The Conmission of the City of Bozeman met in regular session in the Commission Room, City Hall
Building, Wednesday, 31 December 1958, at 1:00 o'olock P. M. Present were Mayor Erwin, Commissioner
Swanson, Conmissioner Berg, City Manager Henderson, City Attorney Lovelace and the Aoting Clerk. The
following proceedings were had:
I Minutes of the last regular session were read and it was moved by Commissioner Berg, seconded
by Commissioner Swanson, that the minutes be approved as read and the motion was carried by the follow-
ing Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg;
those voting No, none.
Partial Payment S. R. DeBoer Planning Contract
A requisition providing for a partial payment on the contract of S. R. DeBoer & Co. for prepara-
tion of a Master Plan for the City of Bozeman and environs, received from. the Montana. state Planidng
Board, was presented. It w&e moved by Commissioner Swanson, seconded by Commissioner Berg, that this
requisition be approved and that the Mayor and Clerk be authorized to execute the same for and on
behalf of the City and the motion was oarried by the following Aye and No vote: thoee voting Aye
being :Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
ChiefS of Police Association Meeting
A letter fram the Helena Chief of Polioe was read inviting the Bozeman Chief of Polioe to a
meeting of the Montana Chiefs of Police Association to be held in Helena, Montana on 9 January 1959.
It was moved by Conmd.ssioner Swanson, seconded by Commissioner Berg, that the Bozeman Chief of Police
be authorized to attend this meeting and his expenses be paid from the General Fund, and the motion
I was carried by the following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner
Swanson and CoDDJJissioner Berg; tho.. voting No, none.
MOntana MUnicipal League LegislativA Committee Meeting
Ma.na.ger Henderson rendered a verbal report on the meeting of the Legislative Committee of the
Montana Munioipal League 'Which he attended in Helena on 29 December 1958, and briefly reviewed legisla-
tion which the League proposes to sponsor at the ooming session of the Montana State Legislature.
WSI Additional Financing
A letter dated 22 December 1958, addressed to the Manager by Stanton Aby of the Kalman Company of
Minneapolis and financial advisor to the City was read, in which Mr. Aby strongly advised against the
sale of additional bonds to secure funds that may be required for oompletion of the Wlter System
IJnprovement Project. He suggested that warrants be drawn on the Replacement and Depreciation Account
for any such additional funds that may be required and made other suggestions relative to the continued
financing of this project. This letter was referred to the Director of Finanoe for further study and
recommendations.
Fire Insurance on Buildings
I The Manager reported that beoause premiums on fire insurance were materially increased during
the fall of 1958, all previously published blanket rates were tenninated. It is therefore necessary
to submit a new schedule of values on city owned buildings and the contents thereof to the Montana
Fire Rating Bureau as a basis for them to publish a new blanket rate and suoh rate is needed for renewal
of insurance whioh expired Deo. 31, 1955 and is being carried temporarily on a rider.
It was moved by Camnissioner Berg, seconded by Commissioner Swanson, that the Manager be instructed
to write to the Montana Fire Rating Bureau requesting that the 1958 valuation schedule be oontinued in
force for a period of one year and the motion was carried by the following Aye and No vote: those
voting Aye being M9.yor Erwin, Commissioner Swanson and Conanissioner Berg; those voting No, none.

street Signs
The Manager reported that a study indicates new street name signs are required at 21 street
intersections within the City for which he has a quotation of $16.10 each (without posts). It was
moved by Commissioner Swanson, seconded by Commissioner Berg, that the. Manager be authorized to
purchase these required signs at an approximate cost of $350.00 and the motion was carried by the
following Aye and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner I
Berg; those voting No, none.

This propo8ed ordinance revises and brings up to date descriptions of street, avenue and alley
areas and other public places presently occupied by the Chicago, Milwaukee, St. Paul and Pacific
Railroad Company tracks and provides for the construction, maintenance and operation of the railroad
eompany installations thereon. It was moved by Commissioner SWanson, seconded by Commissioner Berg,
tha t the ordinance be passed and adopted and the motion was carried by the follOwing Aye and No vote:
those voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
Maintenance of Ci t:y DUmp I
In accordance with letter agreement dated 22 October 1958 there was presented a fomal agreement
between the City and B. J. Cuker of Butte, Montana for operation and maintenance of the Bozeman City
Dump. It was moved by Commissioner Berg, seconded by Commissioner Swanson, that this agreement be
approved and that the Mayor and Clerk be authorized to execute the same for and on behaU of the City
and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Erwin,
Commissioner Swanson and Commissioner Berg; those voting No, none.
Licenses -- Beer & Liquor
The following applioations for Beer and Uquor Licenses for 1959 were presented.

It was moved by Commissioner Swanson, seoonded by Commissioner Berg, that the applications be
approved and the licenses issued and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Erwin, Commissioner Swanson and Commissioner Berg; those voting No, none.
Adjournment I
There being no further business to come before the Commission at this time, it was moved by
Commissioner Swanson, seoonded by Commissioner Berg, that the meeting adjourn and the motion was
carried by the following AYe and No vote: those voting Aye being Mayor Erwin, Commissioner Swanson
