HomeMy WebLinkAbout1964-02-19 ./ Bozeman, Montana February 19, 1964 The CommIssion of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, February 19, 1964 at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner 1 Langohr, City Manager Cutting, Ass't. City Manager Frys1ie, City Attorney Berg and the Clerk. Mayor Morrow opened the meeting with a prayer and the following proceed- ings were had: Minutes of the last regular session were read and it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the minutes be APproved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. Lease Agreemen t General Services Administration (Parking Lots in Block "A", Blacks Addition) The Commission was referred to its action of December 11, 1963, regarding 1 the General Services Administration's proposal to lease to the City for park- ing purposes a portion of Block "A", Blacks Addition, being the formerly owned city parking lots, for a monthly rental of $50.00 per month. A letter from the United States Attorney for Montana, was presented stating that in con- demnation law, interim rental by the condemnor of property taken in condemnation cannot be used as any basis to indicate market value and the City of Bozeman could enter into any negotiations for a lease of the property with the GSA, knowing that neither the City nor the Government can be prejudiced thereby. In accordance therewith, the City Manager recommended that the City enter into the subject lease agreement with the General Services Administration and the Mayor and the Clerk of the Commission be authorized and directed to sign for the Ci ty. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the City of Bozeman enter into this lease agreement as recommended and the Mayor and the Clerk of the Commission be authorized and directed to sign for the City and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none. Police Chiefs' Association Meeting Lewis town, 12 March 1964 It was reported that a meeting of the Police Chiefs' Association is 1 scheduJ.ed to be heLd in Lewistown, March L2th, and in concurrence wi th the recommendation of the City Manager, it was moved by Commissioner SediVY, seconded by Commissioner Langohr, that Police Chief Saunder's attendance at the meeting be authorized and, it being in the public interest, his expenses be paid from the General fund. The motion was carried by the fOllowing Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting No, none. 413 414 Chamber of Commerce Request for Initiation of Building Program to Replace Ci ty Hall In compliance with instructions of the City Commission given at its meeting of February 11, 1964, petition forms, prepared in conformity with the request of the Bozeman Chamber of Commerce and the provisions of Chapter 23 RCM 1947 were presented, to be circulated under the direction of the Chamber for thepurpofe of obtaining the qualified signatures necessary to initiate an election to permit voting on the building program proposed by the Chamber to 1 provide a combination building or separate buildings to house the Fire Department, Police Department, City Jail and City Administration Offices. The City Attorney stated the presented petition as prepared does, in his opinion, appear to be in proper legal form. It was moved by Commissioner Langohr that in view of the continuing critical need for the replacement of the present City Hall to relieve the existing hazardous situation of its occupancy and in compliance with the request of the Bozeman Chamber of Commerce, the form of the petition and its circulation be approved. The motion was seconded by Commissioner Sedivy and carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none. Robert T. Smith, president; Guy Sperry, manager, and L. T. Cheney of the Bozeman Chamber of Commerce and Frank Pollinger and Leonard Malby of the local Junior Chamber of Commerce appeared and assured the Commission the circulation of the petition would be one of the major projects of their organizations. 1 Reports The January report of the Director of fublic Service.s presented. After commenting on its contents, the City Manager recommended its approval. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Morrow, Commis- sioner Sedivy and Commissioner Langohr; those voting No, none.
