SUBJECT: Appointments to the Economic Development Council
MEETING DATE: February 27, 2017
MEETING TYPE: Action
RECOMMENDED MOTION: I move to appoint one member to a vacant position with an
existing term of February 1, 2018, one member to a vacant position with an existing term of
February 1, 2019, and two members to positions with updated terms of February 1, 2020 on the
Economic Development Council.
BACKGROUND: This Council has two vacant positions due to resignations with existing terms
of February 1, 2018 and 2019 and two seats that expired on February 1, 2017. The Clerk’s office
has received two new applications, and two re-applications from applicants.
The creation and appointment of an Economic Development Council was recommended and
described in the Economic Development Plan adopted by the City Commission on August 3, 2009.
In February, 2010, the seven member Council was appointed. Shortly thereafter, the Council
brought forward Ordinance No. 1784 adding Chapter 2.86 of the Bozeman Municipal Code for the
official creation of the Economic Development Council and establishing the duties and
responsibilities thereof. Council members shall serve three year staggered terms.
Excerpt from the implementation matrix found on page VIII of the Economic Development
Plan (EDP):
5. c “Establish an Economic Development Council, consisting of: business leaders, city staff,
economic development leaders, and others; to advise the City Commission on economic
development issues and to review the implementation of this City of Bozeman Economic
Development Plan.”
This council has two vacant positions, and two expired positions, with two new applicants
and two re-applicants applying.

numerous community and municipal boards over a twenty-year banking career. I served on the
Board of Directors of Montana West Economic Development in Kalispell for 9 years including 7
on the Executive Committee and 2 years as Chairman of the Board. I also served on the

revolving loan fund committee for 12 years, chairing the committee for 9 nine years. I was
appointed to the Flathead County Economic Development Authority in 2014 and was involved in
the successful award of a $10 million TIGER grant to redevelop the core area and build a rail
park. I have served on the City of Kalispell Brownfield Steering Committee and City of Great
Falls Community Development Council.

this cluster as one of the most prominent in Montana. I have served on Prospera Board for 5
years and also chaired the Montana Science and Technology Alliance under the Montana
Department of Commerce. In this position, we invested $25 million into both research and start-
up and early stage companies.
