HomeMy WebLinkAboutAdministrative Order No. 2017-02 Sub-Slab Depressurization SystemBOZ E MAN MT City Management ADMINISTRATIVE ORDER NO. 2017-02 City of Bozeman's Sub -Slab Depressurization System Program for New Construction in Bridger Creek Phase 3 It is hereby ordered: 1. Program: The City of Bozeman establishes a program for contribution to a homeowner up to $2500 toward the cost to install a sub -slab depressurization system for new construction in Bridger Creek Phase 3. The City Manager may approve amounts in excess of $2500. This program will be available for two years from the date the City commences operation of the remediation system being installed pursuant to the 2014 Revised Corrective Measures Assessment (September 7, 2016). 2. Procedure: a. To qualify a property owner or their authorized representative must submit a written request to the City Manager indicating the estimated amount of installing the sub -slab depressurized system. The submittal must include documentation evidencing an approved building permit. b. The City Manager must verify a building permit has been obtained and will process the request for payment. c. Prior to the City issuing payment to the property owner, the property owner must sign an acknowledgement that indicates: i. The property was platted in 2000 while the Story Mill Landfill was in active operation; ii. The City has approval from the State of Montana's Department of Environmental Quality (MDEQ) for a corrective measures to construct an updated remediation system at the landfill. Information on the corrective measures process can be obtained from the City Engineer's Office and the MDEQ. iii. The City conducted Human Health Risk Assessment in 2015 (public health risk assessment) and ATSDR issued a report in 2016 (Public Health Consultation (Bridger Creek Community Vapor Intrusion). Both are available on the City's website or from the City Engineer's Office. iv. Radon gas is naturally occurring and the Bozeman area is considered a high risk for the existence and exposure to radon. TDD: 406-582-2301 THE MOST LIVABLE PLACE. BOZ E MAN MT City Management v. Volatile organic compounds exist in homes from common household sources and homeowner should take appropriate measures to limit indoor exposure to indoor sources. vi. The sub -slab depressurization system should be designed and constructed by qualified personnel and should be tested and maintained regularly to ensure continued operation. The City is not responsible for costs related to the operation and maintenance of the system. vii. The Property Owner may want to consider best practices for design of the system to include but not be limited to: 1. Vacuum port to measure vacuum; 2. Sample port; and, 3.
