HomeMy WebLinkAbout1964-03-25 426 MINUTES OF THE MEETING OF THE CITY COMMISSION Bozeman, MontaR March 25th, 1964 The Commission of The City of Bozeman met in regular session in the Commission Room, City Hall Building, Wednesday, March 25, 1964 at 1:00 o'clock p.m. Present were Mayor Morrow, Commissioner Sedivy, Commissioner Langohr, City Manager Cutting, City Attorney Berg and the Clerk. Reverend Glenn E. Smouse of the Grace Baptist Church opened the meeting with a prayer and and the following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner Langohr, ." seconded by Commissioner Sedivy, that the minutes as read and corrected be approved and the motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Purchase -- (3/4 Ton Pickup. Water Department) This was the time and place set for opening bids for the purchase of a 3/4 ton pickup truck for use by the Water Department. The affidavit of publication of the tlCall for Bids" was presented. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the bids be opened and read and the motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Int ernat ional 2,830.00 840.00 Net Price $2,098.40 2,119.60 1,837.00 2,045.60 1,990.00 In concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that action on the bids be deferred for a period of one week to provide an opportunity to study the bids. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr and those voting No, none. West Park Manor Approval of Plat The propo.sed plat of West Park Manor was placed before the Commission for consideration. A letter from the Bozeman City-County Planning Board, dated 24 March, 1964, stated that Board had approved the plat subject to the following corrections to be made on the plat; 1) Park area being a dedication to meet the joint requirements of this and the Kirk Second Sub- division to be increased to 12.33.ilcres. 2) Block numbers to be added to the three blocks south of Beall Street and areas of those blocks indicated. 3) Distances to be indicated along the frontage road next to U.S. Highway No. 191 and along the curved sections of 20th Avenue. 4) Verification of dimensions indicated on the east and west side of the plat, addition of all interior angles and correction of the indicated center lin~ On ,19th Avenue. . , ~ , I I I After discussion and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that, contingent on the above corrections as recommended by the Bozeman City-County Planning Board and submission of evidence of ownership, the plat be approved and the City Manager acting as Director of I Public Service be authorized and directed to sign the plat for the City. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Sewer SID -- Maple Terrace Addition ,(Frank Hoey) The City Manager referred the Commission to Mr. Frank E. Roey's request, presented March 18th, 1964, that the City initiate proceedings to provide sewer lines for his Maple Terrace Addition. The City Attorney stated that in his op~nion the requested district could be legally established and the matter having been discussed with Mr. Hoey and recommended by the City Manager, it was moved by Commissioner Langohr, seconded by Commissioner Sedivy that the City Attorney be provided with the necessary data and instructed to prepare a resolution of intention to create the district. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Mo~row, Commissioner's Sedivy and Langohr, those voting No, none. Kirks 2nd Addition Approval of Plat The propsed plat of Kirk 2nd Addition was placed before the Commission and the City I Manager presented a letter received from the Bozeman City-County Planning Board stating that the Board had approved the plat as of March 2, 1964. After discussion, and in con- currence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that, contingent upon correction of name of Western General Enterprises plat in the "Certificate of Acceptance of Plat" from "Carroll's First Addition" to "West Park Manor, First Addition" and submission of evidence of ownership, the plat be accepted and approved and the City Manager acting as Director of Public Service be authorized and directed to sign the plat for the City. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Report on Fire Chiefs' Fire Marshall Work Shop, Helena, March 6th. 1964 . Fire Chief Jack Huber appeared before the Commission to report on his attendance at the Fire Marshall's Work Shop at Helena on March< 6th. His report consisted of a resume of the program, its attendance and the values derived by the City in having representatived at such meetings. It was moved by Commismioner Sedivy, seconded by Commissioner Langohr, that the report be approved and Caption Huber commended for ,his report, The motion was carried by I the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy, I and Langohr, those voting No, none. Report -- Montana Municipal League Meeting Helena~ March 13, 1964 The City Manager reported on Mayor Morrow's and his attendance at the meeting of the Executive and Legislative Committees of the Montana Municipal League held in Helena on March 13th. The r~port consisted of a resume of the proceedings, its attendance, the discussion of Daylight Savings Time and a preliminary review ofa legislative program for 1965. The Manager commented on the wide diversity of problems confronting Montana Cities and the increasing need for greater reoognition in the Legislature of the major and complex prob- 427 428 lems of the larger cities. It was moved by Commissioner Langohr, seconded by Commissioner Sedivy, that the report be approved and Mayor Morrow and the City Manager be commended on their report. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Cbmm~s$ioner's Sedivy and Langohr, those voting No, none. Authorization to Attend AWWA Annual Meeting - Great Falls. 4/2-LI/64. It was reported the AmerLcan Water Works Association's annual meeting for the State of Montana is scheduled to be in Great Falls, during April 2nd thru April 4th, and the City Manager requested that Water Superintendent Dunahoo, City Engineer Fargo and Ruben Batchelder, superintendent of the sewage disposal plant, be authorized to attend the meeting. It was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the requested authorization to attend the meeting be granted and, it being in the public interest, their expenses be paid from the appropriate funds. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting no, none. Ordinance No. 844 (Adoption of Daylight Savings Time) As instructed on March 18,1964, the City Attorney presented Ordinance No. 844, entitled; ORDINANCE NO. 844 AN ORDINANCE ESTABLISHING DAYLIGHT SAVINGS TIME IN THE CITY OF BOZEMJN, MONTANA, PROVIDING WHEN THE SAME SHALL BE IN EFFECT AND REPEALING AU, ORDINANCES IN CONFLICT HEREWITH In concurrence with the reconunendation of the City Manager, it was moved by Commissioner Langohr, seconded by CommiSSioner, Sedivy, that the ordinance be provisionally passed and April 1st, 1964, be set as the date for final passage and adoption. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those Voting No, none. Save Montana "Cartwheels" (Silver Dollars) The City Manager called attention to recent action of Congress to discontinue minting of silver dollars and earnestly requested that the Commission join with Montana's Congressional delegation and the Governor in their efforts to ensure the further minting of the silver dollar to provide for not only this Centennial Year but also as a continuing symbol of Montana's heritage of the "Old West". Mayor Morrow expressed similar sentiments and commented that the further minting of the "Cartwheel" could mean the reopening of Montana silver mines to improve the economy of this area and go hand-in-hand with the President's "War on Poverty" program to provide more employment. It was moved by Commission Sedivy, seconded by Commissioner Langohr, that City Manager Cutting be directed to write to the Montana Congressional dele- gat ion and Governor Babcock to state that Bozeman is whoLe-heartedly behind the drive to in- sure further minting of the "Silver Dollar". The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Authorization to attend "Command School" Firemen. Yakima. Wash., 13-16 April~ 1964 It was reported a Fire Department Officer Command School is scheduled to be conducted at Yakima, Washington, April 13th thru the 16th, and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Langohr, seconded by Commie,sioner Sedivy, that Fire Chief Jack Huber and one other member of the Fire Department be authorized to attend the school and, it being the public interest, their expenses to be paid from the General Fund. University subdivision No. 2 -- Approval of Plat A proposed plat which included the platting of University Subdivision No.2_and the I re-arrangment of a portion of the original plat of University Subdivision was presented. A letter from Bozeman City-County Planning Board stated the Board had recommended approval of the plat and, after discussion and in concurrence with the recommendation of the City Manager, it was moved by Commissioner Sedivy, seconded by Commi~sioner Langohr, that, subject to submission of evidence of ownership, the plat be accepted and approved and the City Manager acting as Director of Public Service be authorized and directed to sign the plat for the City. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow and Commissioner's Sedivy and La~gohr, those voting No, none. Easter Egg Hunt -- Cooper Park (JC's) It was reported the Bozeman Jaycees had requested permission to stage the annual Jaycee Easter Egg Hunt at Cooper Park, Sunday, March the 28th and it was moved by Commissioner Langohr seconded by Commissioner Sedivy, that permission to stage the event as requested by approved and the motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner'S Sedivy and Langohr, those voting No, none. Authorization for Destruction of Certain City Records I In accordance with provisions of a new Montana Law, a letter of request from Director of Finance Shadoan for authorization to deetroy certain antiquated and obsolete routine City records was presented for approval of the Commission. Being assured the records listed in the request would have no historical value, it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that permission as requested by approved and copies of the letter of request be forwarded to the Office of the State Examiner for fianl approval. The motion was carried by the following Aye and No vote, those voting Aye being Mayor Morrow, Commissioner's Sedivy and Langohr, those voting No, none. Adjournment There being no furt~er business to come before the Commission at this time it was moved by Commissioner Sedivy, seconded by Commissioner Langohr, that the meeting adjourn and the motion was carried by the following Aye and No vote: those voting Aye being MaJor Morrow, Commissioner Sedivy, and Commissioner Langohr; those voting No, none.
