The Commission of The City of Bozeman met in regular session in the
Commission Room, City Hall Building, Wednesday, April 8, 1964 at 1:00 o'clock
p.m. Present were Mayor Morrow, Commissioner Sedivy, City Manager Cutting,
Ass't. City Manager Fryslie, City Attorney Berg and the Clerk.
Mayor Morrow opened the meeting with a prayer and the following pro-
ceedings were had:
Minutes of the last regular session were read and it was moved by
Mayor Morrow, seconded by Commissioner Sedivy, that the minutes be approved
as read and the motion was carried by the following Aye and No vote: those

voting Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none.
Absence of Commissioner Langohr
It was reported that Commissioner Langohr's absence from this meeting
was due to his being called to serve on the jury panel during the current
session of the District Court. In compliance with Section 2.08.060 of the
Bozeman Municipal Code, it was moved by Comvissioner Sedivy, seconded by
Mayor Morrow, that Commissioner Langohr's absence be authorized and the
motion was carried by the following Aye and No vote: those voting aye being
Mayor Morrow and Commissioner Sedivy; those voting No, none.

AMOUNT OF BONDS TO BE ISSUED AND CALLING AN
ELECTION FOR THE PURPOSE OF VOTING ON THE ISSUANCE
OF SUCH BONDS.
prepared by the City Attorney, as instructed by the City Commission during
its meeting of April 1, 1964, was presented. It was moved by Mayor Morrow,
seconded by Commissioner Sedivy, that the resolution be passed and adopted
and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Morrow and Commissioner Sedivy; those voting NOI none.
Report on Meeting of Police Chiefs
Lewistown, March 12, 1964
Police Chief Saunders appeared to report on his attendance at the
Police Chiefs' meeting conducted at Lewistown on March 12th. His report
consisted of a resume of the program and its attendance and added that
particular emphasis was placed on a discussion of proposed changes to the
State Criminal Code. It was moved by Commissioner Sedivy, seconded by
Mayor Morrow, that the report be approved and Chief ~aunders commended for
his excellent report. 1he motion was carried by the following Aye and No
vote: those voting Aye being Mayor Morrow and Commissioner Sedivy; those

Changing Street Names
(Spring Creek Road, Spring Creek Drive)
The City Manager commented that upon various plats of additions and sub-
divisions to the City of Bozeman, streets comprising the route commonly
known as "Kagy Lane" appear as "Kagy Lane," "Spring Creek Road," "Moun tain

View Boulevard" and "South Fourth Street". He stated thesemultiple names are
~lready causing undue confusion and requested consideration of the adoption
of "Kagy Lane" or some other single name for the entire length of this
thoroughfare. It has also been suggested that the northwest portion of
"Spring Creek Drive" be re-named "South Tracy Avenue" as a natural extension
of the avenue. These matter, after discussion, were referred to the Bozeman
City-County Planning Board for its consideration and recommendation.
Authorization to Attend (1964) Northwest Park and Recreation Roundup
(Billings, 12-151 April
It was reported the (1964) Northwest Park and Recreation Roundup is
scheduled to be held in Billings, 12-15 April, and the City Manager reco-
mmended that City Recreation Director A. Glen White, Sup't of Parks Cloninger
and Chairman of the Park Recreation Board John G. Parker be delegated to attend
the conference and, it being in the public interest, their travel expenses be

paid from the Park fund. It was moved by Mayor Morrow, seconded by Commissioner
Sedivy, that the authority to travel as recommended be approved and the motion
-was carried by the following Aye and No vote: those voting Aye being Mayor
Morrow and Commissioner Sedivy; those voting NOI none.
License Bond
Everett Egbert (Electrical)
In compliance with Chapter 15 of the Bozeman Municipal Codel the electrical
bond of Everett Egbert, Bozeman, was presented. The City Manager stated the
Building Inspector had recommended approval of the bond and the City Attorney
had approved the bond as to form. It was moved by Commissioner Sedivy, seconded
by Mayor Morrow, that the bond be approved and the motion was carried by the
fOllOWing Aye and No vote: those voting Aye being Mayor Morrow and Commissioner
Sedivy; those voting No, none.
Poppy Sale
May 16, 1964 (American Legion Auxiliary)
A request from the American Legion Auxiliary to designate Friday,
May 16th, as "Poppy Day" and permit sale of the poppies on that day was intro-
duced. It was moved by Mayor Morrow, seconded by Commissioner Sedivy, that
the permission to stage the event as requested be approved and the motion was
.carried by the fO.llowing Aye and No vote: those voting Aye being Mayor Morrow

Garbage Containers & Outside Incinerators
The City Manager reported that a recent survey had disclosed that approxi-
mately lUU, fifty-five (55) gallon oil drums are being used for garbage con-
tainers and for the burning of garbage within the City of Bozeman, and he
requested authorization to notify all residents in the City by placing and add
in the local newspapers that both the 55 gallon drum, as to size and the

practice of burning are specificaLLY in violation of the Bozeman Municipal
Code. It was moved by Commissioner Sedivy, seconded by Mayor Morrow, that
the City Manager be authorized to proceed in accordance with his request and
the motion was carried by the following Aye and No vote: those voting Aye '
being Mayor Morrow and Commissioner Sedivy; those voting No, none.
Authority to Travel
Miss Hileman (State Library Association
Convention)

It was reported that the State Library Association has scheduled a
convention to be held in Billings, May 1st to 2nd, inclusive, and the City
Manager recom1rtended that Miss Margaret Hileman, City Librarian, be authorized
to attend the convention and, it being in the public interest, her expenses
be paid from the Library fund. It WaS moved by Mayor Morrow, seconded by
Commissioner Sedivy, that Miss Hileman's traveL be approved as recommended
and the motion was carried by the following Aye and No vote: those voting
Aye being Mayor Morrow and Commissioner Sedivy; those voting No, none.
Ordinance No. 845
Fire Prevention Code
Final Passage
Ordinance No. 845, prepared for the purpose of amending Section
13.04.010 of the Bozeman Municipal Code, having been provisionaLly passed on
April 1st, 1964, was again presented for final passage and adoption. It was
moved by Commissioner Sedivy, seconded by Mayor Morrow, that Ordinance No. 845
be finally passed and adopted and the motion was carried by the following Aye
and No vote: those voting Aye being Mayor Morrow and Commissioner SediVY;
those voting No, none.

The City Manager commented on the claims and stated he had audited
them and found them to be true and lawful claims against the City of oozeman
and recommended that they be approved and the Director of Finance directed
to issue warrants in payment. After examination of the cLaims in detail
and checking against the claim register, it was moved by Comm.1ssioner Sedivy,
seconded by Mayor Morrow, that all claims as presented be approved and the
motion was carried by the fOLLowing Aye and No vote; those voting Aye being
Mayor Morrow and Commissioner Sedivy; those voting No, none.
Report of Meeting of AWWA & WPC
Great Falls, 2-4 April
City Engineer Fargo reported on his attendance and that of Water
Superintendent Dunahoo and Glenn Huntsman at the American Water Works
Association Conference and the Water Pollution Control Conference held at
Great Falls, during April 2nd thru the 4th. His report consisted of resumes
of the programs, technical ma terial presen ted, its a ttendance and valuers
derived by the City representatives and the City at meetin~of such a nature.
