dell Addition R. J. Rickabaugh presented a plat of a proposed addition to the city south of College Street at Black Avenue. After inspection of the plat, Mr. Rickabaugh was informed that, if acceptable provision is made for park area, if a proper completed plat is presented in accordance with the preliminary plan he presented at this time and if a proper petition is presented to bring the entire area into the city at one time, the City will approve such a plat and petition and will look with favor on pennitting the area to be developed in stages to comply with the City's sub-division ordinance. ~ - Recreation Directo~ White to Alpine Camp Request of Recreation Director A. Glen White to attend a 4-H Camp, June 8th to 11th, 1959 at Alpine, \Waning, without expense to the City, was presented. It was moved by COmmissioner Swanson, seconded by Commissioner Berg, that the request be granted and the motion was carried by the following I Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Option Payment for City Property - Well Site An option payment of $100.00 from the Bozeman Developilent Company for the purchase of the south one-half of Lots 15 to 17, Block F, Rouse's Addition, for the sum of $3,250.00 was presented. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the City Attorney be instructed to prepare an option agreement and that, subject to the signing of such an agreement, the proffered option payment of $100.00 be accepted and the motion was carried by the following Aye and {}.\ No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Confinnation of Darvin B. Hanson Letter was read from Chief of Police Saunders, stating Darvin B. Hanson has completed his six months period of probation as a police officer and recommended that he be confirmed as a regular member of the Police Department. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that, I Darvin B. Hanson be confirmed as a regular member of the Bozeman Police Department as of April 1, 1959 and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Payment into Police Reserve and Fire Relief Funds by Officers on Probation The following policy regarding salary deduction for policemen or firemen on probation to cover payment into the Police Reserve Fund or Fire Relief Fund was approved: That from and after this date, all policemen or firemen serving more than one month of their probationary period shall have the regular salar,y deduction for payment into the pension fund deducted from their salary, these deductions to be refunded if the officer is not confirmed as a regular member of either department. Report Report of the Director of Finance for the month of March, 1959 was presented. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that the report be accepted and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Advance Funds for Planning for Sewer System I Communication from the Housing and Home Finance Agency was read, stating that the authorized ~ amount of advance for future planning for expansion of the sanitary sewer system of $6,500.00 is $800.00 more than the engineering contract and stating further that $800.00 will be rescinded unless the city shows cause why such action should not be taken. It was moved by Commissioner Swanson, seconded by Commissioner Berg, that the Mayor be authorized .. to communicate with the Housing and Home Finance Agency urging that the advance for planning funds remain at $6,500.00 and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. water Improvement Project - Payment to Statewide -- Final Settlement ,~ Final estimate for the contract of the Statewide Plumbing & Heating Company for work on the water improvement project has been received from Morrison-Maierle, Ino., Consulting Engineers, whioh shows an unpaid balance of $8,350.99. Findings of the Board of Arbitration set $20,100.00 as the amount due Statewide Plumbing & Heating Company on disputed claims for extra work and right-of-way delays. After consideration, it was moved by Commissioner Swanson, seconded by Commissioner Berg, that, when proper claims are submitted by Statewide Plumbing & Heating Company in the above amounts, these claims are hereby approved and ordered paid and the motion was carried by the following Aye and No vote: those I voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none. Adjournment There being no further business to came before the Commission at this time, it was moved by Commissioner Swanson, seconded by Commissioner Berg, that the meeting adjourn and the motion was oarried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg, those voting No, none.
