Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City 1~nager Cutting, ABsft. City l~ager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commissioner MOrrow, seconded by Commissioner Sedivy, that the minutes as read be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. 9~ning of Bids -- Radio Equipment This was the time and place as advertised to open bids for the purchase:>f F.M. Radio Communication Units as authorized by Commission action on August 7th, 1963. The affidavit of publication for the IICal! for Bids" was presented and it was moved by Commissioner Sedivy, seconded b? Commissioner Morrow, that the bids be opened and read. The one sealed bid on file was then opened and read as follows; N~e of Bidder Amount of Base Bid Motorola Communications and Electronics Inc. $3,971.65 (f.o.b., Bozeman, and including iBBtallation) After commenting on various aspects of the bid received, the City Manager reooInlIl.e:lded that the ldd be awareed to Motorola Communications and Electronics Inc. on the br.s is of its bid of $3,971.65, and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bid be awarded as recommended subject to provision that the equipment furnished be satisfactory to the City. The motion was carried by the fo11cw,ing Aye and No vote; those voting Aye being Mayor Staudaher, Comrussioner Morrow, and Commissioner Sedivy, those voting No, none. 312 Canv~ss of Primary Election -- ~ Under the provisions of Section 11-3217, R.C.M., 1947, and this being the first legal day after the Clerk of the Commission had received the returns of the Municipal Primary Election held August 27, 1963, the Clerk of the Commission aided by the City Commission proceeded to canvass said returns. Sedivy, Don Langohr, Jr., F.E. Suhr and Herbert I. Thompson as candidates for the office of City Commissioner at the General Municipal Election to be held November 5th, 1963. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. Offer to Sell City Parking Lots In answer to the General Services Administrationts request and invitation to set a value on the City owned parking lots located in Block "A", Blacks Addition, on the site chosen by the Federal government for its proposed new federal building and postoffice, the Commission after a comprehensive study of all known factors regarding the matter placed the following value on this property: Parcel "A"; fractional Lot 2, all of Lots 3, 4, and 5 $84,840.00 j94.500.00 Parcel "B"; all of Lots 13, 14, 15, 16, and 17 TOTAL OFFER TO SELL - - -.-- - - - - -~-- - - - - $179,340.00 This offer is based upon a consolidated average of current selling prices of comparable properties within this community, the replacement cost of equal facilities, and the parcelst peculiar public utility value for parking purposes. This offer also expresses the best qualified expert opinions locally available on the market value of the property described, and is in keeping with the responsibilities and considered judgement of the City Commission. It was recomrrlended by the City Manager that the total offer to sell of $179,340.00 be made officially to the General Services Administration and that Mayor Staudaher be designated and authorized as the Cityts representative to officially make the offer. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the Commission concur in the recommendation of the City Manager and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. Garbage. Ordinance -- Enforcement Gerald C. Bratlien," officially designed garbage inspector, reported to the Conunission the results of a recent survey of the City in regard to compliance to provisions of the Garbage Ordinance, No. 696, by residents and property owners within the City. It was reported that a small percentage, still found to be not in full compliance with the provisions of the Ordinance, were being kept under observation, however, in general, the unsatisfactory situations have now been materially improved to the point where no prosecutions are recommended. Fraternities & Sororities Private Arrangement for Garbage Collection After discussion by the Commission and the City Manager, it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that after October 1, 1963, fraternity-or sorority houses of Montana State College may, with the prior approval of the Director of Public Service, make private arrangements for the collection of garbage from their premises and then be removed from the Cityts garbage assessment roll. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. Sedivy, seconded by Commissioner Morrow, that the purchase be approved and the I 314 ~uthority to Purchase Water Meters The City Manager reported that the Water Department has need for additional supply of 0/4") water meters and requested authority to purchase thirty-three (33) of the meters at an approximate cost of $960.00. Authority to Purchase -- police Uniforms and EQuipment '" It was reported ~hat the Police Department has requested to purchase the following it ems : a/ Police Uniforms bl Police Equipment Approximate cost of $950.00 " "n $500.00 The City Manager recommended that the purchase of the above items be authorized and it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the Commission concur in the recommendation of the City Manager, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. Reconsideration of Award for Radio EQuipment A bid from Inland Radio, Billings, Montana, for the furnishing of F.M. Radio set in the call for bids on this equipment. After a discussion of the matter, it I Communication Units was received approximately two hours after the opening hour was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that, in the interest of the City of Bozeman, the action of the Commission awarding the purchase of this equipment be reconsidered and the bid of Inland Radip be opened and read. The motion WIl'S carried by the following Aye and No vote; those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. The bid offered a proposal to substitute a portable transmitter of a lesser wattage than called for and therefore, as the bid did not meet the specifications as advertised in the "Call for Bide" it was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the bid be declared incomplete and rejected and that the action of the Commission awarding the purchase to Motorola Communications and Electronics Inc. stand. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, 6omrnissioner Morrow, and Commissioner Sedivy, those voting No, none. RepOrt of the Director of Finance for July. 1963 The report of the Director of Finance for the month of July, was presented. I After commenting on the report, the City Manager recommended that the report be approved. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the report be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow, and Commissioner Sedivy, those voting No, none. Mayor's Statement -- Traffic Safety Mayor Staudaher issued a statement calling upon all drivers to take every I I I 315 precaution in insure an accident free Labor Day weekend. Adjournment There being no further business to come before the Commission at this time, it was moved by Commissioner Sedivy, seconded by Commissioner Morrow that the meeting adjourn.
