HomeMy WebLinkAbout1964-05-27 I 1 CI Bozeman, Montana May 27, 1964 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, May 27th, 1964 at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. Commissioner Sedivy opened the meeting with a prayer and the following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Langohr, seconded by Commissioner Sedivy, that the minutes as read be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none. Delegation to Discuss Daylight Savings Time A group consisting of the following local citizens appeared before the Commission to protest Bozeman's Ordinance No. 844, which establishes Daylight Savings 'I'ime for the summer season of 1964: Richard Smiley of KXXL Radio Bob Easterly representing KBMN Radio Lester Gee of Garrett Freightlines Lois A. Spain of Owenhouse Hardware Duane Burkenpas of Galla tin Equipmen t Ed ~egram of Bozeman Theaters George P. Lockie of the Mountain View Motel In general, their comr"en ts were tha t the time schedule wouLd be de trimen tal to the operations of local boradcasters, freight schedules, the servicing of farm implements during the harvest season, and have an adverse affect on the out-door theater because of the late hour of darkness. City officiaLs advised the group that a poll taken prior to action on the Ordinance had indicated that local c i. tizens favored the new time scheduLe by a four to one margin and tha t it app<mred the Local community was stilL in accord with Daylight Savings Time in this area. Resignation of Arthur F. Thompson as Police Judge A letter of resignation from ~oLice Judge Arthur F. Thompson was presented which stated he had accepted a position as editor with the Bancroft-Whitney Company of San Francisco, California, and requested that the resignation become effective as Soon as Possible after May 31st, L964, as a Successor could be appointed. Members of the Commission, the Ci ty <i<anager, C1 ty Attorne;r Berg and Police Chief Saunders paid tribu te to Judge 'lihompson for the outs tanding manner in which he has conducted the POLice Court since his appointment on August 1, 1960, and all expressed regret at the need for accepting his res igna tlon. Ma yor Morrow further remarked tha t Judge Thomyson 's conduc t of theb'olice court has been in the highest tradition of service to his community and has been a ver:v substantial assistance to this City Administration, and that all wish him well in his new position. It was moved by Commissioner Sedivy, 459 460 Depository Bonds held by the Director of Finance as security for City funds I seconded by Commissioner Langohr, that Mr. Thompson's resignation be accepted with regret and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and commissioner Langohr; those voting No, none. Examination of Depository Bonds The commission proceeded to examine the Custodian's Receipts for deposited in Bozeman banks. It was moved by Commissioner Langohr, seconded by Commlssioner Sedivy, that the securities be approved and a list thereof be set forth in full in the minutes of this meeting and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. C. M., 1947 have this day examined the receipts of the Federal Reserve Bank of Minneapolis, and the National Bank of Commerce, Seattle, Washington for the Depository Bonds held by the Director of Finance as security for the deposit of City of Bozeman funds held by the several banks of Bozeman and find them to be as above stated, and are hereby accepted and approved. sf R. SID No. 432 Change Order No. One (1 ) 1 Change Order No.1 to the plans and specifications of special Improve- ment District No. 432, as prepared and recommended by the City Enginer and Jfurold Hoskins and Associates, consultant engineers, as proposed was presented: I I I A. Description: Installation of two additional manholes to accomodate newly platted street intersections. B. Purpose: To provide for future extensions into new development. C. Cost: $994.60 D. Other Information: The new plats in the adjacent areas are now recorded and installations can now be made at the proper location. Additional manholes are required due to the closer spacing between ins ta l.la tions. . . In concurrence with the recommendation of the City Manager, it was moved by Commis sioner Sedivy, Be conded by Commiss ioner Langohr, tha t the ctlange order be approved, an appLica tion for federal participa tion in the change order be approved and the Mayor and the Clerk of the Commission be authorized and directed to sign for the City. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. Resolution No. 1117 Creating SP2cial Improvement District No. 438 (Maple Terrace Sewer) Commission Resolution No. 1117, entitled: COM"HSSION RESOLUTION NO. 1117 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF' BOZEMAN CEEA TING A SPECIAL D.fPROVE~JENT DISTl1ICT TO BE KNOWN AS SPECIAL IMPROVEMENT DISTRICT NO. 438 OF THE CITY OF BOZEMAN FOR THE PUPOSE OF CONSTRUCTING AND INSTALLING AN OUTPALL SEWER TO ALL OP LOTS 4 THROUGH 22 INCLUSIVE OF BLOCK "A" AND ALL OF LOTS 1 THROUGH 4 INCLUSIVE OF' BLOCK "B" OF' THE MAPLE TERRACE SUBDIVISION, CITY OF BOZEMAN, MONTANA. as prepared by the City Attorney as directed by the CommiSsion on May 20, 1964, was presented. In concurrence with the recom~endation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the resolution be passed and adopted and that Harold Hoskins and Associates be alJthorized to furnish the engineering services for SpeCial Improvement District No. 438. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none. Authorization for Memorial Day Parade 10:00 A.M., May 30th It was reported that the Veterans Organizations of the City had requested authorization to stage the Annual Memorial Day Parade on Saturday, May 30th, at lU:OO o'Clock A.M. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that authorization to stage the parade as requested be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Gommissioner Sedivy and Commissioner Langohr; those voting No, none. Authorization for Holding Dance Is t Na t' 1. Bank Parking Area, Thursda y, May 28th It was reported tha t the Elks t Key Club Girls' organiza tion had reque s ted 461 462 permission to schedule a dance to be heLd in the covered area of the 1st National Parking .wot, between the hours of 8:30 and 11:00 p.m. on May 28th. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that authorization to schedule the dance as reques ted be gran ted and the motion wa s carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none. Adjournment There being no further business to come before the Commission at this time it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the meeting ad.iourn.
