The Commission of The City of Bozeman met in regular session in the
Commission Room, City Ha.il BU1.iding, Wednesday, March 18, 1964 at L:OO o'clock
p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr,
Ci ty Manager Gutting, Ci ty Attorney Berg and the ClerK.
Reverend Monroe J. Wilcox of the First Methodist Church opened the

Minutes of the last reguLar sBssion were read and it was moved by
Commissioner Sedivy, seconded by Commissioner Langohr, that the minutes be
approved as read and the motion was carried by the fOLlowing Aye and No vote:
those voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner
Langohr; those voting No, none.
Sub-Contract
SID Nos. 427, 428, 430, 431, 433 and 434
The City Manager advised the Commission that Robertson & Blossom, Inc.
notified his office by letter it desires to sub-contract portions of the
construction work in Special Improvement District Nos. 42'1, 428, 430, 431,
433 and 434 to the following concerns as follows:
~/ Concrete Work: Sharpe & Kearney, Beaverton, Oregon
b/ Paving: Central Construction Co., Lewlstown, Montana
c/ Gravel: Gardner Construction Go., Bozeman, Montana
In concurrence with the recommendation of the City Manager and the City

Engineer, it was moved by Commissioner SedivJT, seconded by Commissioner
Langohr, that approval to sub-contract the work as above be granted subject
to the provisions of the original contract as awarded to Robertson & Blossom,
Inc. The motion was carried by the following Aye and No vote: those voting
Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those
voting No, none.
VF'W Poppy Sale
Ma y 23, 1 964
A request from the Veterans of Foreign Wars to designa~e Saturday,
May 23rd, as "Poppy tJp.y" and permit the sale of the poppies on that day was
read. It was moved by Commissioner Lan8ohr, seconded by Commissioner Sedivy,
that the request be granted and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and
Commissioner Sedivy; those voting No, none.
Request
Gallatin Garden Club to place Centennial Flower Planters at
Main Street Intersections during summer months
The City Manager reported the GaLlatin Garden Club had requested per-
Main Street intersections during the summer season of 1964. Although, the
full program of the Club had not been finalized, the City Manager advised the

mission to place small two-foot square centennial flower pLanters at the
Commission that on the basis of the information given to him, he would reco-
mmend permission for the placement of the fLower planters be granted. It was
moved by Commissioner Sedivy, seconded by Commissioner Langohr, that permission
for placing the Centennial Flower .t'lanters on Main Street as requested be

granted and the motion was carried by the following Aye and No vote: those
voting Aye being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr;
those voting No, none.
WPC Agreement to Reduce Grant

A letter was presented from the Public Health Service which stated the
Pro j ec t Progres s Report and Pa ymen t Reques t for Pro jec t No. WPC -Mon t-64,
Special Improvement District N2' 425, had been completed as of February 4,
1964, and the es tima ted value of work in place ca1cula ted to be in the amoun t
of $83,604.00. The agency's agreement that the City agree to reduce its
original request of $25,704.22, to $25,081.00, or 30% of the calculated amount,

was presented. In concurrence with the City Manager's recommendation, it was
moved by Commissioner Langohr, seconded by Commissioner Sedi vy, tha t this
reduction of the grant 'be accepted and Mayor Morrow as the official represent-
ative of the City be authorized to sign for the City of Bozeman. The motion
was carried by the fOllowing Aye and No vote: those voting Aye being Mayor
Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none.
Proposed Ordinance
Plumbing Code (Revisions)
During the Commission meeting of September 4, 1963, discussion of revi-
slons to Chapter 16.04, the Plumblng Code of the Bozeman Municipal Code, was
tabled for further study. The City Manager presented a proposed new oridinance

to incorporate the changes now recommended by City officials to the present

Plumbing Code, and City Building Inspector Barrick enumerated and explained
the proposed new provisions and stated this new ordinance is based on the
1961 edition of the Western Plumbing Officials Uniform Plumbing Code and the
Montana State Plumbing Code. A group of master plumbers of Bozeman, including
F. ,JOe 'Trunk, Walter Savage, Vince Grant and Eldon Conser appeared and pre- ,
s8nted a joint letter which set forth recommendations and comments on the pro-

posed/ordinance. Following a brief discussion on the proposed ordinance, and
provisions the plumbers feel should be added, there appeared to be such a wide
divergence of opinion, it was mutually agreed that the m8ster plumbers of

the individual provisions of the proposed ordinance and then meet with the

Daylight Savings Time
During the meeting of the City Commission on March 11th, adoption of

League at a meeting then scheduled to be held in HeLena, on the 13th. The
City Manager reported Butte, Anaconda and W9Lkerville are permanently on day-
light time, Great Falls adopted the plan some weeks ago, BiLlings adopted the
plan last nite and Lewistown and Livingston are expected to follow suit, and,
schedule by a 4 to 1 margin.
He, therefore, recommended the adoption of

daylight saving time by the City of Bozeman as being in the best interests
of this City. Mayor Morrow stated he favored the time change under these
circumstances as a trial program pending possible statewide action by the
1965 State Legislature, and expressed the hope the City's good friends in
the ruraL areas would be neither offended nor impatient through this trial
period. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy,
that the City of Bozeman adopt a daylight savings time schedule for a period
of from Memorial DAY, May 30th through Labor Day, September 7th, 1964, on a
trial basis and the City Attorney be instructed to prepare the appropriate
resolution to initiate the proceedings for presentation and provisional
passage at the next regular meeting of the Commission on March 25th, and for
final action on April 1st, 1964. The motion was carried by the following Aye
and No vote: those voting Aye being Mayor Morrow, Commissioner Langohr and

to advise Mr. Dugdale, a local realtor, that as a counter offer the City would
offer to sell Lot 17, Block "G", Hoffman's, for $854.34. The City Manager
reported Jessie B. Kemp, the Client of Mr. Dugdale, had accepted the offer.
The City Attorney, as instructed, had prepared the proper deed and the proper
resolution to accomplish the sale.

by Commissioner Langohr, seconded by Commissioner Sedivy, that Resolution No. 1112
be passed and adopted and the Mayor and the CLerk of the Commission authorized

Continuation of License Bonds
Frank J. Trunk & Son (Plb. & Gas Fitter)
In compliance witn Chapter 16 of the Bozeman Municipal Code, the certi-
'" fica tes to continue the plumbing and gas fi tter bonds of Frank J. Trunk & Son,
Bozeman, were presented. The City Manager stated the Building Inspector had
recommended the continuation of the bonds and the certificates were approved
as to form by the City Attorney. It was moved by Commissioner Sedivy, seconded
by Commissioner Langohr, that the continuation of the bonds be approved and
the motion was carried by the following Aye and No vote: those voting Aye
being Mayor Morrow, Commissioner Sedivy and Commissioner Langohr; those voting
No, none.
Reports for February
The following February, reports were presented:
Director of Public Service
Director of Finance
The City Manager stated the report of the Director of Public Service
indicated the operations of the service departments were routine for the month
and the Director of Finance's report reflected the financial status of the City
appeared to be normal for the period. In accordance with the recommendation
of the City Manager, it was moved by Commissioner Langohr, seconded by Comrr.is-
sioner Redivy, that the reports be approved and ordered filed and the motion
was carried by the following Aye and No vote:
those voting Aye being Mayor
Morrow, Commissioner Langohr and Commissioner Sedivy; those voting No, none.
Renuest
Frank E. Roey's letter requesting the initiation of a special improvement
district to provide sewer mains to serve his Maple Terrace Addition and to con-
nect to the interceptor trunk line sewer main being constructed by Special
Improvement District No. 432, was presented. The matter was referred to the
City Attorney for study of the legal aspects of the case.

There being no further business to come before the Commission a t this
time it was moved by Commissioner Sedivy, seconded by Commissioner Langohr,
