HomeMy WebLinkAbout1963-09-11 Bozeman, Montana September 11, 1963 I The Commission of the City of Bozeman met in regular session in the Commis- sion Room, City Hall Building, Wednesday, September 11, 1963 at 1:00 o'clock .p.m. Present were Mayor Staudaher, Commissioner Sedivy, Commissioner Morrow, City Manager Cutting, Ass't. City Manager Fryslie, City Attorney Berg and the Clerk. The following proceedings were had: Minutes of the last regular session were read and it was moved by Commis- sioner Morrow, seconded by Commissioner Sedivy, that the minutes be approved as read and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner MOrrow and Commissioner Sedivy; those voting No, none. Purchase of Cast Iron Pipe The City Manager reported the City is in need of a supply of cast iron pipe in sizes and total length aa follows: a) 14" - 36.4 ft., . . . . . . approxima te cos t of $230.00 b) sIr - 254.8 ft., . . . . . . " "" 740.00 Total approximate cost $970.UO I It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the purchase be approved and the motion was carried by the fOilowing Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commis- sioner Morrow; those voting ~o, none. Display of Flags for Constitution Week Sept. 17th The City Manager reported the Mt. Hyalite Chapter of the DAR had by letter reques ted tha t, in observance of "Cons ti tu tion Week", the Cl ty displa y the flags on Main Street on September 17th, and if possible during the entire week, September 17th through the 23rd. In concurrence with the recommendation of the City Manager, it was moved by Commissioner Morrow, seconded by Commission Sedivy, that the City display the flags on 'fuesday, September the l'lth, and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those voting No, none. To further observe the occasion, Mr. Staudaher issued his proclamation to proclaim the week of September 17th thru the 23rd, as "Constitution Week" within the City of Bozeman. I Extension of Agreement to Remove House 9 N. 5th, (City Center Motel) The CommiSSion was referred to its action of February 7, 1962, and the acceptance of an agreement which granted George M. and Vivian M. Hubbard, owners of the City Center Motei, to construct additional motor units subject to the provision that the Hubbards remove or tear down the two-story residence situated on the East Fourteen (14) feet of the North Fifty (5U) feet of lot 319 Sedivy, that the exchange of the securities be authorized and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaner, Commissioner Morrow and Commissioner Sedivy; those voting No, none. I 320 \ Two (2) and the North Fifty (50) feet of Lot One (ll in Block "E" of Tracy's I I First Addition within a period of sixty (60) days after January 15, 1964. A letter from Mr. Hubpard was presented requesting that the aforementioned agreement be extended for a period of one year to permit the working out and completion of building plans. The City Manager stated the request appeared to be reasonable and recommended the agreement be extended for the one-year period. It was moved by Commissioner Sedivy, seconded by Commissioner Morrow, that the agreement be extended for the one-uear period ending January 15, 1965 but the II I action should not be cons~rued in any way as a precedent for granting any fur- ther extension. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy and Commissioner Morrow; those voting No, none. Authority for Advance Refunding of U.S. Securities The Director of Finance reported that the Federal Government is making an advance refunding offer for certain securities to mature in May, 1964, in exchange for 4%, U.S. Treasury bonds to mature in August, 1973, and requested he be authorized to exchange the following invested amounts: Cemetery Permanent Care Funds Police Reserve Funds $20,OUO.OO l'1,UUO.OO The City Manager recommended tha t the advance refunding of these securities be authorized and it was moved by Commissioner Morrow, seconded by Commissioner Resolution No. 1086 Loan for Airport fulnway F~tension The Commission was referred to its action of July lV, 1~63, and the filing of an application with the Montana Aeronautics Commission to request an interest free loan in the amount of $4,000.00 to accomplish the extension of the runway at Gallatin Fieid. As a procedural requirement, Resolution No. 10~6 was presented, entitled: RESOLurrION NO. ~ "A RESOLUTION OF TIm CITY COMMISSION OF THE CITY OF BOZEMAN, MONTANA, RATI~IING, A~PROVING, AND CONFIRMING THE ACTION OF THE GALLATIN FIELD BOAED OF THE CITY OF BOZEMAN, MONTANA, AND THE COUNTY OF GALLATIN, MONTANA, IN BORROWING FROM THE MONTANA AERONAUTICS COMMISSION OF THE STATE OF MONTANA, THE SUM OF $14,000 FOR THE PUR1>OSE OF AN AIRPORT CONSTRUCTION PROJECT CONSISTING OF RUNWAY EXTENSION ON THE NW/SE RUNWAY AT GALLATIN FIELD, BOZEMAN, MONTANA, AND OBLIGATING THE CITY SHARE OF SA ID LOAN. It It was moved by Commissioner Sedivy, seconded by commissioner Morrow, that the resolution be passed and adopted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor staudaher, Commis- sioner Sedivy and commissioner Morrow; those voting No, none. I Appointment of Gallatin Field Board Wm. A. Merrick It was reported that because of business interests T. G. Haggerty had requested that he not be again re-appointed to the Gallatin Field Board. 321 I Mayor Staudaher, in turn, announced his appointment of WID. A. Merrick to fill the vacancy for a term ending July 31, 1966. It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the appointment be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Morrow and Commissioner Sedivy; those vo ting No, none. Walks & Curbs (1963) Acceptance of Contract and Final Payment It was reported that Tschache Brothers, the contractor for the constr- uction of Miscellaneous Walks and Curbs for 1963, had completed the work and a claim in the amount of $2,413.46 was presented for approval of final payment and acceptance of the contract. In concurrence With the recommendation of the City Engineer and the City Manager, it.was moved by CommiSSioner Sedivy, sec- onded by Commissioner Morrow, that the contract be accepted as completed and final payment be made by the Director of Finance. The motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Sedivy and Commissioner Morrow; those voting No, none. Request Parade, (Bozeman Senior High School Band, Sept. 14th) I It was reported the Hawk Boos ter Club had reques ted permission for the Bozeman Senior High School Band to parade on Main Street at 1:30 p.m., Saturday, September 14th, prior to the football game. It was moved by Commis- sioner Sedivy, seconded by Commissioner Morrow, that permission to stage the parade be granted and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commissioner Sedivy andComm.issioner Morrow; those voting No, none. Reports The following reports for the month of August, were presented: Disposal Plant Operator Police Judge Building Inspector ~be City Manager commented on the reports and recommended their approval. Fluoridation Police Chief' Librarian Fire Chief It was moved by Commissioner Morrow, seconded by Commissioner Sedivy, that the reports be approved and ordered filed and the motion was carried by the following Aye and No vote: those voting Aye being Mayor Staudaher, Commis- sioner Morrow and Commissioner Sedivy; those voting No, none. After examination of the claims in detail and checking against the claim register, it was moved by Commis- sioner Sedivy, seconded by Commissioner Morrow, that all claims as presented I 322 The City Manager commented on the claims and stated he had audited them and found them to be t~le and lawful claims against the City of Bozeman and recommended that they be approved and the Director of Finance be approved and the motion was carried by the following Aye and No vote: those voting Aye being Mayor staudaher, Commissioner Sedivy and Gommis- sioner Morrow; those voting No, none.
